About this file
This document contains price increase and decrease instructions for a small order purchase contract issued by the City of Philadelphia Free Library for Snow & Ice Removal Services in Region 3 (Southwest & West). The contract term runs from November 1, 2026, through April 30, 2027, with provisions for renewal on an annual basis for up to three additional one-year periods at the sole option of the City. The contract will be awarded to the lowest responsive and responsible bidder, with the seller required to quote all items to be eligible for award.
Pricing adjustments are governed by specific procedures and limitations. The successful seller may request price increases for renewal periods, provided written notice is submitted to the City at least thirty days prior to the expiration of each contract period. Price increase requests must reference the bid number, contract number, period, item descriptions, current pricing, and the CPI percentage change. However, price increases are capped at 4 percent in any renewal period and must be based on the percent change in the Consumer Price Index for All Urban Consumers—Philadelphia (All Items) as published by the U.S. Department of Labor, Bureau of Labor Statistics, using the Mid-Atlantic CPI Announcement for December of the applicable renewal year, whichever is less. Price decrease requests may be submitted in writing at any time during the contract period. Failure to submit a price increase notice within the required thirty-day timeframe will result in prices remaining the same as the previous contract period.
