About this file
This is a bid notice and project manual for the Phase V Communication Facilities Replacement Project (Group A) issued by the California Department of General Services on behalf of the California Department of Forestry and Fire Protection (CalFire) for three communication tower sites in Humboldt and Shasta Counties. The project encompasses replacement work at Pratt Mountain (1512A), Bunchgrass Mountain (1512B), and Mt. Pierce (1512E), with major scope elements including site demolition, excavation, structural steel and self-supporting tower erection, perimeter chain-link fencing, cast-in-place concrete foundations, concrete masonry unit vault construction, electrical panelboards, switchgear installation, standby generator systems, HVAC equipment, plumbing, antenna systems, and associated electrical and communications infrastructure. Sealed bids are due by 2:00 p.m. on September 30, 2026, with a public bid opening scheduled for October 1, 2026, at 10:00 a.m. in West Sacramento, California. Mandatory pre-bid site inspections are required on September 16–17, 2026, with meetings at Bunchgrass Mountain (1:00 p.m. on September 16) and Mt. Pierce and Pratt Mountain (9:00 a.m. on September 17). Contract award is anticipated within 45 days of bid opening. The project manual comprises five books including general procurement requirements, site-specific specifications for each of the three locations, and appendices containing geotechnical investigations, environmental commitment tables, and antenna equipment information.
Bids must be submitted on a lump sum basis with an allowance of $210,000 for unforeseen underground conditions across all three sites. Contractors must hold a California State License Classification A or B, with specialty contractor licenses C-16 (Fire Protection) and C-57 (Well Drilling) required either directly by the prime contractor or through first-tier subcontractors. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies, with a DVBE incentive program offering bid adjustments of 1–5% for participation exceeding the minimum threshold. A 5% small business preference is available for certified small businesses, and non-small businesses may qualify for the preference by committing to subcontract at least 25% of the net bid price to certified small businesses or microbusinesses. Performance and payment bonds, each in the amount of 100% of the contract price, are required. All contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with prevailing wage requirements based on August 2026 DIR rates. The project is subject to California Air Resources Board fleet vehicle compliance requirements, and bidders must report any use of Generative Artificial Intelligence in bid deliverables. Funding is subject to availability through the state's normal budget process and the Architecture Revolving Fund. The project consultant is GHD, Inc., with Project Director Courtney Wetsell at the Department of General Services.
