About this file
This is a Request for Proposal (RFP) issued by the Ada County Highway District (ACHD) in Idaho for FY27 Stormwater Basin and Swale Vegetation Management Services (Project ID: ENV27-01). The RFP seeks competitive proposals from qualified firms to provide comprehensive stormwater basin and swale vegetation management services at designated ACHD facilities located throughout Boise and Meridian, Idaho. Services include vegetation and weed control, basin and bioretention swale maintenance, tree and fire-hazard mitigation, sprinkler maintenance and winterization, seeding, and site cleanup. The RFP was released on September 1, 2026, with proposals due by 3:00 PM Mountain Time on Wednesday, September 16, 2026, submitted electronically through ACHD's eProcurement Portal. A non-mandatory pre-submission meeting and proposal workshop was scheduled for Tuesday, September 8, 2026, at 10:00 AM at ACHD Headquarters in Boise. The question submission deadline was September 9, 2026, at 4:00 PM, with responses provided by September 10, 2026, at 4:00 PM. Proposal opening was scheduled for September 16, 2026, via Zoom meeting. The contract term covers the 2027 fiscal year with scheduled, recurring maintenance tasks performed throughout that period.
Pricing is submitted on a lump sum basis for Schedules A through D covering dry basin vegetation maintenance at 25 identified basin locations, with an additional hourly rate schedule for Scope of Work G (sprinkler repair). The cost schedule comprises four worksheets (A, B, C, and D) that respondents must complete and submit. No bid security is explicitly required based on the vendor questionnaire section, though the RFP allows for the possibility of 100 percent performance and payment bonds upon award. Evaluation criteria include proposal cost (3 percent weight), firm history, experience, and references (20 percent), firm qualifications and key personnel (30 percent), project understanding and approach (45 percent), and past performance with ACHD (2 percent). The selection process does not appear to involve set-asides or incumbent preferences. Award may be delayed up to 60 calendar days after proposal submission without penalty, and successful bidders must execute the agreement within 15 days of award. ACHD retains the right to place multiple orders throughout the contract duration and may elect to extend the agreement beyond the initial fiscal year term.

The Ada County Highway District strongly recommends that all respondents complete and submit their Request for Proposals (RFP) well in advance of the specified deadline.
Respondents are solely responsible for ensuring that their RFP's are timely submitted to ACHD via the eProcurement Portal.
