About this file

This is an Addendum A to a Request for Proposals issued by Orange County, New York, Department of General Services, for Traffic Engineering Consultant Services (RFP-DPW08-26). The County seeks qualified firms to provide professional services for highway and traffic engineering and regulatory review assistance, with the Department of Public Works serving as the primary interface and the Commissioner or designee responsible for coordination and acceptance of work. The contract has an initial term of two years with the option to extend for an additional two years.

The contract carries a not-to-exceed value of $50,000 for the total contract term, applicable only to County-funded projects. The addendum clarifies that selected consultants are not precluded from providing similar traffic or general engineering review services to other Orange County municipalities, provided no conflict of interest exists with County projects, nor are they restricted from providing non-traffic-engineering services to private developers in Orange County. Projects anticipated to exceed the remaining budget will be subject to discussion between the consultant and County, with the expectation that larger projects would be procured through separate procurement methods. Additionally, projects requested by municipalities in Orange County through this contract do not count toward the $50,000 maximum budget; that threshold applies exclusively to County-funded work.

RE: RFP-DPW08-26, Traffic Engineering Consultant Services Addendum A

Dear Vendor:

This amendment is to address questions for the above-mentioned RFB:

1. Q: If selected, would the Consultant be precluded from providing similar traffic OR other general engineering review services to municipalities in Orange County?

A: No, so long is there is no conflict of interest with any project that the Consultant is working on for the County.

2. Q: If selected, would the Consultant be precluded from providing non-traffic-engineering services to private developers in Orange County?

A: No.

3. Q: The RFP states that “the contract will have a not to exceed value of $50,000.00.” Please confirm that this means that all work provided in the contract will only amount to $50,000 (or less) in the 2-year initial contract period.

A: The $50,000 not to exceed value is for the total term of the contract (2 years if not extended or 4 years if extended).

4. Q: The RFP states that “the contract will have a not to exceed value of $50,000.00.” Will the

Consultant have the opportunity to opt out of a project if the cost of the work required for the project is worth more than the $50,000 budget OR what remains of the $50,000 budget?

A: If a project is anticipated to exceed what remains in the budget the Consultant and the County will discuss the best way to proceed at that time; however, it is anticipated that “larger projects” would be procured under a separate procurement method.

5. Q: The RFP states that “the contract will have a not to exceed value of $50,000.00,” but notes that all municipalities in Orange County may request the same services through this contract.

If multiple municipalities request these services, will these projects count toward the $50,000 contract maximum with the County?

A: The $50,000 maximum budget is for County funded projects ONLY.
