The City seeks a qualified consulting firm to conduct a cost-of-service analysis, develop alternative rate structures, create a 10-year financial planning model, and prepare a five-year rate schedule recommendation. The scope of work includes analyzing the water enterprise fund's historical and projected revenues, expenses, usage trends, reserve policies, billing procedures, capital improvement plans, and growth projections for approximately 10,800 customer connections across a 14-square-mile service area. The RFP was published on October 5, 2026, with a question submission deadline of October 21, 2026, at 5:00 PM, and proposals are due November 2, 2026, by 2:00 PM via www.bidnetdirect.com. The City anticipates proposal review and ranking by November 13, 2026, with contract award scheduled for November 20, 2026, and a contract term beginning December 1, 2026. The project timeline extends through October 11, 2027, when the Proposition 218 public hearing is scheduled, with final deliverables expected within two weeks of rate adoption.

Pricing terms require proposers to submit a separate cost proposal including estimated consulting hours, hourly rates by job classification, and a total not-to-exceed cost inclusive of ancillary costs and travel. The evaluation criteria prioritize experience of firm and key personnel (50%), approach to services (20%), project cost (10%), ability to meet desired schedule (10%), and references (10%). Proposers must demonstrate relevant experience with Proposition 218 compliance and cost-of-service studies in California, provide three project references of similar scope, and include comprehensive public outreach and communications plans supporting rate adoption. No set-asides or incumbent information is specified. The proposal must be submitted electronically in a specific format with required attachments including cover letter, team qualifications, work plan, personnel allocation, cost summary, public outreach plan, references, legal disclosures, and acknowledgement of the City's Professional Services Agreement terms and insurance requirements.
