8. Use of AMP-Provided and Third-Party Field Data
AMP may provide pole inspection records, enhanced O-Calc field surveys, photographs, GIS information, pole-condition information, remaining-strength information, and other data collected by AMP personnel or other contractors. The Consultant may use such information in preparing an O-Calc Pro model; however, the
Consultant remains responsible for determining whether the information is sufficient and appropriate for the engineering analysis. The Consultant shall identify missing, inconsistent, outdated, or questionable information and notify AMP when supplemental field verification is required. Use of AMP-provided or third-party information does not relieve the Consultant of responsibility for the accuracy and adequacy of its engineering analysis.
9. Pole Inspection Engineering Referrals
Services may include engineering evaluation of poles identified through AMP’s wood-pole inspection program as requiring engineering review, including poles with uncertain structural capacity, material deterioration, complex loading, unusual attachments, restoration considerations, or other conditions that cannot be resolved through routine inspection criteria. Where AMP provides effective-circumference, remaining-strength, or other pole-condition information, the Consultant shall incorporate applicable condition or strength information into the engineering evaluation when appropriate rather than assuming an undeteriorated pole. The calculation package shall identify the source and engineering treatment of such information.
10. Field Investigation
When authorized, perform site visits or field investigation needed to obtain or verify pole identification, pole height, class, species, circumference, setting-depth information when available, span lengths, line angles, conductor and cable types and sizes, attachment heights, equipment, crossarms, braces, risers, streetlights, transformers and other material loads, guys, anchors, guy leads and directions, and other information required for the analysis. Field data shall be sufficient to construct or validate the O-Calc Pro model and shall include suitable calibrated or dimensionally referenced photographs when appropriate.
11. Engineering Recommendations and Deliverables
Provide clear, constructible engineering recommendations. Each analysis shall identify the applicable General
Order 95 loading criteria, governing loading case, calculated utilization, controlling structural component or condition, material assumptions, and identified deficiencies. Where a proposed configuration is not acceptable, identify feasible corrective measures. When directed by AMP, evaluate alternative configurations necessary to develop an acceptable solution, including pole height or class, conductor or equipment configuration, guying and anchoring, attachment relocation, framing modifications, or other corrective measures. The Consultant shall not be limited to evaluation of a single replacement configuration when additional iterations are authorized by
AMP.
PS 09-26-01 Page 15 of 18 On-Call Pole Loading and Structural
Deliverables may include pole loading calculations, structural calculations, native editable O-Calc Pro model files, detailed PDF calculation packages, source field data, photographs, assumptions, summary recommendations, engineering sketches, technical memoranda, and other supporting documentation requested by AMP. Deliverables shall be organized by AMP pole ID or other AMP-designated identifier and shall contain sufficient information for AMP to understand, reproduce, update, and rely upon the analysis.
12. Professional Engineering Review
Engineering work requiring professional engineering judgment or responsible charge must be performed under the direction of an appropriately licensed California Professional Engineer. When requested by AMP or required by law, final calculations or engineering documents must be signed and sealed by the responsible engineer.
13. Quality Assurance/Quality Control (QA/QC) and Corrections
The Consultant must maintain a documented QA/QC process. All O-Calc Pro models and engineering calculations shall receive documented independent technical review by qualified personnel before submittal.
QA/QC shall include verification of input data, model geometry, pole and material properties, conductor and attachment data, guying and anchoring, loading assumptions, applicable General Order 95 criteria, calculation results, and engineering recommendations. Consultant must correct errors, omissions, modeling deficiencies, or other deficiencies attributable to Consultant at no additional cost to AMP and shall provide corrected native and
PDF deliverables.
14. Standard and Complex Pole Loading Analyses
For purposes of task-order scoping and unit pricing, pole loading analyses compensated on a per-pole unit-price basis will be categorized as Standard or Complex. AMP will determine the applicable category based on the information available and the conditions associated with the assignment.
Standard Pole Loading Analysis: An analysis of a conventional electric distribution pole for which reasonably complete and reliable field and asset information is available and the pole has conventional framing, attachments, equipment, and guying. A Standard analysis generally does not involve unusual structural conditions, significant data reconciliation, deterioration requiring specialized engineering treatment, or evaluation of multiple design alternatives.
Complex Pole Loading Analysis: An analysis requiring additional engineering effort due to one or more conditions such as incomplete or conflicting field or asset information; multiple electric circuits; significant line angles or dead-end loading; unusual framing or equipment; multiple or atypical joint-use or third-party attachments; complex guying or anchoring; pole deterioration or remaining-strength considerations;
nonstandard construction; or evaluation of multiple corrective or design alternatives.
If the Consultant determines that an assignment initially identified as Standard requires treatment as Complex, the Consultant shall notify AMP and obtain authorization before performing work beyond the authorized scope or price. The Consultant shall identify the condition or additional effort supporting the requested change in classification.
15. Turnaround and Responsiveness
For each task order, AMP and Consultant will establish the required schedule. Consultant must maintain sufficient staffing to support routine requests, multiple concurrent assignments, and priority or expedited requests.
PS 09-26-01 Page 16 of 18 On-Call Pole Loading and Structural
For purposes of this RFP and the applicable pricing schedule, an Expedited assignment means an assignment for which AMP requests completion within five (5) business days or less following authorization and receipt of the information necessary to perform the work. The specific schedule for each Expedited assignment shall be confirmed by AMP and Consultant at the time of task-order authorization.
Consultant must promptly notify AMP if required information is missing or if Consultant anticipates difficulty meeting an agreed schedule. Consultant shall acknowledge AMP requests promptly, maintain timely and effective communication throughout each assignment, and proactively identify issues that may affect scope, schedule, cost, or deliverables.
16. Task Order Authorization
AMP may request a task-order proposal identifying the scope, required information, deliverables, proposed personnel, schedule, estimated hours, not-to-exceed cost, assumptions, and exclusions. No Services may begin until authorized by AMP. For repetitive pole calculations, AMP may establish streamlined authorization procedures and may compensate Services using the applicable Standard or Complex Pole Loading Analysis unit prices established under the agreement.
17. Assignment of Work
AMP may assign work among selected Consultants based on the needs and requirements of each assignment. In determining task-order assignments, AMP may consider relevant expertise; availability and capacity;
responsiveness; ability to meet required schedules; quality, accuracy, completeness, and consistency of prior work; communication, coordination, and customer service; continuity with prior assignments; familiarity with the project or facilities; proposed staffing and workload; cost and overall value; past performance under the agreement; and other factors AMP determines appropriate.
AMP may consider a Consultant's performance on completed and ongoing task orders when assigning future work. Consultants demonstrating responsive communication, reliable schedule performance, high-quality work products, and effective customer service may receive a greater share of available work. Performance concerns may result in fewer assignments.
AMP retains sole discretion regarding the assignment and distribution of work among selected Consultants. The establishment of a not-to-exceed amount for each agreement does not obligate AMP to distribute work equally or proportionally among selected Consultants, and no Consultant is guaranteed any minimum amount of work.
