About this file
This document is a supplemental instructions file for the Sacramento Housing and Redevelopment Agency (SHRA) establishing modified submission procedures for non-construction bids and offers under HUD Form 5369-B. The document outlines four key procedural changes to the standard bidding process: all offers must be submitted through the Agency's Electronic Bid Portal rather than sealed envelopes; prospective offerors must acknowledge receipt of any solicitation addenda through the electronic portal; requests for explanations or interpretations of the solicitation must be submitted through the electronic portal by the date and time specified in the solicitation; and late submission procedures are modified to accommodate electronic submission timelines. These modifications reflect the Agency's transition to electronic bidding systems to streamline the procurement process for its Banking and Investment Services contract opportunity, which seeks a qualified financial institution to provide comprehensive banking services including depository services, cash management, interest-bearing accounts, fraud protection, electronic payment services, and HUD-compliant investment options.
The document does not contain specific information regarding pricing terms, contract awards, timeline deadlines, site visits, or bidders' conferences. No incumbent information, set-aside provisions, funding amounts, or renewal options are specified in this supplemental instructions file. The primary purpose of this document is to establish the electronic submission requirements and modify standard HUD bidding procedures to align with the Agency's procurement system for the banking services solicitation.
