About this file
This document is supplemental instructions to offerors for a non-construction modification to HUD Form 5369-B, applicable to the Sacramento Housing & Redevelopment Agency's (SHRA) actuarial services solicitation in California. The instructions establish the procedural requirements for submitting offers, amending solicitations, requesting explanations, and handling late submissions. All offers must be submitted through the Agency's Electronic Bid Portal rather than sealed envelopes or packages. Prospective offerors seeking explanations or interpretations of the solicitation or statement of work must submit requests through the Electronic Bid Portal no later than the date and time specified in the solicitation. Offerors must acknowledge receipt of any addenda to the solicitation through the Agency's Electronic Bid Portal.
The document modifies standard HUD contracting language to reflect electronic submission processes. Late submissions, modifications, and withdrawals are governed by the deleted and inserted clauses, which reference previously standard provisions regarding registered or certified mail, U.S. Postal Service Express Mail, and facsimile submissions. The specific response deadlines, bid opening dates, award dates, and contract terms are not detailed in this supplemental instructions document but are referenced as being specified elsewhere in the full solicitation materials. No pricing information, set-asides, funding amounts, or incumbent contractor information is provided in this instructions file.
