INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A
CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the National Institute on Minority Health and Health Disparities (NIMHD) intends to award a firm-fixed price purchase order to include option years without providing for full and open competition to REES SCIENTIFIC for maintenance services on Rees Scientific Centron automated temperature monitoring system equipment.
JUSTIFICATION
Rees Scientific is the sole service provider for the Rees Scientific Centron automated temperature monitoring system equipment. This alarm probe system is essential as it monitors the temperature function of multiple -80C and -30C freezers in the Division of Intramural Research laboratories. It is essential for our program goals and resources to monitor these freezers with the alarm probe that can check and serve prevention action for -80C and -30C to retain optimal temperature for temperature-sensitive samples. Without this alarm equipment, we could lose valuable patient driven samples for on-going NIMHD research projects, therefore this service contract is needed to keep the equipment in optimal condition. Rees Scientific is the Original Equipment Manufacturer (OEM) of the current equipment and to our knowledge is the only vendor that can provide the needed maintenance services at the level of performance required due to the proprietary nature of equipment. Based on market research, no other company was found that is an authorized third-party service provider approved and trained to service Rees Scientific equipment. Additionally, parts utilized in servicing are OEM parts/components in order to ensure maximal function and that liability risk on devices are reduced.
