BUREAU OF ENGRAVING AND PRINTING

Hyperspectral Imaging System

1.0 Background

The Bureau of Engraving and Printing has a requirement for a Hyperspectral Imaging System (HIS). The HIS is an instrument capable of measuring and displaying images and spectra, in this case, from the visible (VIS) through the Infrared. This device will be a full spectrum instrument for use throughout BEP for various tests of inks and substrates and for troubleshooting problems in support of Production.

2.0 Referenced Documents

The HIS shall meet all current U.S. commercial codes and industrial standards for manufacturing high quality industrial equipment to be utilized within a laboratory environment.

3.0 TECHNICAL REQUIREMENTS

3.1 The Hyperspectral Imaging System shall meet or exceed the following functions and specifications:

3.1.1 Instrument shall be plug and play, incorporating all the components including illumination source(s), detection element(s), optics, electronics, controls and software, except for the computer system itself.

3.1.2 Instrument shall operate with standard US electrical power source under standard laboratory humidity and temperature conditions.

3.1.3 Instrument shall operate and produce clear images and spectra in the minimal wavelength range of 400 – 1600 nm, but extensions to this range at either end are desirable.

3.1.4 Instrument shall offer 5nm (or better) spectral resolution in the UV-VIS-VNIR ranges and 10nm (or better) in the remaining NIR range. A variable spectral sampling rate (including user selected bands) is highly desirable.

3.1.5 Instrument shall scan the sample at a spatial resolution of 250dpi or better. Variable spatial resolution scans are desirable.

3.1.6 Instrument shall have a sample holder or compartment capable of holding flat a sample document of approximately 70 x 170 mm or larger. The sample holder shall have provisions to position, hold, remove and reposition samples in a very repeatable, consistent manner. Instrument shall have a provision to scan calibration standards (reflectance, transmission and wavelength)

3.1.7 Imaging capabilities shall be such that a single image of an entire document described in 3.1.5 and 3.1.6 can be acquired as well as smaller sub-sections of the document as desired.

3.1.8 The instrument shall be capable of scanning a document in reflection and transmission modes. While a simultaneous scan would be preferable, sequential scans after a quick, user-friendly change in setup is acceptable, as long as the sample is not moved. Spectral reflectance and transmission measurements on the same sample should not vary by more than +/-3% (3σ) on 99.7% of the pixels at any wavelength on repeated measurements.

3.1.9 Larger samples (up to 830mm X 710mm) shall be accommodated in at least reflection mode. A lower spatial resolution of 100 dpi or higher is acceptable for these samples. Step-and-repeat measurements that are automatically stitched to provide the complete image cube are acceptable, as long as the measurement of the large sample is accomplished in 5 minutes or less, and there is a provision to measure only some sections as specified by the user.

3.1.10 Instrument shall be configured to correct for aberrations (including chromatic, keystone, and smile) and incorporate order-sorting filters as needed.

3.1.11 Instrument shall be user friendly in operation and setup.

3.1.12 Spectral data for one or more pixels shall be user selectable and easily importable into MS Excel spreadsheet, MatLab, etc. The following are desired: user selectable spatial Region of Interest (ROI), automatic pattern recognition, spectral averaging, automated analysis of multiple similar ROIs on a large sample. [A scenario of operation is envisioned thus: the user would define a ROI containing a pattern which may be repeated multiple times on the sample. The user would further define a group (or groups) of pixels within the pattern for which the spectral data/plots would be needed. The system would be expected to scan the sample and find the pattern wherever it repeats on the sample, and provide an output of spectral curves for the defined group along with the spatial coordinates at which these were obtained. The same would be expected on multiple patterns, and for multiple samples.]

3.1.13 Data acquired shall also be compatible with Environment for Visualizing Images (ENVI) and HyperCube® software for use in analysis.

3.1.14 Determination of various color space parameters including CIE = L*, a*, b* color values through the use of proprietary software or through a seamless interface with other commercially available software desired. The software must also be able to calculate a Color Difference (Delta-E).

3.1.15 Contractor shall provide up to three (3) licenses.

3.2 Contractor shall deliver the HIS no later than 1 May 2016.

3.3 Contractor shall provide the BEP with all necessary and sufficient requirements for a computer, including monitor and accessories, for full operation of the instrument. The BEP IT group will purchase the computer and computer accessories separately, and will maintain and service the computer as required by BEP rules and regulations. The computer will be networked onto the BEP Intranet system.

4.0 Site

Contractor shall deliver the HIS to the following site:

5.0 Requirements

The Contractor shall perform the following:

5.1 Installation: The Contractor shall be responsible for the delivery, assembly, and installation of the HIS. The Contractor shall provide a complete, operational HIS that meets the specifications in the Statement of Work.

5.2 Training: The Contractor shall provide training for up to five (5) BEP personnel The Contractor shall provide all training materials to the COR prior to installation for review by the BEP. The training shall encompass operation and maintenance of the HIS. The training materials shall include a CD of all materials with adequate hard copies for each training attendee.

5.3 Technical Documentation: The Contractor shall provide the BEP with accurate, complete and current technical documentation. The documentation shall include operation and maintenance manuals and purchase of component information. One (1) complete set of technical documentation (in English) shall be provided in electronic format.

5.4 Warranty: The Contractor shall provide a warranty for the HIS. Warranty shall commence upon Government acceptance of the equipment.

6.0 Delivery

The Contractor shall deliver all equipment Freight on Board (FOB) to Washington, DC. All customs duties and delivery costs shall be borne by the Contractor.

7.0 Period of Performance

The period of performance is 28 September 2015 through 27 August 2016.

8.0 SAFETY

Contracted services must be performed in a manner consistent with the Bureau of Engraving and Printing (BEP) 75B Environmental, Health, and Safety Policy - BEP Document Control number75D-07-.0-04 EHS Contractor Requirements, Attachment A.

9.0 METHODS OF SURVEILLANCE

9.1 The Contracting Officer's Representative (COR) will review the incoming Hyperspectral Imaging System to ensure receipt of acceptable product. The COR will notify the Contractor should any of the items do not meet the BEP’s required specifications. The COR will determine if steps will be taken to make the product useful with the exception of damage due to shipping. Any product found to be unacceptable will be rejected.

9.2 Packaging shall prevent any damage to products during shipment. Any equipment arriving to the BEP damaged shall be photographed and returned to the Contractor at no cost to the BEP.

10.0 PERFORMANCE REQUIRED

10.1 Responsibility for Inspection and Testing: The BEP reserves the right to perform any inspections and tests set forth for this equipment.

10.2 BEP Testing: The BEP will evaluate the HIS for compliance with the requirements stated in Section 3.0.

11.0 Access to Government Facilities

11.1 The BEP is a secure facility and all instruction of the Police must be obeyed.

11.2 Weapons, cameras, camera phones, alcohol and/or illegal drugs are not allowed on site and are subject to seizure.

11.3 During the life of the contract, access to the Government facility for the Contractor, its subcontractors and suppliers shall be made available as required. During all operations on Government premises, personnel for whom the Contractor is responsible shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility. The Government reserves the right to require the Contractor’s employees to sign in/out of the Government facility.

11.4 All Contractor personnel must be escorted at all times while on BEP premises. Under unusual circumstances an escort may be provided by a uniformed officer or other authorized BEP personnel.
