Questions and Answers: BEP-RFQ-15-0389
1) 3.1.2 - Instrument shall operate with standard US electrical power source under standard laboratory humidity and temperature conditions. Question - please provide specifications for standard laboratory humidity and temperature conditions.
Relative Humidity: 20-60%; Temperature: 55-90°F
2) 3.1.6 - Instrument shall have a sample holder or compartment capable of holding flat a sample document of approximately 70 x 170 mm or larger. What is meant by larger?
A sample document no smaller than about 70 X 170mm should be accommodated. The intent is that if the contractor is constrained to use a larger size, while still meeting the conditions of removing and repositioning the sample consistently, the BEP has no objection.
3) 3.1.6 - Instrument shall have a provision to scan calibration standards (reflectance, transmission and wavelength). Could a list of desired calibration standards be provided?
Desired calibration standards include: Reflectance, Transmission, Wavelength, Color, Size/Resolution
4) For the spectral camera, which of these optical implementations would be considered most desirable, two cameras acquiring hypercubes in series, two cameras using a beamsplitter or two cameras with common front optics?
The first approach is the least desirable, but if it meets all of the requirements and desirables listed in the SOW better than the latter approaches, it will be given due consideration.
5) (v) A list of contract line item numbers and items, quantities, and unit of measures.
CLIN 0001 Hyperspectral Imaging System (Qty: 1) and licenses (Qty: 3)
Our hyperspectral imager and data cube collection software does not have limitation and the data cube collection software can be loaded on as many computers as you desire. However, the RFQ require to include the ENVI image processing software. This software we are planning to procure from XXX. Can you please advise if you will require 3 seats or licenses on this software?
The RFQ does not require ENVI software to be provided by the contractor. However, it does require the hyperspectral data cube to be compatible with ENVI. The licensing line item refers to proprietary data cube collection software (if such exists) used or developed by the contractor.
6) Deliveries include 3 licenses (Line item #1). Please explain the type of the requested licenses.
Explained in #5. If a commercial license is needed for CIELab measurements, 3 “per-seat” licenses, as described at https://tulane.edu/tsweb/software/software-license-types.cfm should be included.
7) Under Factor I - Technical Capabilities, the vendor should discuss “Variation in output from two orthogonal polarizations for specified spectral range”. Please clarify the use of polarized light in obtaining hyperspectral information The source of polarized light is left to the contractor. The intention here is to determine the polarization dependence of the system as a function of wavelength. Samples analyzed with the instrument may contain wet as well as dry inked portions.
8) Can a US representative of a foreign SME like ours submit a tender to a small business set aside solicitation, such as the one you have recently published (even if the equipment is manufactured outside the US)?
