FAR 52.252-3 Alterations in Solicitation (APR 1984)
Portions of this solicitation are altered as follows:
CHANGE FROM:
Factor II: Target Test Coupon Instructions and Data Analysis Report: Interested Offerors shall request a target test coupons for use in submitting data analysis.
1. To request test coupons, Offerors shall send name and mailing address to Gladys Wilks at gladys.wilks@bep.gov no later than Monday, 17 August 2015.
1. Instructions: Offerors should scan and run the test coupons through the full HIS spectral range and at the spatial resolution required in the Statement of Work. The Government recommends that the Offerors use the full field of view of the sensor while collecting images. While it is preferable that the specified spectral range be obtained on one instrument, it is acceptable to use more than one instrument to scan the test coupons.
1. Data provided by the Contractor on the test coupons shall be representative of the HIS (make, model, accessories, and software) identified in their offer.
1. All hypercube data obtained on the Government provided targets shall be provided as described in the instructions.
1. The target test coupon data analysis report shall be submitted with the Offeror’s quotation.
1. The report shall be brief and concise containing at a minimum the following:
1. Detailed description of how the hyperspectral images were obtained
1. Test parameters
1. Instrument(s) used
1. Illumination used
1. Measurement setup
1. How the coupons were held
1. Spectral and spatial parameters
1. Spatial distribution across the images
1. Aberration corrections
1. Measurement repeatability
1. Modulation transfer function (MTF)
1. Offerors shall provide hypercube data on a CD/DVD. CD/DVD shall be labeled with company information.
1. Offerors shall also return the samples after completing the scans.
