This Request for Proposals (RFP No. 841-26-009) is issued by the Virginia Department of Aviation (DOAV) to procure one pressurized, twin-engine turboprop aircraft to replace an existing Beechcraft King Air 350 currently in the Department's fleet. DOAV operates two King Air 350 aircraft based at Richmond International Airport to support transportation of the Governor, state officials, and authorized personnel throughout the United States and internationally. The replacement aircraft must be either factory-new or a low-time demonstrator aircraft and must meet or exceed specified performance requirements, including a minimum cruise speed of 280 knots, range of 1,450 nautical miles, service ceiling of 30,000 feet, and seating capacity for nine passengers plus two pilots. Offerors may propose Beechcraft King Air 350/360 series aircraft or equivalent models of comparable capability. An optional preproposal conference and aircraft site visit will be held on August 12, 2026, at 2:00 PM at DOAV headquarters in Richmond, Virginia. Electronic proposal submissions are required through the eVA system, with a deadline of September 2, 2026, at 4:00 PM local time. The contract period extends from award through aircraft delivery and final acceptance.

Proposals will be evaluated on five criteria totaling 100 points: Proposed Aircraft (30 points), Methodology/Approach (20 points), Experience/Qualifications (20 points), Pricing (10 points), and Small Business Subcontracting Plan (20 points). Pricing must be firm, fixed, and all-inclusive, covering all costs associated with aircraft preparation, delivery, inspection, and documentation. Offerors may propose a trade-in allowance for DOAV's existing King Air 350 (Serial No. FL-549, Registration N1VA), which has 4,956.1 total airframe hours and 6,255 cycles as of the proposal date. The Commonwealth will conduct a pre-delivery inspection to verify aircraft conformance with specifications, and any discrepancies must be corrected by the contractor at no additional cost. All offerors must submit a Small Business Subcontracting Plan in compliance with Virginia's 42% small business procurement goal. Contractors awarded contracts exceeding $100,000 must provide monthly subcontractor reporting through eVA's Subcontractor Payment Reporting tool. No additional charges, fees, or costs beyond the proposed pricing are permitted unless specifically identified in the proposal and accepted by the Commonwealth.

Attachment A – General Terms and Conditions

1.0 Purpose

The purpose of this Request for Proposals (RFP) is to solicit sealed proposals from qualified Offerors, in order to establish a contract through competitive negotiations, to purchase a Beechcraft King Air 350/360 series or equivalent aircraft for the Commonwealth of Virginia, Department of Aviation (DOAV).

2.0 Background

DOAV currently operates a fleet of two (2) Beechcraft King Air 350 aircraft to support the transportation needs of the Commonwealth. These aircraft are used to transport the Governor, state officials, and other authorized personnel to destinations throughout the United States and internationally as required.

The aircraft are operated by a staff of six (6) DOAV pilots and are based at the Richmond International Airport (RIC) in Richmond, Virginia. Missions frequently involve time-sensitive travel to regional airports that may not be served by commercial airline service. Typical missions involve travel to airports throughout Virginia and the eastern United States, often requiring the ability to operate from shorter runways and smaller airports.

Flights are conducted in accordance with Federal Aviation Regulations (FAR) Part 91 and are routinely performed in all weather conditions, both day and night. Aircraft are operated with either two-pilot crews or single-pilot operations where appropriate and permitted by regulation, depending on mission requirements and operational considerations.

DOAV’s two (2) Beechcraft King Air 350 aircraft entered service in 2007 as new aircraft, and the Department intends to replace one (1) of these aircraft through this solicitation.

Due to the mission of transporting senior Commonwealth officials and supporting time-sensitive government travel, aircraft reliability, dispatch availability, and operational safety are critical considerations for the Department.

3.0 Statement of Needs

3.1 General

DOAV seeks proposals from qualified Offerors for the acquisition of one (1) pressurized, twin-engine, turboprop aircraft to replace one of the Beechcraft King Air 350 aircraft currently operated within the Department’s fleet.

The aircraft procured under this solicitation shall be capable of supporting executive transportation and governmental mission operations and shall meet or exceed the technical and performance requirements outlined in this solicitation.

DOAV requires an aircraft capable of providing a high level of safety, reliability, operational flexibility, and performance necessary to support statewide and interstate transportation of Commonwealth officials. The aircraft must be capable of operating safely and efficiently from a variety of airport environments, including regional and smaller airports.

Offerors may propose aircraft in the class of the Beechcraft King Air 350/360 series, or other aircraft of comparable size, performance, and mission capability that meet or exceed the requirements of this solicitation.

Proposals may include factory-new aircraft or demonstrator aircraft, provided that the proposed aircraft meets all technical and performance requirements specified in this solicitation. For the purposes of this solicitation, demonstrator aircraft shall have limited flight hours and cycles and shall not have accumulated usage that adversely affects the service life, reliability, or operational capability of the aircraft.

The Offeror must demonstrate that the proposed aircraft is currently available for immediate sale or delivery and that the Offeror is the legal owner of the aircraft or has the legal authority to transfer ownership of the aircraft at the time the proposal is submitted. Documentation supporting such authority may be requested by the Commonwealth.

DOAV anticipates replacing one of its Beechcraft King Air 350 aircraft as part of this procurement. Offerors may submit proposals that include a trade-in offer for the aircraft being replaced. However, DOAV reserves the right, at its sole discretion, to accept a trade-in offer or to sell the aircraft separately.

The purpose of this conference is to allow potential Offerors an opportunity to present questions and obtain clarification relative to any facet of this solicitation, as well as to allow Offerors the ability to inspect the Department’s existing Beechcraft King Air 350 (N1VA) for its trade-in value.

While attendance at this conference will not be a prerequisite to submitting a proposal, Offerors who intend to submit a proposal are encouraged to attend. Bring a copy of the solicitation with you. Any changes resulting from this conference will be issued in a written addendum to the solicitation.

6.0 Proposal Preparation and Submission Instructions

6.1 In order to be considered for selection, Offerors must submit a complete response to this RFP and shall submit one (1) electronic copy of the entire proposal in eVA, including all attachments and any proprietary information.

If proprietary information has been included in the proposal, the Offeror shall also submit one (1) redacted (proprietary information removed) electronic copy of the proposal response. The redacted copy shall be clearly marked as such.

6.2 ELECTRONIC PROPOSAL SUBMISSION IN eVA – INSTRUCTIONS: All proposals must be submitted electronically online via eVA using the Offeror’s established eVA Supplier Account. The entire proposal response including all attachments and any/all addenda (if applicable) must be submitted electronically in eVA no later than the closing date and time stated on the electronic solicitation posting. Faxed, emailed, mailed, or hand-delivered proposals will not be accepted.

To learn about how to submit an online proposal in the eVA system please refer to the online supplier training page at:

https://eva.virginia.gov/supplier-training-materials.html

Once on the “Supplier Training Materials” page referenced above, scroll down and click on “Steps for Responding to a Request for Proposal (RFP)”.

The link to the video “Viewing and Responding to Solicitations” can be found on the Supplier Training Materials page at:

https://www.youtube.com/watch?v=KSxcAkOekW0

It is the responsibility of the Offeror to ensure that the proposal and all required attachments are properly completed, readable and uploaded to eVA by the date and time deadline stated on the electronic solicitation posting.

Offerors should allow sufficient time to account for any technical difficulties that they may encounter during online submission or uploading of documents. In the event of technical difficulties, Offerors should contact eVA Customer Care at 1-866-289-7367 or via email at:

eVACustomerCare@dgs.virginia.gov

6.3 Proposals shall be hand-signed by an authorized representative of the Offeror and uploaded as a PDF document. A typewritten (e.g. cursive font) or stamped signature is not acceptable. By submitting a proposal, the Offeror certifies that all information provided in response to this RFP is true and https://eva.virginia.gov/supplier-training-materials.html https://www.youtube.com/watch?v=KSxcAkOekW0 mailto:eVACustomerCare@dgs.virginia.gov accurate. Failure to provide information required by the RFP may result in rejection of the proposal.

6.4 The version of the solicitation issued by DOAV as amended by any addenda is the mandatory controlling version of the document. Any modification of or additions to the solicitation by the Offeror shall not modify the official version of the solicitation issued by DOAV unless accepted in writing by the agency.

6.5 General Instructions:

6.5.1 Proposals shall be submitted in accordance with the following instructions. Proposals shall be signed by an authorized representative of the Offeror. All information requested should be submitted. Failure to submit all information requested may result in the purchasing agency requiring prompt submission of missing information and/or giving a lowered evaluation of the proposal. Proposals which are substantially incomplete or lack key information may be rejected by the purchasing agency. Mandatory requirements are those required by law or regulation or are such that they cannot be waived and are not subject to negotiation.

6.5.2 Proposals should be prepared simply and economically, providing a straightforward, concise description of capabilities to satisfy the requirements of the RFP. Emphasis should be placed on completeness and clarity of content.

6.5.3 Proposals should be organized in the order in which the requirements are presented in the RFP. All pages of the proposal should be numbered. Each paragraph in the proposal should reference the paragraph number of the corresponding section of the RFP. It is also helpful to cite the paragraph number, sub letter, and repeat the text of the requirement as it appears in the RFP. If a response covers more than one page, the paragraph number and sub letter should be repeated at the top of the next page. The proposal should contain a table of contents which cross-references the RFP requirements. Information which the Offeror desires to present that does not fall within any of the requirements of the RFP should be inserted at an appropriate place or be attached at the end of the proposal and designated as additional material. Proposals that are not organized in this manner risk elimination from consideration if the evaluators are unable to find where the RFP requirements are specifically addressed.

6.5.4 As used in this RFP, the terms "must", "shall", "should" and “may” identify the criticality of requirements. "Must" and "shall" identify requirements whose absence will have a major negative impact on the suitability of the proposed solution. Items labeled as "should" or “may” are highly desirable, although their absence will not have a large impact and would be useful, but are not necessary. Depending on the overall response to the RFP, some individual "must" and "shall" items may not be fully satisfied, but it is the intent to satisfy most, if not all, "must" and "shall" requirements. The inability of an Offeror to satisfy a "must" or "shall" requirement does not automatically remove that Offeror from consideration; however, it may seriously affect the overall rating of the Offerors’ proposal.

6.5.5 The proposal should be contained in a single PDF document where practical. All documentation submitted with the proposal should be contained in that single PDF document.

6.5.6 Ownership of all data, materials, and documentation originated and prepared for the State pursuant to the RFP shall belong exclusively to the State and be subject to public inspection in accordance with the Virginia Freedom of Information Act. Trade secrets or proprietary information submitted by an Offeror shall not be subject to public disclosure under the Virginia Freedom of Information Act; however, the Offeror must invoke the protections of § 2.2-4342F of the Code of Virginia, in writing, either before or at the time the data or other material is submitted. The written notice must specifically identify the data or materials to be protected and state the reasons why protection is necessary. The proprietary or trade secret material submitted must be identified by some distinct method such as highlighting or underlining and must indicate only the specific words, figures, or paragraphs that constitute trade secret or proprietary information. The classification of an entire proposal document or prequalification application, line item prices, and/or total proposal prices as proprietary or trade secrets is not acceptable and will result in rejection of the proposal. If, after being given reasonable time the Offeror refuses to withdraw an entire classification designation, the proposal will be rejected.

6.6 Oral Presentations:

Offerors who submit a proposal in response to this RFP may be required to give an oral presentation of their proposal to the agency. This provides an opportunity for the Offeror to clarify or elaborate on the proposal. This is a fact finding and explanation session only and does not include negotiation. The issuing agency will schedule the time and location of these presentations.

Oral presentations are an option of the purchasing agency and may or may not be conducted.

6.7 Specific Proposal Requirements:

Proposals should be as thorough and detailed as possible so that DOAV may properly evaluate your capabilities to provide the aircraft specified in this solicitation. Offerors are required to submit the following items as a complete proposal:

Selection shall be made of two or more Offerors deemed to be fully qualified and best suited among those submitting proposals on the basis of the evaluation factors included in the Request for Proposals, including price, if so stated in the Request for Proposals. Negotiations shall be conducted with the Offerors so selected. The Offeror shall state any exception to any contractual terms or conditions, including any liability provisions contained in the Request for Proposal in writing at the time of responding to such Request for Proposal if so requested by the Commonwealth. Such exceptions shall be considered during negotiation but shall not be used as a basis for scoring or evaluating which Offerors are selected for negotiations. Price shall be considered, but need not be the sole determining factor.

After negotiations have been conducted with each Offeror so selected, the agency shall select the Offeror which, in its opinion, has made the best proposal, and shall award the contract to that Offeror. The Commonwealth may cancel this Request for Proposals or reject proposals at any time prior to an award, and is not required to furnish a statement of the reasons why a particular proposal was not deemed to be the most advantageous (Code of Virginia, § 2.2-4359D). Should the Commonwealth determine in writing and in its sole discretion that only one Offeror is fully qualified, or that one Offeror is clearly more highly qualified than the others under consideration, a contract may be negotiated and awarded to that Offeror. The award document will be a contract incorporating by reference all the requirements, terms and conditions of the solicitation and the contractor’s proposal as negotiated.

9.0 Special Terms and Conditions
