Questions and Answers

Referring to the above, it is assumed when looking through the solicitation documents that this is not a two envelope system, please can you confirm this to be the case.

IBB Response: The MW antenna array at the IBB Sao Tome transmitting station consists of two identical guyed towers. One tower failed but the other tower remains operational. This contract work requires the Contractor to supply, deliver and erect a new MW antenna tower along with other specified accessories to replace the failed tower at the IBB Sao Tome transmitting station.

Sectio 1 – Contract Clauses, Point c – reference is made to receiving the notice to proceed by December 30, 2016 which is clearly an error. Please confirm the correct date, IBB Response: F.4 Term of Contract specifies that the Contractor shall submit the proof of insurance within 10 days after contract award. After IBB contracting officer accepts the insurance, the notice to proceed will be issued to the Contractor.

1). Point 13a, page 1 – Please confirm the number of copies required for submission IBB Response: Hardcopies of submittals are not required. SOW specifies electronic files in PDF format for all submittals.

2). Point 13d, page 1 – Please confirm he number of days required for government acceptance IBB Response: IBB will coordinate submittal review with IBB Sao Tome transmitting station. We intend to complete the review for each submittal within two weeks.

3). Point 5, page 11 (Steel finish and protective coating system) - Please confirm that the mast IS NOT TO BE PAINTED at the factory of on site.

IBB Response: IBB Sao Tome transmitting station will paint the new tower with aviation paint colors after the contract work is completed, inspected and accepted. SOW specifies that all steel finish shall be hot dip galvanized.

4). Point 1.1c, page 22 ( Contract clauses) - Point 1.1c refers to 120days permitted for total completion. This is different to the 365 days listed elsewhere in the document, please confirm that it is indeed 365 days.

IBB Response: The Contractor shall complete the work within 365 days after the date of contract award.

5). Section H, Point H1, page 19 (special contract requirements) - Reference is made to a pre-construction conference at the IBB station in Sao Tome to be held within 5 days of award. This will be very difficult if not impossible to achieve in 5 days as various actions need to be taken prior to going to site such as VISA applications, Anti material drugs, travel arrangements etc. We therefore would like to ask if this time scale could be increased to at least 14 days.

IBB Response: SOW specifies that after the contract work is awarded and before mobilization starts, the Contractor is required to visit the IBB Sao Tome station to review and discuss the work with the station management and IBB HQ engineer. The onsite pre-construction meeting shall be conducted quickly after award so that the Contractor can verify and incorporate all necessary field conditions before finalizing submittals, including schedule, working, rigging and safety plans.
