PART I

THE SCHEDULE

SECTION C

DESCRIPTION/SPECIFICATION/STATEMENT OF WORK

C.1. PURPOSE:

The IBB’s Kuwait Transmitting Station (KTS) occupies a 2200-acre site 50 km from Kuwait City in Umm Al-Rimam, Kuwait. The station has six 250kW shortwave transmitters in operation. However, only five antennas are installed for these transmitters to use. The IBB has procured all material to construct the new antenna, but requires towers to be erected in order to support it. This contract will be for the installation of the towers to implement our new antenna design.

C.2. DESCRIPTION OF WORK TO BE PERFORMED:

C.2.1. The new antenna was designed by the BBG to operate between 5.8 and 6.0 MHz with an input power of 250kW. A third-party was contracted to design the foundation, guy anchors, and other mechanical details for the structure that will support the antenna.

C.2.2. The foundation designs, produced by this third-party, are enclosed as Attachment B. The contractor shall use the structural design found in this attachment to fabricate the base foundations and guy anchors for these four (4), 20.73m (68-ft) guyed towers and the feed-point tie-down post.

C.2.3. The government will provide the support towers as Government Furnished Material (GFM). The contractor, however, is responsible for providing the remaining material and all labor required to install the support structures for the antenna including but not limited to all rebar and cement for the foundations; wires, fittings, and insulators for the guys; and a copper wire and ground rods for the ground system.

C.2.4. The installation is being performed at a working transmitting facility. The Contractor is required to coordinate all construction activities with IBB Kuwait Transmitting Station Manager. The Contractor shall not disrupt or interfere with the Station’s ongoing broadcast mission.

C.2.5. The contractor also shall ensure that all work is performed in accordance with both the transmitting station’s RF safety plan (to be provided to the contractor) and the applicable OSHA guidelines for human exposure to non-ionizing electromagnetic radiation. The contractor shall address RF safety in its occupational safety plan submittal and ensure that all contractor personnel adhere to these guidelines.

C.2.6. The summary of the contract work includes but is not limited to:

C.2.6.1. Construct foundations and guy anchors for the antenna tower bases and the feed-point tie-down post.

C.2.6.2. Erect the Government-furnished (GF) antenna tower sections and feed-point tie-down post.
