PERFORMANCE WORK STATEMENT (PWS)
11 Jan 2016
Recording Engineer, Producer, Mix/Master The United States Air Force (USAF) Academy Band 2016 Falconaires CD Project
1.0 DESCRIPTION OF SERVICES: Non-personal services to include services for all recording, producing, mixing, and mastering of the USAF Academy Band Falconaires’ CD recording project on the dates specified below. Contractor will provide all associated services as outlined in this PWS. Services/Venue Dates required: 14-20 February 2016, 6-15 June 2016.

1.1 Description of Equipment Specifications: The contractor shall provide the following:
1.1.1. For the recording session: Four (4) Neumann U87 microphones (Not U87Ai) – this microphone is confirmed by our past experience and by industry standards for big band jazz recordings as the best microphone to record brass instruments. Our mission is to represent the Air Force in the most professional manner possible, therefore our products need to be of the highest quality. In order to accomplish that, we require the highest quality recording equipment. We have multiple brass instruments to record simultaneously, which is why we require four to be provided. This microphone is no longer in production in its original specifications, but any studio with extensive experience recording big band jazz projects will have these in their possession.
Four (4) Neumann KM84 microphones – this microphone is confirmed by our past experience and by industry standards for big band jazz recordings as the best microphone to record saxophones. We have multiple saxophones to record simultaneously, which is why we require four to be provided. This microphone is no longer in production in its original specifications, but any studio with extensive experience recording big band jazz projects will also have these in their possession.
Ten (10) API microphone preamps. Each brand of microphone preamp generates its own unique sound. We are creating a professional and industry standard big band jazz CD project and the API microphone preamps in combination with the required microphones are required to capture the specific sound we are targeting.
1.1.2. For the mastering session: Equalizers - API 5500, Focusrite Blue 315, Tonelux Equalux, Tonelux Tilt, and Dangerous BAX
Compressors - Manley Variable Mu Stereo compressor and API 2500 Stereo compressor
Metric Halo ULN-8 converters to handle all A/D and D/A conversions.
1.2. Description of Additional Services: The contractor shall provide the following:
1.2.1. Producer with a high level of experience and recognition in the industry for producing big band jazz recordings. The producer must have produced a minimum of 10 CDs in the big band jazz genre. The producer is needed for the 14-20 February recording dates at Peterson AFB, CO. The producer is required to submit a list of the last 10 big band jazz CD projects they have produced as a sample of their work/experience level along with any industry recognition for those CD projects.
1.2.2. Recording engineer with a high level of experience and recognition in the industry for recording big band jazz CDs. The engineer must have accomplished a minimum of 10 projects recording big band jazz ensembles. The engineer is needed for the 14-20 Feb recording dates at Peterson AFB as well as the 6-15 June mixing and mastering dates at the contractor provided studio. The engineer is required to submit a list of the last 10 big band jazz CD projects they have recorded as a sample of their work/experience level along with any industry recognition for those CD projects.
1.2.3. Record all instruments, musical selections, soloists, and vocals during the 14-20 Feb 2016 recording session at Peterson AFB, CO using Pro Tools equipment.
1.2.4. Provide a minimum of 10 days for mixing services of recorded product using Pro Tools in addition to mastering services using Sonic Studio Soundblade software for recorded product at contractor provided studio.
2.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES: The Government will provide microphones, audio cables, all instruments not identified above, audio monitoring system, and other recording equipment.
3.0 SERVICES DURING CRISIS. The performance of these services are deemed non-mission essential during times of crisis.
