SBIR Phase III Base Recall Software

14 July 2021

The WRANG 137th identified the need for a new base recall software. The requirement identified BASECONNECT which is a small business completing Phase III of the Small Business Innovation Research (SBIR) program. Following up with Small Business Administration (SBA) we received instruction on how to execute the Phase III award. Utilizing the guide “Executing SBIR Phase III Contract” dated 4 Dec 2019 by Ms. Kim Yoder, Chief AF SBIR/STTR Contracting. It is determined that no SBA 2579 is required, no Pre/Post Award Synopsis is required, and IAW FAR 6.302-5 (see 10 U.S.C 2304 (f)(6)) & 15 U.S.C. 638(r)(1) and (r)(4) because the Phase III “derives from/extends/completes” previous Phase I and II competition requirements and contracts no J&A is required. Since this new technology derives from the broad test and extends the work and completes the commercialization of prior SBIR/STTR research in phases I and II it is determined to be a commercial product.

IAW FAR 2.101(1) Unique and innovative concept definitions, this emerging technology utilizing the SBIR SBA program, this product is of original thinking submitted confidentially by one source and contains new, novel, or changed concepts, approaches, or methods. Therefore only one source, BASECONNECT, could provide the full scope of the requirement IAW FAR 6.302-1(2)(i)(A) only one responsible source and no other supplies or services will satisfy agency requirements, as supplies or services may be considered to be available from only one source if the source has submitted an unsolicited research proposal that-demonstrates a unique and innovative concept. BASECONNECT has met those requirements through the SBA’s SBIR Phased program.
