STATEMENT OF WORK

FOR

MEP OPEN END CONTRACT

ARCHITECT-ENGINEER SERVICES (A-E)

9 May 2016

To accomplish the following design work located at Barksdale AFB, Louisiana. This contract will be an indefinite delivery, indefinite quantity contract (open end).

Projects will be outlined during the contract period on an as required basis. Upon receipt of each delivery order, the A-E firm shall perform the Title 1-A Investigatory Services, Title 1-B Design Services, Title 1-C Geographical Information System (GIS) Services, and possibly Title II Construction Administration, as required by the delivery order. The project number, title, construction cost limitation, and project requirements will be identified with each delivery order.

12.0 A-E RESPONSIBILITY DURING BIDDING AND CONSTRUCTION

1.0 PERFORMANCE TIME: The performance periods for Title 1-A and 1-B services will be identified with the delivery order for each project. When identified as required, the Title 1-A report and Title 1-B 35% design performance time may run concurrently and both will be submitted for concurrent review. Performance time shall be based on the date of receipt of Notice to Proceed with Title 1-A and 1-B services for each delivery order. The Architect-Engineer (A-E) may continue with project design during the 1-A and 35% 1-B documents review period unless otherwise identified in the Delivery Order.

2.0 GENERAL: The A-E shall perform Title 1-A, Investigatory, and Title 1-B, Design, Title 1-C GIS services, and possibly Title II Construction Administration, including all labor and material, except as hereinafter stated, required to ensure complete project documents for each project. Project documents shall include the following:

Title 1-A (Investigatory Services) report.

2.2

Title 1-B (Design) services.

2.2.1 Design analysis and computations.

2.2.2 CAD contract drawings. AutoCAD layering and details shall conform to Tri-Service standards. Provide the following at 100% submittal:

2.2.2.1 Compact disks (CD-ROMs) containing the facility envelope drawings created in AutoCAD 2012 compatible format or higher.

2.2.3 Contract Technical Specifications.

2.2.4 Word processing specification. Provide the following at 100% submittal:

2.2.4.1 Compact disk (CD-ROM) containing the specifications in Microsoft Word for Office 2010-compatible format. (May be the same CD-ROM that contains the drawing files.)

2.2.5 Schedule of Material Submittals (use AF Form 66).

2.2.6 Construction Cost Estimate (use Air Force Form 3052 or a custom form as approved by the Contracting Officer).

2.2.7 Bid Schedule.

2.2.8 Schedule of Drawings (use Barksdale Format).

2.2.9 Color Sample Boards (as required for by any specific project delivery order).

2.3

Title 1-C GIS Deliverables (see section 6.3)

2.3.1 GIS site drawings created in ESRI ArcGIS 10.1 or higher. GIS layering, attributes, and additional detail shall be Spatial Data System (SDS)-compliant per paragraph 6.3. Datum is NAD83, State Plane Feet.

2.3.2 Electronic site layout in ESRI ArcGIS 10.1 or higher shapefile format.

2.4

Title II Services (Construction Administration).

2.4.1 A-E may be required to provide Construction Administration for his particular project or he may be requested to perform Construction Administration for another A-E.

2.4.2 Duties may include assistance in the following areas:

2.4.2.1 Addenda (amendments);

2.4.2.2 Change orders (modifications) including negotiations;

2.4.2.3 Cost estimates for proposed changes;

2.4.2.4 Construction observation;

2.4.2.5 Review and approve shop drawings and other submittal data;

2.4.2.6 Color selections;

2.4.2.7 Evaluation of value engineering; and

2.4.2.8 Provide expert testimony for government when required.

2.4.3 Specific items shall be identified in specific delivery orders.

3.0

TECHNICAL PUBLICATIONS: Where applicable, the following technical publications shall govern the work under this contract. Where multiple sources of guidance pertain to a specific issue, the most stringent requirements shall be incorporated. Additional publications will be identified in the Delivery Order, if applicable.

3.1 Louisiana’s State Uniform Construction Code consisting of:

3.1.1 The current edition of the International Building Code (IBC), published by the International Code Council

3.1.2 The current edition of the National Electrical Code published by the National Fire Protection Association (NFPA)

All work performed by A-E for this project, (unless indicated otherwise in DO), shall be performed utilizing English measure. To comply with Executive Order 12770 (25 July 1991), Metric Usage in Federal Government Programs, the metric equivalent shall be included in parentheses.

4.0

GENERAL CRITERIA: The Air Force will furnish the A-E the following:

4.1

Project description and requirements for each project.

4.2

DD Form 1391 or AF 332 program documents for each project.

4.3

As-built site drawings, floor plans, sections, and details (when available). A-E shall be required to review vault records and find information.

4.4

Architectural Considerations: The Government may furnish a definitive single line drawing upon request to the A-E when specific architectural considerations are required. However, these drawings shall be considered as guidance only and the A-E should feel free to recommend innovative alternative approaches as necessary, based on an analysis.

4.5

The A-E is to review available as-builts and will receive copies of applicable as-built drawings and other data from the Air Force upon request. Such data are furnished for reference use only; as, for instance, drawings (as-builts) may not be complete or entirely accurate. The A-E shall make on-the-site field checks, etc., for verifications of existing site conditions. In addition, the A-E shall be held responsible to check the final drawings executed for this project against actual field conditions to identify and avoid conflicts and interferences. If suitable as-built drawings are not available, the A-E shall draft a set according to their field reviews of the existing facility. These will be subsequently turned over to the government in both hard copy and electronic format as specified above.

4.6 Use of Existing Source Data and Materials: The Government shall provide various documents, such as existing installation maps, digital photos, planimetric data, master plans, topographic surveys, as-built drawings, and other data to the Contractor. The Government may provide the A-E with pertinent GIS files related to contour, utility, road, and other feature data incorporated into the GeoBase database. This information shall be used for general reference, as a work-planning tool, for verifying the location of features, and as a means for checking work, which is generated by the Contractor. However, in all cases where a discrepancy exists between the existing source material and the Contractor’s generated data, the Contractor shall document the discrepancy and notify the Government.

5.0

DESIGN DOCUMENTS AND LIMITATIONS: Within criteria limitation, the A-E will exercise creative flexibility in the design of the project. The documents furnished are for guidance only and should not be incorporated into work without first verifying accuracy in the field. These documents are not intended to prevent the A-E from offering improved and innovative methods and techniques with functional and cost savings advantages to the Government. Indicated quantities and other limiting factors, with the possible exception of funding, are tentative, and the A-E shall determine requirements. A-E shall be required to maintain the historical architectural integrity of the main base in the historic district.

5.1

The A-E is responsible to stay within the construction cost limitations. Should the A-E see that doing so is not possible, the A-E is obligated to inform the Contracting Officer of this fact prior to 65% Title 1-B progress and during the Title 1-A investigatory period, if possible, offer options and alternatives for resolution. The A-E shall include a detailed preliminary construction cost estimate with 35% submittal (use Air Force Form 3052 or a custom form as approved by the Contracting Officer).

5.2

CONFIDENTIALITY: Quantity surveys and cost estimates shall remain the sole property of the Government, and shall not be made available to others for any purpose. The sale of takeoffs of quantities and costs to prospective bidders or estimators is prohibited. The A-E shall be aware of and take such precautionary measure as necessary to maintain the confidential nature of all estimates prepared under this contract.

5.3

DESIGN REVIEWS: The Contracting Officer or his authorized representative may furnish the A-E review comments on the data submitted. The Government's review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the Government of technical items shall not be construed to relieve the A-E of responsibility for technically correct and complete documents in compliance with applicable codes and industry standards. The Contracting Officer shall provide review comments concerning compliance with the Federal Acquisition Regulation (FAR). The A-E shall comply with the review comments in the development of data for the next submittal. If any review comment requires clarification to assure compliance, the A-E shall notify the Contracting Officer or his authorized representative in writing. After each review, the A-E will be furnished one set of comments to be annotated and returned to the Government. Comments annotated by the A-E with a "D" - do not concur, "E" -exception or "X" -delete, shall have an explanatory note added to justify the noncompliance with the comment. Comments annotated by the A-E with a "C" -concur, do not require explanation. The A-E shall furnish these annotated comments to the Government no later than 7 calendar days after receiving the comments. Review periods listed in paragraphs 6.1.12 and 6.2.6 are the minimum time required and may be extended. Review conferences shall be scheduled after receipt of submittals.

6.0

SCOPE OF SERVICES: The A-E will provide a complete product for each project, as described with each delivery order and as follows:

6.1

Title 1-A Services (Investigatory):

6.1.1 Schedule a pre-design conference with project engineer and using agency to discuss project requirements and if applicable, visit the project site. The A-E shall record minutes of conference and furnish copies to the Government.

6.1.2 Major electrical repairs and/or modifications to power systems shall be supported by load, fault and coordination analyses.

6.1.3 Field check existing building physical conditions (if project involves additions and/or alterations to buildings), including checks against the as-built drawings intended for use in the design for interior changes, etc. Field check existing facilities such as roads, parking lots, railroads, bridges, terrain, and mechanical/electrical systems involved in the project.

6.1.4 Make provisions for terrain contours, as required for construction and drainage. Use GIS format for all details outside the facility envelope.

6.1.5 Field check all utilities and support equipment affecting design and design development. Review utility drawings.

6.1.6 Perform soil borings and any additional tests required for building additions and new construction. Check the base master plan for soil borings in various locations of the base already on record.

6.1.7 Determine general physical conditions of items, spaces, and surfaces to be part of, or that will be affected by the design and required criteria.

6.1.8 Provide a comprehensive interior design investigatory report. Specific requirements will be identified in the Delivery Order.

6.1.9 Energy Efficiency.

6.1.9.1 Energy efficiency will be considered for but not limited to electrical machinery, air conditioning equipment, light fixtures, domestic hot water, and compressed air.

6.1.9.2 Life cycle cost comparisons may be required when requested for specific projects.

6.1.9.3 Source selection of equipment may be directed. Energy efficiency will be maximized while still adhering to compatibility with the existing systems.

6.1.10 The A-E will submit five copies of a written summary (report) of the field investigation including a brief description of intended approach to the design. The report shall provide the following information as applicable to the particular project:

6.1.10.1 Laboratory data covering soil-boring tests for slab and foundation design.

6.1.10.2 Availability and adequacy of electric power, gas, water, and sewer utilities.

6.1.10.3 Site drainage conditions, controls, and problems and recommendations for correction, as required.

6.1.10.4 Electrical power analyses to include a complete single line/impedance diagram, load study, fault study, and graphical coordination of power systems.

6.1.10.5 Site plans showing contours, topographical data, soil test locations, and existing utilities lines.

6.1.10.6 An analysis of special cooling and heating requirements and special site or utility conditions that may constitute existing deficiencies and present site or facility design problems.

6.1.10.7 Condition of existing facilities affected by the project and recommended corrections/solutions.

6.1.10.8 Survey of facilities for hazardous materials emphasizing, but not limited to, asbestos containing materials and lead based paint. Include method for removal and extent to which occupants must vacate premises during removal. Surveys for determining location of asbestos containing materials and lead based paint shall be accomplished by an inspector certified by an EPA-approved course. An independent, accredited laboratory participating in EPA’s Quality Assurance Program must analyze samples.

6.1.10.9 Identify all health, safety, and code deficiencies noted during the investigation that may not be addressed by the Delivery Order.

6.1.11 The Title 1-A report must provide all pertinent information for complete and comprehensive execution of the Title 1-B design. If the normal condition should be that the Title 1-A service stands alone, it must fully describe all particulars required for complete project investigation necessary for execution of the project design.

6.2

Title 1-B (Design Services): Unless otherwise specified by the Delivery Order, the following will apply:

6.2.1 35% Design Submittal: Title 1-B 35% design documents shall be submitted to the Contracting Officer by the A-E for each Delivery Order.

6.2.1.1 The 35% documents shall consist of drawings, design analysis, comprehensive interior design, detailed preliminary cost estimate, and outline specifications in detail required by Construction Technical Letter, CTL-89-1.

6.2.1.2 An on-base conference for review of documents may be held at this time. Should a review conference be held, it is expected that A-E contractor principals and consultant principals will attend and record minutes of the meeting. These minutes will then be distributed to the Contracting Officer.

6.2.1.3 Informal technical design review is encouraged throughout the design contract period, either telephonically or by visitations between the A-E firm and the base Project Engineer.

6.2.1.4 Five copies of all 35% documents shall be delivered to the Contracting Office.

6.2.2 65% Design Submittal: Title 1-B 65% design completion documents shall be submitted to the Contracting Officer by the A-E as scheduled in the Delivery Order. Five copies of all documents shall be submitted and shall include, as a minimum, working drawings, technical specifications, design analysis, and current working estimate, all to the level of design indicated. The Air Force will review the 65% documents for compliance with the 35% comments along with a review of all new work.

6.2.3 95% Design Submittal: Five copies of all Title 1-B 95% design completion documents shall be submitted to the Contracting Officer by the A-E for each Delivery Order. The Air Force will review the 95% documents for compliance with the 65% comments along with a review of all new work. The 95% submittal includes:

6.2.3.1 Completed working drawings.

6.2.3.2 Technical specifications.

6.2.3.3 Comprehensive interior design.

6.2.3.4 Current working estimate. (It is mandatory that these be submitted on Air Force Form 3052.)

6.2.3.5 Design analysis and computations for each discipline are required.

6.2.3.6 If requested, a current bid schedule, with separate bid items identified.

6.2.3.7 List of material submittals. It is mandatory that the list is submitted on AF Form 66. No other format is acceptable.

6.2.3.8 Schedule of drawings.

6.2.3.9 Color Boards, if specified in Delivery Order.

6.2.4 100% Design Submittal: Having received 95% review comments, the A-E will have 14 calendar days during which to incorporate the required changes and submit the 100% final documents to the Contracting Officer. This submittal will include copies of the following:

6.2.4.1 The original signed and sealed drawings, CD-ROM with AutoCAD and ArcGIS files, and five sets of prints.

6.2.4.2 Specifications (5 copies) plus a CD-ROM containing the specifications in Word format (may be the same CD-ROM and the drawings)

6.2.4.3 Cost estimate (5 copies) plus electronic copy on CD-ROM

6.2.4.4 Bid schedule, if required (5 copies) plus electronic copy on CD-ROM

6.2.4.5 Material submittals (5 copies) plus electronic copy on CD-ROM

6.2.4.6 Schedule of drawings (5 copies) plus electronic copy on CD-ROM

6.2.5 Review Time: Unless otherwise indicated in the Delivery Order, the USAF reserves up to the following calendar days for reviews:

6.2.5.1 Title 1A -- 21 days 6.2.5.2 35% -- 21 days 6.2.5.3 65% -- 30 days 6.2.5.4 95% -- 30 days 6.2.6 The A-E shall address all comments received during each design phase of the project either by incorporation into the design or, if exception is taken, notifying the Contracting Officer in writing.

6.3

Title 1-C (GIS Deliverables): Title 1-C work shall run concurrently with 1-A and 1-B services. The A-E shall deliver all site work-related design work to the Government in GIS format per the following requirements. The A-E shall draft a new master specification section that addresses the requirement for the construction contractor to gather geospatial data during construction per 6.3.1 thru 6.3.6. Final as-builts shall be in GIS format and delivered in shapefile format.

6.3.1 Field Data Collection:

· The contractor shall provide survey grade GPS data at an accuracy level of +/- 2cm. where appropriate (as determined by the Government), and all other collection at a resource grade accuracy level of +/- < .5m.

· Data on the location of utility lines shall be captured at a minimum every 50ft and each turn or bend in a utility line must also be captured.

6.3.2 Format:

· All geospatial data (site utilities including sewer lines) shall be delivered in ESRI ArcGIS 10.1 or later shapefile format.

· The data will be processed using the following rules and guidance on the preparation of data for use in a GIS:

· Point Features

· Point features should be digitized as points, not graticules, symbols or icons.

· Do not use any symbol fonts to place point features.

· Line Features (including Contours)

· Lines shall be used to depict linear features.

· Lines should not be broken for text. For ArcGIS use, each line should be continuous within its own layer. This will ensure spatial query compatibility.

· Lines should all be continuous, i.e. do not create dashed lines with many small line segments. Instead, a dashed line font on a continuous line may be used.

· Digital representation of the common boundaries for all graphic features must be coincident, regardless of feature layer.

· Polygon Features

· Area features (polygons) must always close (e.g. no “C” shaped areas).

· Digital representation of the common boundaries for all graphic features must be coincident, regardless of feature layer.

· There should only be one text entity per polygon and this should store the attribute. The insertion point of this text must lie within the polygon (although the text itself may not all fit inside). It is preferable to use left justified text in order to avoid insertion point errors. Do not use “fit” text.

· If more than one annotation must be used per polygon (as in large polygons), be sure to use the same text for each annotation point.

6.3.3 Coordinate System and Projection Specifications:

· All geospatial data shall overlay on the installation’s most current orthorectified imagery provided by the government. The collected data will be delivered in the coordinate and projection system UTM Zone 15 NorthWGS 84, and State Plane U.S. Feet, NAD 83. The spatial reference (.prj) files shall be attached which specify the parameters of the coordinate system 6.3.4 Naming Convention:

· Features shall be collected for use in ESRI ArcGIS format where each feature type (class) will be a layer in accordance with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), Release 2.4 or current version used by the installation at time of award.

6.3.5 Attribution of Data:

· The contractor shall identify the classification, type, location, ID number, and any other necessary attributes (specified by the Government) for all surveyed, mapped, designed, or proposed features.

6.3.6 Metadata Requirements for Digital Geospatial Data:

· The Contractor shall collect metadata on all digital geospatial data created under this contract. Information on the FGDC’s “Content Standards for Digital Geospatial Metadata” (CSDGM) is available from the Internet site at: http://www.fgdc.gov/metadata/contstan.html. The metadata shall be submitted in an ArcXML based format that is capable of being utilized by ESRI’s ArcGIS and, at minimum, shall include the following data elements:

6.4

TITLE II, CONSTRUCTION ADMINISTATION AND OBSERVATION SERVICES (OPTIONAL): The Government reserves the right to exercise this option at any time within 24 months after receipt of the 100% design submittal from the A-E.

6.4.1 SCOPE: The A-E shall perform or subcontract for all services required for full time inspection during the progress of construction up to the completion and final inspection of the project in accordance with the requirements as detailed below.

6.4.2 REPORTING: The A-E project representative shall report to and work through the 2 CES Project Manager (CES-PM) who is the designated technical representative for the 2 CONS/LGC Contracting Officer (CO) for construction.

6.4.3.

FULL TIME REPRESENTATION: The A-E shall designate and assign or employ a full-time project representative whose primary duty and responsibility is to perform on-site inspection and surveillance of the construction work in progress and to ascertain that the work is properly executed in conformance with the contract drawings and specifications. Fully qualified personnel will be used for observation of environmental remediation, landscaping, civil, structural, electrical, architectural, and mechanical systems. Additionally, the A-E project representative shall perform the following services:

6.4.3.1 Consider and evaluate suggestions or recommendations which may be submitted by the contractor and take recommendations to the CO.

6.4.3.2 Observe the construction schedule and conditions which may delay construction completion and make recommendations to the CES-PM concerning contract time extensions.

6.4.3.3 Interpret and clarify the intent of the drawings and specifications as directed by the CO.

6.4.3.4 Attend conferences held at the project site and all meetings related to the design/construction of this project.

6.4.3.5 Observe tests conducted at the project site, as required by contract documents and maintain records and report on such tests.

6.4.3.6 Maintain records and files including: correspondence, reports, shop drawings, diaries, addenda, contract modification, and change orders issued as part of the contract award and subsequent to award of the contract.

6.4.3.7 Maintain a daily diary utilizing a bound logbook, AF Form 1477. This form will be provided by the CES-PM. All information required by AF Form 1477 shall be annotated. Each day's entry shall be signed by the construction inspector and submitted to the CES-PM bi-weekly.

6.4.3.8 Maintain progress charts and submit monthly progress reports to the CES-PM.

6.4.3.9 Provide monthly one each set of twenty-four (24) full-color electronic photos on CD-ROM in JPEG format. Include photographs of all modification work. Maintain one copy of photos in project file.

6.4.3.10 Review shop drawings and material samples and make recommendations for approval or disapproval to the CES-PM.

6.4.3.11 Prepare documentation necessary to allow the contractor to prepare modifications, prepare the government estimate for each modification, and assist the CO in negotiations as required.

6.4.3.12 Monitor the contractor's marked-up set of drawings to reflect the as-built details of construction and provide reproducible CD-ROM as-builts on completion of construction.

6.4.3.13 Notify the CES-PM immediately, in writing, of any work or materials that do not conform to the plans and specifications.

6.4.3.14 Monitor all permit requirements to assure they are completed prior to construction being impacted by the particular permit.

6.4.3.15 Maintain an "Official File Folder" for all correspondence and other data.

6.4.3.16 Obtain a listing of all materials and equipment covered by warranties complete with duration of the warranty from the construction contractor. Complete all actions required to ensure validation of all warranties.

6.4.3.17 Insure that the DD Form 1354, "Transfer and Acceptance of Military Real Property" is properly prepared (or being prepared) and ready for submission as described in the project specifications.

6.4.4 LIMITATION OF AUTHORITY: Neither the A-E contractor nor his designated representative is a designated OR legal OR contractual representative of the USAF or Barksdale AFB. Neither the A-E nor his designated representative shall bind the USAF or Barksdale AFB, and prohibited actions include but are not limited to the following:

6.4.4.1 Authorize deviations from the contract documents.

6.4.4.2 Personally conduct any tests.

6.4.4.3 Enter into the area of responsibility of the construction contractor's superintendent.

6.4.4.4 Advise or issue directions relative to any aspects of construction means, methods, techniques, or sequences of procedures.

6.4.4.5 Issue certificate of payment.

6.4.5 When required by specific delivery order, A-E shall provide a qualified inspector approved by government to provide construction administration (observation) on a daily basis whenever construction is ongoing. Inspector shall maintain a daily log, noting for each project what was observed and any direction given to contractor. A-E project manager shall agree and sign off on any direction given contractor. A-E directions to contractor cannot commit government funds. Only CO can direct contractor to perform duties that may commit government funds. A verbal report shall be given to CES-PM daily. A written log shall be submitted to CES-PM bi-weekly.

6.4.6 Based on scale and scope of project, the A-E, CES-PM, and CO shall determine the amount of time A-E shall commit to on site visit, travel time to and from site and office time required to produce reports.

6.4.7 Additional duties may be required of A-E which shall be noted in specific Delivery Order, per 2.3.3.

6.4.8 CLAIMS: The A-E will assist the CO in answering all claims associated with the design/construction of these projects.

7.0

WORKING DRAWINGS:

7.1

The A-E shall provide the Air Force a complete set of final working (Construction) drawings that clearly define all required construction for the project. Drawings will be prepared on 24 x 36 sheets with title block format furnished by Base Civil Engineer. The A-E shall provide the drawings compact disks in accordance with Base Civil Engineer’s CADD and GIS standards. The A-E shall meet with the Base Civil Engineer to demonstrate satisfactory operation of the computer disks in the BCE CADD and GIS systems. Satisfactory demonstration will be required prior to final payment of DO. Show graphic scale on drawings for clarity when drawings are reduced.

7.2

Contract drawings (AutoCAD and PDF) including GIS deliverables shall be considered the only accurate available information a few years after construction is completed. With this in mind, items similar and equal to the following shall be shown on the drawings in tabulated form:

7.2.1 Tabulate design conditions on applicable drawings as follows:

7.2.1.1 Heat and A/C - Inside and outside conditions, wall, roof and window insulating values.

7.2.1.2 Structural/Civil - Allowable unit stress for reinforcing steel, concrete and structural steel, live and dead loads for floors and roofs, wind loads and soil bearing value. Show type asphalt mix for paving. List any benchmarks used for site layout.

7.2.1.3 Electrical - Design loads, fault ratings, and interrupting capacities.

7.2.1.4 Load capacity on hoisting equipment.

7.2.1.5 Fire rating of walls and doors when required.

7.2.2 Equipment schedules including design capacity, maximum horsepower, maximum energy consumption or efficiency, pump capacity (GPM & head), voltage and phase of all equipment and similar items.

7.2.3 Control systems shall be digital type with the exception of very small systems. Information on contract drawings shall include:

7.2.3.4 Description of Components

7.2.3.5 Control Panel Details

7.2.3.6 Legends and Schedules

7.2.4 Heating and A/C - Equipment tabulations or design criteria tabulations shall show design infiltration, ventilation air through coils, number of people, power or internal heat of equipment in space, and similar such that a reasonably accurate heating and air conditioning estimate can be made from information on drawings in case original design analysis is not available.

7.2.5 The A-E shall include in the design, the connection of the building's HVAC system to the Base Energy Management and Control System (EMCS) when HVAC systems are modified or replaced. The complexity of the building EMCS will be based on an analysis of savings due to scheduling, optimum start/stop, demand limiting (Load Shedding), and Chiller Supply Temperature Reset. Other items to be included are freeze warning and monitoring of the fire protection and alarm system. The Base EMCS is a Johnson Controls METASYS System.

7.2.6 Electrical panel loads, panel board schedules, light fixture schedule, and riser diagrams shall be shown.

7.2.7 On built-up roofs, show type of bitumen (asphalt, modified bitumen or coal tar) and number of plies for membrane for modified bitumen, also include the modifying agent. Indicate insulation type and thickness, deck type and method of attachment.

7.3

Projects involving minor alterations (new work) and repair of a facility will be summarized in the Delivery Order. It is mandatory that the drawings clearly indicate the upgrade portion by labeling as "New Work".

7.4

The A-E firm shall seal all drawings with the seal of a Registered Professional Architect/Engineer. The seal shall appear in the space provided on the tracing sheets. The Registered Engineer must be an Officer in the Firm or designated as Project Manager for the Project under design.

8.0

TECHNICAL SPECIFICATIONS:

8.1

The Architect-Engineer shall prepare detailed specifications to meet U.S. Air Force standards for competitive bidding. Submit final specifications on CD-ROM in Microsoft Word format. The Base is presently utilizing the MS Office 2010 suite of products. A-E shall meet with Base Civil Engineer to demonstrate satisfactory operation of the computer disks in the BCE LAN system.

8.2

The Architect-Engineer shall prepare the technical specifications in the CSI 16 Division, 3 part format. The technical specifications shall be composed in clear, understandable language, free from grammatical errors, word omissions, etc. Use of Master Spec, CSI or similar, (as approved by Contracting Officer), is encouraged in lieu of Corps of Engineers' guide specifications. Specifications will be printed on 8½" x 11" white bond paper. All paragraphs and pages will be numbered. Page numbers will include the specification section number.

8.3

Specifications will be descriptive enough to permit full and free competition among bidders when made a part of the invitation for bids. It is a responsibility of the design engineer to edit guide specs to fit the job. References will be made to Federal Specifications, ASTMs and trade standards when applicable to establish a uniform standard. References must include title and date of publication. Publication dates should be the latest (revision) dates. When necessary to use the manufacturer's name to describe a type of product, show manufacturer’s name and model number along with "or equal" and a generic identification of the item and a catalog reference when feasible. The technical provisions will define each test required. They will describe all work to be done. When Government furnished property or equipment is to be used, a schedule of Government furnished equipment will be prepared, in accordance with current Air Force Federal Acquisition Regulation Supplement (AFFARS).

8.4

Division 1 of the specifications shall include the items in the sample to be provided, plus any others as applicable. Note the format and method of numbering paragraphs and pages; this format shall be used for all projects under this contract.

8.5

Materials: Some of the products used on this base are Brand Name specific. Unless directed otherwise, the A-E shall specify any brand name materials in the specifications. Some of the materials that fall into this category are as follows:

8.5.1 Locks and cylinders shall be compatible with the base master keying system, which is a BEST 6-pin. A-E shall specify lock and cylinders that shall be interchangeable with Best system and list manufacturers that are acceptable.

8.5.2 EMCS must be Johnson Controls METASYS.

8.5.3 Fire alarm control panels shall be Monaco MA-1, addressable. Fire alarm radio transceivers shall be employed and be compatible with the Monaco Radio Transceiver Reporting System that communicates to a Monaco D-21 Radio Receiver. Intrusion detection systems also utilize radio transceivers and shall also transmit to a Monaco D-21 receiver. The base maintains separate D-21 receivers – one for fire and one for intrusion detection.

8.5.4 Other products as specifically described in the Delivery Order.

8.6

In the specifications, the A-E shall require the construction contractor to provide a set of updated record drawings which accurately reflects the actual conditions, capacities, and locations of utility systems and equipment in the facility for which the design and construction contract is being performed. Complete all GIS requirements in paragraph 4.6, including SDS layers, attributes, and metadata.

9.0

CONSTRUCTION COST ESTIMATE:

9.1

The Architect-Engineer shall prepare a detailed cost estimate covering all material and labor costs incident to the planned and specified construction. Cost estimates shall be prepared on AF Form 3052 (or a custom form as approved by the Contracting Officer) and marked "For Official Use Only" on the bottom of each estimate sheet.

9.1.1 In preparing the cost estimate, the Architect-Engineer shall employ such methods of computation and sources of cost information as are consistent with the best engineering practice. The estimated cost shall be that expected to be obtained by competitive bidding one year after design completion.

9.1.2 If the A-E's estimate indicates that the project, as designed, exceeds the cost limitation, the A-E, without additional cost to the Government, shall:

9.1.2.1 Prepare and submit project additive alternates for a usable facility with cost equal to the budgeted amount.

9.1.2.2 If the project with additive alternates will not provide for a complete and usable facility, submit detailed recommendations for meeting established project criteria; and upon receipt of approval of his recommendations or other instructions, the A-E shall revise the drawings and/or specifications accordingly.

9.1.3 Many projects involve both repair and upgrade (new work) of a facility, as summarized in the Delivery Order. The cost(s) MUST be separated into these categories.

9.1.4 The accuracy of the 35% cost estimate is vital to proper Air Force planning and budgeting. A-E shall exercise due diligence in preparing an accurate, detailed estimate. If a greater level of detail is required, the A-E shall quickly comply.

10.0

DESIGN ANALYSIS:

10.1

Design analysis will be submitted with preliminary 35% 1-B, 65% 1-B, and 95% 1-B project documents. The design analysis will support the design pertaining to the major technical sections of the work, such as structural, civil, heating, air conditioning, plumbing, electrical, etc. Each sheet will be numbered, carry the title or description of the project, the date complete, and designer's name. Applicable codes used for guidance shall be listed. When codes are not applicable or not followed the authority for the basic data or assumption will be shown. All calculations and sources of information will be shown in a logical manner to facilitate review and final checking. Whenever computer system analysis is used, all program inputs will be included. In addition to other design data that may be required to support items included in the A-E work, design computations and studies of the following items will be prepared and submitted to the Contracting Officer to the extent applicable for the particular project:

10.1.1

Electrical loads, fault determinations, and coordination.

10.1.2

Lighting systems and IES conservation measures.

10.1.3

Building criteria computations.

10.1.4

Foundation determinations including soil data.

10.1.5

Mechanical, heating and air-conditioning calculations.

10.1.6

Utility load computations or basis of design.

10.1.7

Structural loads and calculations including wind load.

10.1.8

Energy analysis:

10.1.8.1

The Air Force has adopted the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) Green Building Rating System. The Delivery Order may require the A-E to perform a LEED analysis and document compliance within a LEED Sustainable Design Report. Additional guidance is available in the 02 June 2011 Official Memorandum Subject: Air Force Sustainable Design and Development (SSD) Implementing Guidance and at the http://www.wbdg.org/ and http://www.usgbc.org/leed websites.

10.1.8.2

A short narrative is required addressing all energy features and logic involved in selection (insulation, lighting, zoning, glazing, shading, orientation, and similar) which does not require computer energy analysis.

10.1.8.3

Computer energy analysis will be required where HVAC systems are replaced or appreciably modified.

11.0

PROJECT PRESENTATION:

11.1

Project drawings, specifications, estimates, and design analysis, etc., will not be combined with similar documents for any other project unless directed specifically by the contract Delivery Order.

11.2

The final submittal shall include the items mentioned in 100% Design Submittal, (Paragraph 6.2.4), and shall be bound in the following manner:

11.2.1 Drawings: Projects with 10 or more sheets shall be stapled and rolled. Smaller sets shall be folded and collated such that the title block is visible.

11.2.2 Specifications: These shall be collated and stapled, except originals.

11.2.3 Bid Schedule: Do not attach to other documents.

11.2.4 Submittal Register (AF Form 66): These shall be collated and stapled.

11.2.5 Schedule of Drawings: Multiple sheets shall be collated and stapled. Do not attach to other documents.

11.2.6 Cost Estimate: Do not attach to other documents.

12.0

A-E Responsibilities During Bidding and Construction:

12.1

Upon acceptance of the Final Documents by the Contracting Officer, the A-E shall not be obligated to perform additional design effort without additional compensation. However, at any point in the bidding or construction process, the A-E shall make any and all corrections to drawings and specifications required to correct design deficiencies, as directed by the Contracting Officer. Also, as the designer of record, the Contracting Officer may require the A-E to attend the project pre-bid or pre-performance conference and provide written answers and clarification related to the design. Such answers and clarifications shall be provided quickly and without additional compensation to the A-E.

12.2

If Title II Services are awarded, the A-E shall be responsible for inspection, preparation of addenda, change orders, and related cost estimates within the original scope of the work, and shall provide assistance for approval of submittals, shop drawings, color selections, finish materials, and comparable type requirements in accordance with paragraph 2.4 of this SOW. The A-E will not be obligated to administer the bidding of construction.
