About this file
This is a Justification Review Document for a single-source contract by the National Guard Bureau for the Baringa 5.5, a pre-mission flight-line confidence test set designed to stimulate UV Missile Warning Systems. The document details the procurement of a specialized ultraviolet test equipment compatible with HH60W helicopters, with a firm-fixed price contract to be awarded to TEXTRON Systems. Market research was conducted via a sources sought notice on SAM.gov from August 15-21, 2025, which yielded no qualified responses other than TEXTRON Systems, who claims to be the sole manufacturer of this product.
Key technical specifications include: operation range of 5-30m, 8 test profiles, battery life of over 500 engagement operations, UV wavelengths, weight of approximately 3.9 kg, and compatibility with multiple missile warning systems. The contract will be procured under 41 USC 1901 as implemented in FAR 13.106-1(b)(1) for soliciting from a single source. The contracting officer, MSgt Austin Breault, plans to post a Notice of Intent to Award on SAM.gov at least 15 days prior to contract award, with the anticipated contract date of September 05, 2025.

4a. Name of Requirement Baringa 5.5
b. Description of Requirement The Ultraviolet (UV) Baringa is a pre-mission flight-line confidence test set designed to stimulate UV Missile Warning Systems (MWS) such as AN/ AAR-47, -54, -57 (CMWS) , -60 (MILDS) and MAWS 200/300. The Baringa is a ruggedized, military specification (MIL-SPEC) product, which can be operated from typical stand-off ranges of 5m to 30m. The Baringa can also be used to simulate the UV signature of typical flares to check that the MWS is immune to flare blinding.
c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements Baringa 5.5 is the only platform that provides the following System performances and is compatible with the HH60W helicopter. 5a. HAS THIS BEEN PREVIOUSLY PROCURED?
Yes, details are below. No.✔
6a. AUTHORITY CITED 41 USC 1901 as implemented in FAR 13.106-1(b)(1) Soliciting from a single source.
b. Reason for Authority Cited ⋯ All units with HH60W model aircraft will require this Baringa. TEXTRON Systems is the only vendor that manufactures and supplies the Baringa
5.5 that meets the government's needs and is compatible with the HH60W helicopter.
7. POSTING REQUIREMENTS
None.
8. CONTRACTING REQUIREMENTS
a. Efforts to Obtain Competition ⋯ A sources sought notice was posted to the SAM.gov on 15 August 2025, with a closing date of 21 August 2025. The sources sought notice clearly described the requirement for the Baringa 5.5. The market research conducted through the sources sought notice yielded no responses from companies capable of providing a solution that meets the Government’s requirements. A Notice of Intent to Award a single-source contract will be posted to SAM.gov at least 15 days prior to contract award. This notice will provide further transparency and allow any potential sources who may have missed the sources sought notice to express their interest. A notice was publicized as required by FAR Subpart 5.2; a sources sought notice was posted to sam.gov on 15 August 2025 and closed on 21 August 2025. A notice of intent to award will be posted to sam.gov prior to award.
b. Actions to Increase Competition ⋯
The Baringa 5.5 is not a frequent purchase and historically is procured through the Defense Logistics Agency (DLA) supply system. The historical success of DLA in fulfilling these infrequent needs, combined with the limited responsiveness to our Sources Sought notice, suggests that pursuing alternative competitive avenues at this time would be unlikely to yield additional qualified vendors or result in a more advantageous outcome for the Government. Therefore, while continuous monitoring of the market and consideration of competitive strategies for future procurements will remain a priority, proceeding with a single-source acquisition is deemed the most efficient and effective approach for meeting the current need.
c. Market Research ⋯ market research was conducted to identify all qualified sources capable of providing the Baringa 5.5. This research included the publication of a sources sought notice on SAM.gov from 15 August 2025 to 21 August 2025, soliciting information from potential vendors regarding their capabilities and
AUGUST 26, 2025 CUI//SP-SSEL 3 of 3AUGUST 26, 2025 CUI//SP-SSEL 3 of 3 interest in fulfilling this requirement. While the sources sought notice was widely publicized, it yielded no responses from companies that the government was confident were able to meet the requirements. Further research identified Army contract W9115124P0062, awarded to Textron Systems, for the same Baringa 5.5 requirement. This prior acquisition, awarded as a single-source contract, further supports the conclusion that Textron Systems is the sole known source capable of fulfilling this highly specialized requirement. Given the lack of responses to the sources sought notice and the precedent established by the aforementioned Army contract (awarded within the past 18 months, and the information remains current, accurate, and relevant) this research adequately supports the determination that Textron Systems remains the sole known qualified source.
d. Interested Sources ⋯
Include a listing of the sources that have written to express interest in the acquisition. If applicable, clearly state:
“To date, no other sources have written to express an interest.” Also, state that the notices required by FAR 5.201 shall be or have been published, and that any bids or proposals received shall be considered. If a notice is not posted, state which exception in FAR 5.202 applies.
In response to the sources sought notice, the Government received one submission from Begini Howard Private Equity. However, this submission did not include a capabilities statement or any supporting documentation demonstrating their ability to provide the Baringa 5.5 equipment as specified in the sources sought notice. Without this information, the Government was unable to assess Begini Howard Private Equity's ability to successfully fulfill the contract requirements. Textron Systems is the only other vendor to express interest. Textron Systems has stated that they are the manufacturer of the product and they do not have any authorized distributors or resellers of the Baringa 5.5.
e. Other Facts ⋯
A recent relevant award is W9115124P0062, awarded 29 August 2024 and was awarded under a single source basis to Textron Systems. This contract required the same products that are required under this justification.
