Banking Safekeeping Depository Account Services RFP Summary

This is a Request for Proposal (RFP) issued by the State of Missouri, Office of Administration, Division of Purchasing on behalf of the Department of Commerce and Insurance for banking safekeeping depository account services. The solicitation (STATE 0000000540SL) seeks a contractor to provide comprehensive safekeeping services for statutory deposits held on behalf of insurance companies regulated by the Department of Commerce and Insurance. Services required include managing joint custody accounts for various insurance entity types (life stock and mutual companies, property and casualty insurers, health services companies, HMOs, and prepaid dental plans), maintaining book-entry securities separate from general liabilities, providing secure online communication systems for account inquiries and data transfers, and generating required reports including exception reports, weekly and monthly statements, audit confirmations, and certificates of deposit. The contractor must be a Depository Trust Company (DTC) participant with a Missouri-based financial institution or trust facility and dedicated Federal Reserve System connectivity for electronic transfers. The proposal deadline was August 28, 2026 at 2:00 PM Central Time, with submissions required through MissouriBUYS powered by MOVERS. The contract period is effective through one year with four optional one-year renewal periods available at the state's discretion.

The contractor receives compensation directly from participating insurance companies for monthly safekeeping services rather than from the State of Missouri, which will not be invoiced or charged for any services, taxes, or additional costs. Minimum experience requirements include five years' experience in banking services compliance, safekeeping operations, online communication systems, and report production; contractors must also provide qualified personnel including a Vice President with banking industry oversight experience, Account Managers with three years' experience, Investment Advisors holding FINRA licenses, Account Coordinators, and Customer Service Representatives. All proposals must comply with Missouri business registration requirements, tax compliance, E-Verify enrollment, and anti-discrimination certifications. Amendment 01 to the solicitation deleted paragraphs 4.11.5 and Section 4.12, and vendors who previously submitted proposals were required to acknowledge the amendment and resubmit their proposals prior to the closing deadline. A current contract exists under bid number RFPS30034902300688 and contract number CS230688001, for which historical expenditure data is available through the Missouri Accountability Portal.

It is preferred that questions be emailed to the buyer.

a. Except as noted herein, vendors and their agents are instructed not to contact any other state employee regarding any of these matters during the solicitation and evaluation process. Inappropriate contacts are grounds for suspension and/or exclusion from specific procurements. Vendors can be sanctioned for unauthorized contact with any evaluator under 1 Code of State Regulation (CSR) 40-1.060(8)(G) and (H) available at http://www.sos.mo.gov/adrules/csr/csr.asp.

All questions and issues should be submitted no later than ten (10) calendar days prior to the proposal closing date and time of the proposals. If not received prior to ten (10) calendar days before the proposal closing date and time, the Division of Purchasing may not be able to fully research and consider the respective questions or issues.

1.4.4 State’s Response to Vendor Questions: Upon the Division of Purchasing’s consideration of questions and issues, if the Division of Purchasing determines that changes are necessary, the resulting changes will be included in a subsequently issued RFP amendment(s); absence of such response indicates that the questions and issues were considered but deemed unnecessary for an RFP amendment. All vendors will be advised of any change to the RFP’s language, specifications, or requirements by a formal amendment to the RFP. There will be no posted written records of the questions/communications (i.e., formal question/answer document).
