PROPOSAL CALL ANNOUNCEMENT (CALL) TITLE: High Power Electromagnetics Numerical Simulation Applications and Testing

PROPOSAL CALL ANNOUNCEMENT (CALL) NUMBER: 0007

3.0 REQUIREMENT DESCRIPTION:

Applicable Technical Areas from BAA-RVKD-2014-0003:

Technical Area 5 – Numerical Simulation

BAA-RVKD-2014-0003, CALL 0007

The Air Force Research Laboratory (AFRL) anticipates awarding one (1) Cost-Plus Fixed-Fee (CPFF) completion form contract for the SOO, for a total of one (1) contract. The work to be performed under the SOO is for the application of end-to-end Directed Energy High Performance Computing Software Applications Institute (DE HSAI) modeling and simulation (M&S) tools, including Galaxy and underlying high power electromagnetic (HPEM) simulations, such as Improved Concurrent Electromagnetic Particle in Cell (ICEPIC) and Computational Research and Engineering Acquisition Tools and Environments Radio Frequency (CREATE-RF) tools. This effort includes work to model an end-to-end Directed Energy (DE) system and its associated platform integration, and supports high power electromagnetic studies and designs, including but not limited to High power Joint Electromagnetic Non-Kinetic Strike (HiJENKS). System and component designs and integrations and software input files for simulations must be documented and delivered together with the associated documentation and data with unlimited data rights. Specifically, this work falls within the Directed Energy Directorate’s High Power Electromagnetic Division, Numerical Simulation (AFRL/RDH), Kirtland AFB, New Mexico.

4.0 ANTICIPATED FUNDING:

This funding/ceiling profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to availability and Government discretion.

The Government reserves the right to cancel this announcement, either before or after the closing date. In the event the Government cancels this announcement, the Government has no obligation to reimburse an offeror for any costs, including bid preparation costs.

5.0 PERIOD OF PERFORMANCE:

The anticipated period of performance resulting from the contract awarded under the CALL is thirty-nine (39) months for technical performance and three (3) months for Final Report preparation and delivery.

6.0 PROPOSAL DUE DATE AND TIME:

The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. Mountain Daylight Time (MDT) on 03 November 2016. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3). 7.0 CALL AMENDMENTS:

Offerors should monitor FedBizOpps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

8.0 ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS:

The Air Force anticipates awarding a Cost-Plus Fixed-Fee (CPFF), completion-type contract as a result of the CALL but reserves the right to award the instrument best suited to the nature of research proposed. Successful offerors are required to have an accounting system considered adequate for tracking costs applicable to the contract. The Air Force does not anticipate awarding an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract or any assistance instrument as a result of this CALL.

The Air Force reserves the right to award the instrument best suited to the nature of research proposed in the CALL.

9.0 ANTICIPATED NUMBER OF AWARDS:

The Air Force anticipates awarding one (1) contract from this CALL.

10.0 INTENT TO PROPOSE:

Potential offerors are requested to advise the Contracting Point of Contact if they intend to submit a proposal in response to the CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

11.0 DELIVERABLE ITEMS:

The following Contract Data Requirements Lists (CDRLs) is representative of data requirements that may be required by each representative contract. The full text CDRLs are included as Attachment 2, Contract Data Requirement List.

12.0 OTHER RELEVANT INFORMATION:

12.1 The SOO proposal will be competed independently and will be evaluated in accordance with the evaluation criteria specified in the BAA-RVKD-2014-0003.

12.2 Base Support. Offeror will be offered access to AFRL facilities.

12.3 Government Furnished Information. Previously developed software, including but not limited to Galaxy, Improved Concurrent Electromagnetic Particle in Cell (ICEPIC) code, CREATE-RF tools, and underlying DE models will be provided to the contractor as required.

12.4 Contractor Acquired Property (CAP). The offeror should propose Contractor Acquired Property as required to fulfill the proposed effort.

12.5 Required Travel. A small amount of travel is anticipated in support of this effort to attend meetings for technical collaboration, conferences on an as-needed basis after receiving permission from AFRL, and to facilitate at most one or two Technical Interchange Meetings (TIMs) per year between the Government and the contractor.

12.6 Contract Security Classification Specification: Program security classification for this effort is SECRET. This effort may require access to classified information up to and including SECRET/NOFORN. It is anticipated that the award will be unclassified with limited access; however, it is anticipated that attendance at meetings and discussions concerning portions of the work may be classified up to a level of SECRET/NOFORN. A Contract Security Classification Specification (DD Form 254) will be applicable to any resulting award. (Attachment 3, Draft Contract Security Classification Specification, DD254).

The Security Classification Guide (SCG) for Counter-Electronics High Power Microwave (CE HPM) dated 15 February 2012 will apply to this effort and can be provided upon request. All applicable health, safety, and environmental regulations will also apply.

12.7 Export Control: Limited to US owned/operated.

12.8 Foreign Participation: Foreign participation is not authorized.

13.0 APPLICABILITY OF BASELINE BAA:

All requirements of BAA-RVKD-2014-0003 apply unless specifically amended and addressed in the CALL. For complete information regarding BAA-RVKD-2014-0003, refer to the BAA as amended. It contains information applicable to all CALLs issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct questions to the Contracting Point of Contact identified above.

14.0 PROPOSAL SUBMISSION:

Proposal submissions should be in accordance with BAA-RVKD-2014-003, Paragraph IV. However, each technical proposal should be no longer than fifteen (15) pages in length and the Statement of Work (SOW) should be no longer than five (5) pages in length. Please reference the chart below for details.

Please note: The Government will check the proposal and SOW for conformance to the stated requirements. Any pages in excess of the stated page limitation after the format check will not be considered.

Offerors must submit with a cover letter, one-original hard copy of the Technical/Management Proposals and one-original hard copy of the Cost/Business Proposal. A CD with the Microsoft Word version of your Technical/Management Proposals, Cost/Business Proposal, and the SOWs must be submitted and must match the hard copy. Proposals shall be submitted to the Contracting Point of Contact identified below at the following address. Proposals sent via facsimile or electronic means will not be accepted.

15.0 WORK AUTHORIZATION

Submission of proposal(s) is not an authorization to commence work or to incur any costs to perform the work described above. Work is not to be implemented until appropriate contractual actions are taken to add the work to the contract. Any work performed or expense incurred prior to that time (including bid and proposal costs) will be at your own risk.
