RDH-1 BAA Call 0007 Numerical Simulation Statement of Objectives (SOO) “High Power Electromagnetics Numerical Simulation Applications and Testing” 21 Dec 2015
1.0 GENERAL DESCRIPTION OF WORK TO BE PERFORMED
The work to be performed includes the application of end-to-end directed energy High Performance Computing Software Applications Institute (DE HSAI) modeling and simulation (M&S) tools, including Galaxy and underlying high power electromagnetic (HPEM) simulations, such as Improved Concurrent Electromagnetic Particle in Cell (ICEPIC) and Computational Research and Engineering Acquisition Tools and Environments Radio Frequency (CREATE-RF) tools. The work also includes basic research and development of underlying plasma and particle beam technologies, and simulations for improving system component performance. This effort includes work to model an end-to-end DE system and its associated platform integration, and supports high power electromagnetic studies and designs, including but not limited to High power Joint Electromagnetic Non-Kinetic Strike (HiJENKS). System and component designs and integrations and software input files for simulations must be documented and delivered together with the associated documentation and data with unlimited rights.
2.0 OBJECTIVES OF WORK TO BE PERFORMED
· Apply Galaxy simulations to model components of a HPEM system. The focus in the simulation effort will be modifying existing HPEM system designs that meet the size, weight, and power restriction of the platform. Contractor will coordinate all simulation efforts with the Government. Many simulations require the use of the Defense Shared Resource Centers (DSRCs) under the High Performance Computing Modernization Program (HPCMP).
· Set up and execute simulations using ICEPIC, DE HSAI tools, and CREATE-RF tools as required to design/improve system and component performance.
· Apply automatic optimization and uncertainty quantification (UQ) tools included in Galaxy to increase output power and efficiency of the HPEM source while reducing size, weight and power requirements for the system. UQ will be used to investigate effects of fabrication, material, pulse power, prime power, and other sources of uncertainty on the simulated HPEM system. UQ and optimization will be done in order to improve military utility and insure the robustness of system and component design and performance.
· Apply Galaxy simulations to perform end to end virtual demonstration of a compact HPEM system designs to achieve platform integration, system performance goals, and evaluate target effects and military utility.
· Interface component and system models with propagation and Joint RF Effects Model (JREM) or Integrated Weapon Environment for Analysis (IWEA) with a JREM module. JREM or IWEA shall be interfaced with an accepted mission and campaign level model to assess the military utility of the HPEM system in several militarily relevant vignettes. As required, execute the propagation, effects, mission, and campaign level models utilizing the Galaxy software.
· Design, model and optimize power and thermal management systems to minimize size, weight, and power (SWaP) requirements for air vehicles carrying HPEM systems and couple these simulations to HPEM sources developed using ICEPIC HPEM source simulation. Perform six degree of freedom (6DOF) simulations of the air vehicles within Galaxy to include effects of HPEM system SWaP on the air vehicles. The effects of HPEM SWaP on air vehicle flight characteristics (maneuverability, range, acceleration, velocity) will be incorporated into the Mission Level model in an automated fashion using the Galaxy software.
· Interface and coordinate with other Government and contractor organizations working on HPEM studies and demonstrations, including but not limited to HiJENKS, to ensure overall goals and objectives are met.
· Provide feedback to the Government and appropriate tool development teams on the modeling and simulation experience, including tool utility, ease of use, documentation clarity, software accuracy and resource use, recommended improvements, new features desired, and any software defects encountered.
· As required, work with appropriate Government and contractor tool development teams to resolve software defects and to test and verify software and documentation repairs and improvements.
3.0 BACKGROUND INFORMATION
The computational physics team (AFRL/RDH) provides tools and simulation support for the high power electromagnetics (HPEM) core technology competency (CTC). Major thrusts include development and deployment of computational tools, such as ICEPIC, the DE HSAI, and CREATE-RF and application of these tools in support of the CTC mission.

5.0 CONTRACT HOLIDAYS:
The prices/costs include holiday observances; accordingly, the Government will not be billed for such holidays, except when services are required by the Government and are actually performed on a holiday. The following days are contract holidays:
