BAA-RV-12-06

1. Can you please clarify whether the duration of the Phase I concept development phase of the subject BAA will be 9 months or 12 months? In the full text announcement, Section 1 (Requirements Description), sub-heading b, it says "...period of performance not to exceed 12 months." Then, on page 4 of 14, under sub-heading "iv. Phase 1 Objectives" it says "...the Phase 1 effort is anticipated to not exceed 9 months."

Can you please clarify? What is the expectation?

The 9-month period refers to the technical period of performance, and there is a standard 3-month period allotted for preparation of the final technical report. Following the technical period of performance, the contractor has one month to prepare the final report, the Government has one month to review the report and then the contractor has another month to make changes and submit a camera-ready-copy (CRC) of the final report. The time needed for technical work shall be determined by the contractor, but should not exceed 9 months.

2. Is the published funding level ($2M - $3M) for Phase I only?

Yes, this funding estimate is only for Phase I of the program.
