NOTICE OF CONTRACTING ACTION
The Air Force Research Laboratory, Aerospace Systems Directorate (AFRL/RQ), Wright Research Site will be conducting a Pre-Solicitation Conference for the “Versatile Affordable Advanced Turbine Engines (VAATE) Phase III and Beyond” procurement. This procurement is the follow on effort to the “Versatile Affordable Advanced Turbine Engines Phase II and III” contracts. This announcement does not request any proposals at this time. A separate solicitation for proposals will be accomplished via posting to FedBizOps under the following announcement: BAA-RQKP-2013-0006.
The VAATE Program is a joint DoD/NASA/DOE/FAA/Industry effort to develop revolutionary and innovative technologies by the 2017 timeframe that will provide a 10X increase in turbo-propulsion affordable capability when compared to a year 2000 state-of-the-art baseline engine. To achieve this goal, AFRL/RQ has committed resources to the development of advanced components, and the assessment and verification of these components in TRL 6 demonstrator engines. The VAATE Program is structured in three phases to achieve 4X (2009), 6X (2013) and 10X (2017) increases in affordable capability. Major U.S. turbine engine and weapon system contractors have planned their future turbo-propulsion research and development consistent with the goals of the VAATE Program. Prospective offerors shall have a DoD-coordinated VAATE Advanced Turbo Propulsion Plan (ATPP), shall develop an ATPP and receive government approval prior to proposal submittal, or shall have a documented working relationship with a company with a DoD-coordinated VAATE ATPP.
The purpose of the Pre-Solicitation Conference is to familiarize potential offerors with the “VAATE Phase III and Beyond” program and the associated research areas that support Air Force capability needs. A Broad Agency Announcement (BAA) (BAA-RQKP-2013-0006) will be released on or about 17 May 2013. This effort will focus on developing technologies to meet the VAATE Program Phase III goals by 2017 and identifying future capabilities and associated technologies that will be needed for future Air Force systems in the 2020 – 2035 timeframe. The overall effort will focus on 11 research areas that support the OSD Air Platform Capabilities: Adaptive Cycle Technology Maturation, Advanced Energy and Sustainment Technologies for Propulsion, Advanced Fuels, Advanced Integrated Controls, Efficient Subsonic & Supersonic Expendable Engines, Integrated Power & Thermal Management Systems, Remotely Piloted Aircraft Engines, Reusable High Mach Turbine Engines, Technology Concepts, Vehicle Integration, and Very High Efficiency Engines.
Information provided during the Pre-Solicitation Conference is subject to the International Traffic in Arms Regulation (ITAR) 22 CFR 120-131 and Export Administration Regulations (EAR) 15 CFR 710-774. Some information provided during Pre-Solicitation Conference may also be listed on the U.S. Munitions List (USML 22 CFR 121) or the Commerce Control List (CCL (15 CFR 774).
NAICS code will be 541712 and the size standard is 1000 employees.
The Pre-Solicitation Conference is for informational purposes only. Attendance is not a prerequisite for submitting a proposal. However, it will provide a valuable opportunity for potential offerors to have questions answered. Participation is voluntary. There is no fee to attend. The Government will not reimburse the attendees for any cost associated with participation. In addition, the Government is under no obligation to award any related contract associated with this event.
