BROAD AGENCY ANNOUNCEMENT 09-RD-03

HIGH ENERGY LASER-JOINT TECHNOLOGY OFFICE (HEL-JTO)

WHITE PAPER PREPARATION AND SUBMISSION INSTRUCTIONS

Attachment B

1. White Papers: SEPARATE WHITE PAPERS ARE REQUIRED FOR EACH SEPARATE PROJECT, TECHNICAL TOPIC AREA AND/OR TECHNICAL TOPIC SUB-AREA, SHOWN IN ATTACHMENT A, WHICH THE OFFEROR IS PURSUING. Each white paper must stand on its own merit. The HEL-JTO will use only information provided in a white paper in the evaluation process potentially leading to a full proposal request and contract award.

2. Preparation: Prepare the white paper simply, economically, in accordance with all instructions contained herein, and in any external sources referenced herein. Convey all required information concisely using straightforward language.

3. Composition: For the purposes of this solicitation, a white paper shall consist of six (6) parts:

Part 1. Cover Page – use template provided

Part 2 - Technical/Management Part 3 - Offeror’s capabilities

Part 4 - Rough Order of Magnitude (ROM) cost – no standard format required

Part 5 - Schedule Part 6 - Vitae of the Principal Investigator and any other key personnel who will provide a major contribution to the proposed effort

4. CD-R: Prepare all documents electronically in Microsoft Word format. Submit a single Microsoft Word document containing all of the parts identified in paragraph 7 below on a single CD-R for each white paper submitted. Multiple submissions on a single CD-R will be considered non-responsive. Format so that the Government can read both electronic and printed versions. Label each single CD-R as follows:

(1) BAA number

(2) Lead offeror’s (company) name

(3) Technical topic area and sub-area, as applicable.

(4) Project title (to correspond exactly to the project title used on the coversheets of each proposal component and technical topic area number)

(5) Contact information

5. Submittal: Mail or hand-carry the labeled CD-R to: Contracting Officer, HEL-JTO, 901 University Blvd SE, Suite 100, Albuquerque, NM 87106, such that it is received NLT 12:00 pm (Noon) Mountain Daylight Time on July 29, 2009. If submitting by overnight express mailing (FedEx, DHL overnight), point of contact is Nancy Wilson, 505-248-8200. NOTE: Do not submit by any means such that delivery will be made before 8:00 a.m. MDT. If submitting by multiple methods, indicate primary and duplicate copies to avoid confusion. Include one paper copy of the cover page with the labeled CD-R and one ORIGINAL signed paper copy of the full white paper.

The HEL-JTO will not evaluate or consider for award white papers sent to any other address or submitted by fax or e-mail. The HEL-JTO will not accept classified white papers.

6. Restrictive Marking: White papers containing data that is not to be disclosed to the public for any purpose or used by the government except for evaluation purposes shall include the following statement on the cover page:

The proposal or quotation includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed, in whole or in part, for any purpose other than to evaluate this proposal or quotation. If, however, a contract is awarded to this offeror as a result of, or in connection with, the submission of these data, the Government shall have the right to duplicate, use, or disclose these data to the extent provided in the resulting contract. This restriction does not limit the Government's right to use the information contained in these data if they are obtained from another source without restriction. The data subject to this restriction are contained on sheets (insert page numbers or otherwise identify the sheets).

Each restricted data sheet should be marked as follows:

Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal or quotation.

This marking may be in Arial font size 8 and shall be at the bottom only of each applicable page.

7. Page Limitation on White Papers:

Part 1. Cover page

Limit: One (1) page Part 2. Technical/management

Limit: Three (3) pages to include tables, figures, pictures, and references.

Part 3. Capabilities

Limit: One (1) page for the overall capabilities of the company Part 4. ROM Cost

Part 5. Schedule

Part 6. Vitae

No more than one (1) page per key person.

Extraneous information (information not explicitly requested in this announcement) is not desired by the government and shall not be submitted. The government will only read and evaluate each section up to the above stated page limitation. Pages over the page limitation will not be evaluated.

8. Page Format:

A. Paper Size – 8.5 inch x 11 inch

B. Margins - one-inch on each page C. Font – Arial 11 pitch font or equivalent, to include tables, diagrams, and charts. Any other information (e.g. captions) shall not be smaller than Arial 8 pitch font or equivalent.

D. Single space.

E. Each printed side of a sheet counts as a page.

9. Instructions for White Paper Composition

Part 1. COVER PAGE. Use attached template.

The following are offered as a recommended template for the remaining parts of the white paper. Regardless of how the offeror chooses to prepare the white paper, all white papers shall contain the information requested below and elsewhere in this announcement.

Part 2. TECHNICAL/MANAGEMENT. (Limit: Three (3) pages) Technical/management shall present, briefly and concisely, the important goals, aspects and core issues of the proposal in technical context. The technical area shall include:

(1) Abstract

(2) The technical topic area to be addressed and Statement of Objectives and proposed approach to meet the objectives

(3) Description of the research and effort to be accomplished for the proposed Task Order 0001 and proposed follow-on task order. Identify specific tasks.

(4) An assessment of technical risk

(5) Description of projected military utility/application or shortfall and predicted impact of such a solution should it prove successful

(6) Management – describe how the research shall be organized, other subcontractors or organizations that will be doing portions of the technical effort and how the efforts are related to each other, along with any other management or administrative information that should be provided for evaluation of the proposal.

Part 3. CAPABILITIES. (Limit: One (1) page) This section shall describe the overall capabilities of the company to include current and past work in similar HEL technology and a brief description of the facility capabilities that will be used to execute the proposed effort. Identify government property, equipment or facilities that may be required.

Part 4. COST. ( Limit: One (1) page) Rough order of magnitude (ROM) cost section should provide top-level details on major cost items such as labor, special equipment that will need to be purchased, materials and any subcontracts or other organizations’ costs (to include government furnished facilities, equipment or personnel) for the proposed Task Order 0001 and any proposed follow-on task order (Year 2 effort). If proposing a Year 2, provide a separate ROM on the same page as Year 1. The ROM cost section shall not exceed one page. Cost shall NOT include capital equipment/improvements or general purpose computers or software. The proposed effort(s) shall not exceed $1M per year for a maximum of two years, except where noted in Attachment A. Beam Control Integrated Demonstration shall not exceed $1.5M for the proposed Task Order 0001. Advanced Concepts shall not exceed $500K for proposed Task Order 0001 and $1M for the follow-on task order. High Energy Laser System Modeling and Simulation shall not exceed $200K for proposed Task Order 0001. Any white paper that exceeds the dollar threshold shall be considered non-responsive to this BAA.

Part 5. SCHEDULE. (Limit: One (1) page) The schedule area shall identify and describe major milestones for the contract effort (proposed Task Order 0001 and proposed follow-on task order, if any). Start and end dates for specific tasks identified in the technical/ management section should be shown. The anticipated start date is February 16, 2010, with a technical period of performance not to exceed 12 months. If a submittal is for less than a 12 month technical period of performance, start date should be adjusted based on a technical completion date of February 16, 2011.

Part 6. VITAE. (Limit: One (1) page per vita) A brief vita on the principal investigator and any other key personnel who will be performing a major effort on the proposed research should also be included.
