About this file

This document is a sole source justification memorandum for a contract award to Chase Defense Partners. The Naval Sea Systems Command, Naval Surface Warfare Center Panama City Division requires Chase Defense Partners to supply a Gaspure Purification System and Helipure Membrane Separation System. These systems are specialized equipment required for the saturation diving operations conducted by the Naval Experimental Diving Unit, as they are key components of the helium reclaim system and diving and life support systems used. Chase Defense Partners is the only vendor that can meet these requirements due to their expertise in custom large-scale commercial diving helium reclaim systems and because they originally designed the reclaim system for this application. Using an alternative vendor could introduce unsafe changes and negatively impact diving operations. Therefore, this sole source award is necessary to limit risk to the health and safety of Navy divers.

Subj: SOLE SOURCE MEMORANDUM TO PROCURE A CHASE DEFENSE/JFD

GASUPURE AND HELIPURE PURIFICATION SYSTEM FOR THE OCEAN

SIMULATION FACILITY HELIUM RECLAIM SYSTEM

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price contract on a sole source basis to have Chase Defense Partners (CAGE: 1RZM1) supply NEDU with the following for divers breathing gas filtration for the Ocean Simulation Facility:

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

Chase Defense Partners will provide the gas purification filter system required for NEDU’s helium reclaim system.

DESCRIPTION PART NUMBER

Gaspure Purification System B1302D

Helipure Membrane Separation System GR10270DA

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.

4. Identification of the justification rationale (see FAR 8.405-6(a) and (b)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

Chase Defense Partners are the only vendor who supply custom large-scale commercial diving helium reclaim systems in the United States. These complex helium reclaim systems are required for the saturation diving that NEDU executes with helium as a background gas due to the rising costs of the finite resource. This is extremely specialized equipment and therefore Chase Defense Partners are the only vendor who can meet the requirements of NEDU. Use of another vendor may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU, and negatively affect the diving and life support systems these instruments are vital components of.

Therefore, it is imperative that this particular vendor be used to limit the risk to life and health of the US Navy Divers who depend on this instrument. Therefore, it is imperative that this particular vendor be used to limit the risk to life and health of the US Navy Divers who depend on this system.

Chase Defense was contracted by NEDU/NSWC PCD to design and develop the reclaim system for NEDU. The purification systems are two of the key parts to the design of the system.

As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Government’s best interest to award on a sole source basis to Chase Defense Partners.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Chase Defense Partners is the only company that can meet the Government’s needs. Due to the dollar amount of this procurement being greater than $25,000, this requirement will be synopsized on the SAM.gov website per FAR Part 5.2.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 and 6 above, Chase Defense Partners is the only company that can provide the design of the system as required.
