About this file
This is a Sole Source Memorandum for acquiring Salesforce management software by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD). The acquisition will award a firm fixed price contract to Carahsoft Technology Corp. for multiple Salesforce software products and services, including Public Sector Foundation, Government Cloud Plus - Defense, Salesforce Shield, Employee Experience, CRM Analytics, and TaskRay implementations. The total order includes 10 Public Sector Foundation licenses, 1 Government Cloud Plus - Defense license, 1 Salesforce Shield license, 10 Employee Experience licenses, 1 CRM Analytics license, 1 COMPASS license, 20 TaskRay Standard licenses, and 1 Expert Onboarding license.
The justification for sole source procurement is based on an analysis of alternatives (AoA) which determined Salesforce as the optimal software platform for the command's needs. Carahsoft is cited as the sole provider of Salesforce software for DoD implementation, and the document argues that selecting an alternate software package would require repeating the AoA, potentially introducing unacceptable risks and additional costs. The Contracting Officer has determined the order represents the best value and lowest overall cost alternative, considering factors like price, special features, and administrative costs. The requirement will be synopsized on sam.gov, and the procurement will be conducted using simplified acquisition procedures.

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.

This acquisition will be conducted using simplified acquisition procedures. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold.
4. Identification of the justification and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1) [10 U.S.C. 3204(a)(1)], Only one responsible source and no other supplies or services will satisfy agency requirements.
The Salesforce management software platform is being acquired because of an NSWCPCD analysis of alternatives (AoA) to deploy as a pilot program for the Command’s software tools.
Salesforce provided Department of War approved software products capable of meeting the requirements of the command. The software and support listed in Section 3 meets the requirements outlined by the AoA to deliver software tool integration expeditiously. Carahsoft is the sole provider of Salesforce software for DoD implementation. If another software package were to be selected, the AoA would have to be conducted again, which would open the Command to unacceptable risk. Salesforce software is a Commercial-Off-The-Shelf (COTS) product to develop complex IT workflows required to provide software tool integration. In summary, using an alternate software system would prove costly in time and dollars to the government and to the mission. Carahsoft Technology Corp. is uniquely positioned to provide the required software.
As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.
Therefore, it is in the Governments’ best interest to acquire the Salesforce software thru Carahsoft Technology Corp.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Carahsoft Technology Corp. is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Carahsoft Technology Corp. is the only source that can meet the Government’s needs.
