About this file
This sole source justification memorandum requests approval to award a firm fixed price contract to Formlabs, Inc. for a Formlabs Fuse 1+ 30W HE Package, including a Fuse 1+ 30W printer, sift, complete 5-year service, build chambers, vacuum, nylon powder, powder cartridges, and printer stand. The Naval Surface Warfare Center Panama City Division requires the system to print compound materials like nylon 11 and 12 with carbon fiber or fiber glass fill, as well as a flexible TPU material, using a 30W Ytterbium fiber laser to produce uniform, air and water tight components. Formlabs' system offers material recovery and reclaiming capabilities. As the only product meeting these requirements and utilizing the specified laser, and as Formlabs does not sell through local distributors, Formlabs is identified as the only responsible source able to satisfy the agency's needs.

This acquisition will be conducted using simplified acquisition procedures. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1.
The Naval Surface Warfare Center Panama City Division (NSWC PCD) is developing and seeking new additive manufacturing processes for rapid prototyping of systems. Code X has a requirement for a system that can print using compound materials such as Nylon 11 and 12 and compositions that would include nylon 11 carbon fiber filled and nylon 12 fiber glass filled to include a flexible material (TPU) at a durometer of 90A, operate on a 110 VAC on a 60Hz circuit, and use a Ytterbium Fiber 30 W Class 1 (US FDA) laser, to produce uniform material density products which provide air and watertight components. In addition, the Form Labs Fuse 30W 1+ provides a material recovery system and offers a de-powdering, reclaiming, and mixing system, resulting in operational cost and time savings. The Formlabs Fuse 30W 1+ operation system can be operated from any Graphic User Interface (GUI) that can use windows 7, eliminating the need for an additional stand-alone computer system, thus saving the Government money. The Formlabs Fuse 30W 1+ is the only product that utilizes the Ytterbium Fiber 30 W
Class 1 (US FDA) laser that meets the Governments requirements. Formlabs, Inc. does not sell through distribution in the State of Florida, therefore they are the only source.
As such, the government does not expect significant savings through competition and it is more advantageous to the Government to award on a sole source basis to the Formlabs, Inc. for the items listed in Paragraph 3.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Formlabs, Inc. is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Formlabs, Inc. is the only source that can meet this requirement.
