1.3 Scope of work
The USDA Animal and Plant Health Inspection Service (APHIS), is contracting for the supply of Ammunition requirements. Ammunition is used by a number of USDA programs for control of various nuisance animals such as feral hogs and brush wolves/coyotes. Ammunition is also used as personal defense as authorized while on patrol along US Mexico border performing animal monitoring and round up.
The Contractor shall provide USDA the required ammo that meets the performance and saline characteristic specifications on each order. Some ammo must be tested prior to order placed for conformance as the specs ensure the safety of both life and property (see Section 2.1).
USDA will order currently approved ammunition from BPA holders. Any additional ammunition type, caliber, or performance change not currently listed in the BPA will be first competed amongst all BPA holders. If no commercially available of the shelf ammunition can be supplied by the BPA holders a new solicitation will be posted to the open market for competition outside the BPA holders. BPA holders are not restricted from competing on any USDA solicitation for ammunition outside or in addition to their
BPA.
Overall estimated need is one (1) to two (2) million rounds of ammo over the course of 5 years. This amount is the current estimated need for all types and caliber ammunition for all USDA locations and is not a guaranteed amount.
1.4 Background
The USDA, APHIS, requires various ammunition which is used in various applications such as, but not limited to:
1.4.1 Wildlife Services (WS) requires shotshells for the aerial removal of feral swine. Shotgun ammunition needs to meet specific requirements to be safe, effective and humane. Aerial removal consists of utilizing both fixed wing and rotary winged aircraft to fly over the animals at great speed and low altitude. In firing at the animals, it often occurs where the aircraft must fly in the direction of the shot thus flying into a possible ricochet scenario. Very specific specifications are required and tested to certify existence of in order to ensure the aircraft and crew are safe from deadly ricochets while at the same time providing proper penetration of thick animal hide and fat to maintain a human lethal shot on the animal.
1.4.2 WS requires rifle ammunition for the removal of feral swine captured in traps. USDA owns a variety of rifles and must order a variety of rifle caliber ammunition to match the rifles used.
12639520Q0185 USDA Ammo 7 of 42
1.4.3 WS requires rifle ammunition for the removal of coyotes under a variety of circumstances and environments. USDA owns a variety of rifles and must order a variety of caliber ammunition to match the rifles used.
1.4.4 Veterinarian Services (VS) requires pistol ammunition for personal protection while patrolling the US/Mexico for animals that cross the border. VS Personnel round up animals suspected of being diseased/sick for testing. Due to the fact that the area can be dangerous, VS personnel have been authorized to carry pistols for personal protection. Ammunition is also used for continuous testing and certification at a controlled range environment.

The following procedures will be followed in issuing orders under multiple award BPAs.
3.2.1 Awardees will be provided a fair opportunity to be considered for each Order exceeding the micro-purchase threshold of $10,000.
The value of an order is considered the total price for all required ammunition in a single order to a single location. Individual orders shall clearly describe all supplies to be delivered and the delivery location. Orders shall be within the scope, issued within the period of performance, and be within the maximum value of the BPA.
3.2.2 Orders valued between $10,000 and $250,000
For Orders valued within this range, the contracting officer will contact each of the multiple awardees and request a quote (RFQ) for the required ammunition before selecting an awardee.
The contracting officer will consider the following information:
(1) Firm fixed prices provided in the awardee’s response to the RFQ
(2) Past performance on earlier orders under the BPA, including quality and timeliness;
(3) Delivery capability of the required ammunition;
(4) Other considerations as appropriate.
12639520Q0185 USDA Ammo 12 of 42
3.2.3 Orders valued in excess of $250,000
At the time of award of the BPA Call Orders may not be placed above $250,000 for a single delivery/requirement. FAR 13.303 allows for agencies to exceed the simplified acquisition threshold through internal authorized deviations. At the time of award such deviation has not been obtained.
USDA reserves the right to place order greater than $250,000 if such deviation is approved by the
MASCO.
3.3 Placement of Orders
All Orders will be issued via email by a warranted Contracting Officer or a USDA P-Card holder.
The vendor shall provide the products under this BPA only as directed in the Orders.
