Project A - Madison Headstart Campus Demolition and Project B - Old Browns Point Elementary Selective Demolition
This is a project manual and bidding document package issued by Tacoma School District No. 10 in Pierce County, Washington for two separate demolition projects. Project A involves the complete demolition of all buildings at the Madison Early Learning Center site, while Project B consists of selective demolition of approximately 8,000 square feet of the south wing at Browns Point Elementary School, with restoration of wall penetrations, installation of new security fencing, and removal of existing playground equipment. The District has estimated construction costs of $1,000,000 for Project A and $800,000 for Project B. A mandatory pre-bid meeting and site walk-through will be held on September 18, 2026, with Project A at 10:00 AM at 3101 S 43rd Street, Tacoma, and Project B at 1:00 PM at 1526 51st Street NE, Tacoma. The deadline for submitting questions is September 21, 2026, by 2:00 PM PDT, with an intent to bid deadline of September 28, 2026, by 4:00 PM PDT. Sealed electronic bids are due by 2:00 PM PDT on October 1, 2026, and will be publicly opened and read aloud via Zoom. The District reserves the right to award Project A independently, Project B independently, both projects to the same bidder under a combined award, or the projects to separate bidders, and may select the award combination resulting in the lowest total cost to the District.
All bids must be submitted through the Bonfire Procurement Portal and must include a 5% bid security deposit in the form of a surety bond, postal money order, cashier's check, or certified check payable to Tacoma School District #10. Bid amounts must exclude state and local sales taxes but include all other applicable taxes and the contractor's overhead and profit. The successful bidder must execute a contract and furnish performance and payment bonds equal to 100% of the contract sum plus sales tax within ten days after issuance of the Notice of Intent to Award. For projects exceeding $150,000, a 5% retainage will be held pending performance bond submission; for projects under $150,000, contractors may elect either 5% retainage with a performance bond or 10% retainage without a bond. This is a prevailing wage project subject to RCW 39.12, and contractors must comply with apprenticeship utilization requirements of 15% for projects exceeding $1,000,000. All contractors must be registered with Washington State in compliance with RCW 18.27 and must have current unified business identifier numbers, industrial insurance coverage, employment security department numbers, and state excise tax registration numbers. The District requires an Inclusion Plan demonstrating efforts to achieve aspirational goals of 10% minority-owned business, 6% women-owned business, and 5% small business participation, with monthly reporting through B2Gnow and eComply systems.
