About this file
This document is Addendum No. 1 for the T-Hangar Electrical Service Upgrade project at the DeLand Municipal Airport, issued by the City of DeLand on November 4, 2024. The addendum provides clarifications and updates for the electrical service upgrade, including a second site visit scheduled for November 6 at 2 PM at the Airport Administration Building. The contract has a 30-calendar-day timeline from the Notice to Proceed (NTP), with the city offering flexibility on the NTP date to accommodate holiday production constraints. A pre-bid meeting was held on October 22, 2024, and the project budget is set at $185,000, with proposals due on November 14, 2024, at 3:00 PM.
Key technical details include electrical upgrades to T-hangars, with modifications such as replacing four 4' low bay lights with three UFO high bay lights in each hangar. The project involves cutting existing asphalt for new conduit installation, with concrete used to repair roadways/taxilanes. Power will be cut off at project inception and restored after final inspections. The contract includes a 1-year warranty period, and bidders are required to submit a 5% bid bond. The city will coordinate tenant access and place barricades as needed to ensure safe construction access.

III. QUESTIONS
Q1. Since the contract time is 30 calendar days from the NTP, is there any way to make sure it gets released in January due to losing production time for the holidays?
A1. Yes, the Construction NTP date will be coordinated with the awarded Contractor. A limited NTP or Notice to Procure will be issued for submittal and shop drawing review ahead of the Construction NTP. The Construction NTP will be issued once materials are on hand and the awarded Contractor is ready to commence with installations.
Q2. Would you be willing to use 2 UFO high bay lights inside the hangers, instead of the four 4’low bay lights that are on the drawings?
A2. Based on review of the photometrics, 3 UFO style overhead lights will be utilized in each unit in lieu of the 4, 4’ light bars currently shown in the plans. Plan revisions will be issued with Addendum #2 further clarifying these changes.
Q3. Would you prefer a directional bore, or the cutting of the asphalt to run new conduit and wire for the new 70A subpanels to each building?
A3. New conduit shall be installed via cutting of the existing asphalt, and concrete encasement of the new conduit under paved surfaces between the buildings. If it is determined during construction that the existing conduit is viable for reuse, it may be reused, and a credit applied to the contract for the new conduit installation that is not required.
Q4. If cutting the asphalt is the preferred method, would you want asphalt or concrete to repair the roadway?
A4. Concrete shall be used to repair the roadway/taxilane.
Q5. Are we able to schedule cutting off the power in the beginning of the project and turning it back on once the work is completed and all final inspections are done? What is the preferred method of power outages?
A5. Yes. Power will be cut off at project inception and turned back on after the successful completion of final inspections.
Q6. Would it be more cost effective to put one GFCI in each hangar and tie in normal receptacles to the load side of the GFCI?
A6. Yes, this would be considered Contractor means and methods and is an acceptable installation method for this application.
Q7. Can we use one photocell per building for the wallpack lights and go away from using a lighting contactor/timer?
A7. Yes.
Q8. What is the budget amount for this project?
A8. $185,000
Q9. How long is the warranty period for this project?
A8. 1 year.
