Fish Waste Removal Contract for Jordan River National Fish Hatchery

Scope of Work-2021

The scope of work for this contract will be to remove and properly dispose of fish manure sludge from Jordan River National Fish Hatchery (NFH). The contract will be for the removal of up to 50,000 gallons of sludge. Period of Performance will be determined at the time of award.

Quoted bid for contract will be based on cost per gallon of sludge removed. The removal will be coordinated with the hatchery. Due to the nature of the operation a specific volume of sludge is not available at this time.

The contractor shall legally dispose of all waste under Michigan Department of Environmental Quality (DEQ) regulations pertaining to fish waste manure. Copies of all documentation of final disposal will be submitted to Jordan River NFH. Analysis of sludge composition shall be provided by U.S. Fish and Wildlife Service to all interested bidders. If land applied, it is up to the contractor to have the needed soil testing conducted to determine the application rate and gain DEQ site approval. The contracted hauler will need to supply all transportation records for Jordan River NFH and notify the hatchery in advance of the size of the tank used. Contractor will be responsible for all permits associated with transportation of waste from hatchery to disposal site. All removal operations will be logged at the hatchery on a trip log to be signed by the driver and a FWS representative.

All removal operations will be conducted during normal work hours for the hatchery 7:00 a.m. to 3:30 p.m. Monday through Friday unless it is beneficial for the hatchery operations to allow removal at other times. The contractor will notify the hatchery manager as to when operations will commence at least 48 hours in advance.
