STATEMENT OF WORK
SEQ CHAPTER \h \r 1PART 1 – GENERAL
The Necedah National Wildlife Refuge is a 43,696-acre National Wildlife Refuge located in northern Juneau County, Wisconsin near the village of Necedah. It was established in 1939 and is famous as the northern nesting site for reintroduction of an eastern United States population of the endangered whooping crane.
1.1 Project Title: Removal/Replace/upgrade the existing Security systems in four buildings and adding a new video surveillance system. The buildings include an 11,800 square foot Headquarters/Visitor Center, which was constructed in 2009, the 777 square foot Outdoor Classroom which was also constructed in 2009, the 4,100 sq. foot Maintenance Building with mezzanine which was constructed in 2002 and the 6,600 square foot Fire Cache Building which was constructed in 2006.
The work also includes upgrading the existing Fire alarm system in the 11,800 square foot Headquarters/Visitor Center, which was constructed in 2009, and the 777 square foot Outdoor Classroom which was also constructed in 2009.
1.2 Work Under These Specifications A. Contractor shall furnish all materials, labor, equipment, designs, submittals, and site superintendence that is necessary for the removal and disposal of the components as necessary of the existing Security and Fire Alarm system. Once the existing components that have to be removed are removed, then the contractor shall furnish all materials, labor, equipment and site superintendence that is necessary to replace the existing components of the Security and Fire Alarm Systems. Only the components of they systems that have to be replaced shall be replaced in order to ensure that the existing systems will again be fully functional and long lasting as described below and as described in the specifications. The replacement of these systems is necessary because the local phone company switched from analog to digital service. When the phone company upgraded their phone service in 2020 the exiting systems components could no longer contact the various monitoring companies. Before that the systems, to the best of our knowledge, were fully functioning. The government assumes most of the existing conduit and wiring can remain along with most of the other components, including the pull stations and door contacts but it is up to the bidders/contractors to determine which components need to be replaced so the new systems meet or exceed the current codes, are at a minimum identical or an improvement to the way the existing systems functioned, operated and protected the spaces. The number and type of sensors, how they functioned and the coverage they provide shall not be reduced. The new system shall also be able to transmit to an outside monitoring company using at a minimum a phone line, which now appears to be digital.

Security System Contractor shall furnish materials, labor, equipment, design costs, submittals, site superintendence that is necessary for the removal and disposal of and replacement of the existing components as necessary of the Security System. When the work is complete the system shall be fully functioning the same way or better than the existing system and be able to be monitored by DEPARTMENT OF HOMELAND SECURITY FEDERAL PROTECTIVE SERVICE MegaCenter a Federal Monitoring company through a digital phone line.
This work will not be measured for payment and shall be performed on a lump sum basis.
SCHEDULE 2: Headquarters/Visitor Center & Outdoor Classroom Fire Alarm System Contractor shall furnish materials, labor, equipment, design costs, submittals, site superintendence that is necessary for the removal and disposal and the replacement of the existing components as necessary of the Fire Alarm System. When the work is complete the system shall be fully functioning the same way or better than the existing system and be able to be monitored by the DEPARTMENT OF HOMELAND SECURITY FEDERAL PROTECTIVE SERVICE MegaCenter a Federal Monitoring company through a digital phone line.
This work will not be measured for payment and shall be performed on a lump sum basis.
SCHEDULE 3
Headquarters/Visitor Center, Maintenance Building, Fire Cache Building Item 1: Video Surveillance System Contractor shall furnish materials, labor, equipment, design costs, submittals, site superintendence that is necessary for the installation of a new system. When the work is complete the system shall be fully functioning.
This work will not be measured for payment and shall be performed on a lump sum basis.
SCHEDULE 3
Item 1 Five year Service Contract Security System Contractor shall furnish materials, labor, equipment, site superintendence that is necessary to maintain the system for five years which shall include removal and disposal and replacement of any components that fail.
Item 2 Five year Service Contract Fire alarm System Contractor shall furnish materials, labor, equipment, site superintendence that is necessary to maintain the system for five years which shall include removal and disposal and replacement of any components that fail.
Item 3 Five year Service Contract for the Video Surveillance System Contractor shall furnish materials, labor, equipment, site superintendence that is necessary to maintain the system for five years which shall include removal and disposal and replacement of any components that fail.
1.3 Location And Inspection Of Site A.
The work site is located at Necedah National Wildlife Refuge near Necedah Wisconsin. The mailing address is shown on the Solicitation, Offer, and Award (Standard Forms 1442 or, 18 block 9) as attached to this Invitation. B.
All prospective bidders/quoters, contractors, subcontractors, and related persons are encouraged to visit the site(s) of the proposed Work and to assess the location(s) and extent of the Work prior to submitting bids/quotes. Persons may inspect the site by contacting the Station Manager.
1.4 Specifications and Drawings for Construction A. Exact location of all affected utilities will be the responsibility of the contractor. Drawings may not completely show all utilities. Site verification is required in addition to contacting any local authorities and utility companies to determine exact locations of utilities.
B. In case of difference between drawings and specifications, the specifications shall govern.
1.5 Temporary Facilities A. Maintain and restore all government roads, service areas and utilities used to pre-construction condition.
B.
Toilet facilities may be used inside the buildings, but only as designated and allowed by the facility manager.
1.6 Site Access and Right of Way A.
The construction access limits on Government property will be established by the Government and the Contractor shall be responsible for complying with these limits and governing all work accordingly. All temporary access roads shall be removed following work completion unless directed otherwise by the Contracting Officer.
B.
All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders/quoters are aware of any requirements of the local entity. These requirements are between the entity and the bidder. Load limits and other restrictions shall be obeyed. If the Contractor proposes to cross private property, permission must be obtained from the owner to use private property or roads in the conduct of the Work.
C.
Work scheduled on Saturdays, Sundays, Federal Holidays or other than normal working hours shall be approved in advance by the Government.
1.7 Safety - In addition to FAR 52.236-13 Accident Prevention A. Contractor shall fill out and submit the “Preconstruction Safety Checklist” to the Contracting Officer (CO) prior to beginning construction.
B. The contractor shall designate a safety officer to ensure a safe work site. The safety officer shall perform daily work site inspections to assure compliance with all safety regulations and standards.
C.
The Contractor’s Safety Plan shall be available on-site. The Contractor shall provide Material Safety Data Sheets (MSDS) for all hazardous materials brought on-site. MSDS shall be made available in a conspicuous location.
D.
All equipment and work activities shall comply with OSHA Regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements.
Additionally, a copy of the accident report shall be provided to the Contracting Officer.
E.
The contractor shall provide and install barricades, signs, or other warning devices to delineate the construction area and restrict public access to the construction site. Follow Manual of Uniform Traffic Control Devices (MUTCD).
F.
Provide at least one non-freezing-type fire extinguisher in each workshop and shed used for storage of materials on the premises. Place in location readily accessible to workers.
G.
Provide at least one non-freezing-type fire extinguisher of the appropriate class for each group of workers performing flammable procedures.
H.
Provide and maintain a basic first aid kit for use of workers.
(a) Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries. The first aid supply shall include items identified on MSDS (see paragraph B of this section) in applicable locations.
(b) Advise all workers of the location of first aid supplies.
(c) Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.
I.
Provide necessary Personnel Protective Equipment (PPE) as identified by MSDS and OSHA regulations. Provide documentation, workers have been trained in use of PPE prior to individual use.
