140F0622Q0047 Intrusion, Video Surveillance, Fire Detection System Installation With Maintenance Plan Necedah NWR, WI SPECIFICATION – Intrusion/Fire Security Systems
Part 1 Products
Intrusion Detection System (IDS)
All equipment for this contract shall meet the same specifications as the current General Services Administration (GSA) standards and be on the GSA-Approved Products List. An alternative or equivalent may be used if not on the GSA list, as long as the operable capabilities and standards of the alternate/equivalent product meet the same specifications for materials and workmanship as the GSA-approved item.
Federal Acquisition Regulation (FAR) case 2018-017 prohibits the purchase of “covered telecommunications equipment or services” which means:
· Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation, (or subsidiary or affiliates of such entities);
· For the purposes of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security procedures, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company, or any subsidiary or affiliate of such entities;
· Telecommunications or video surveillance services provided by such entities or using such equipment; or
· Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country, including the People’s Republic of China.
The contractor shall upgrade existing Intrusion Detection Systems (IDS) as listed below, fully test the system and components, and integrate the system to the U.S. Department of Homeland Security (DHS) - Federal Protective Service (FPS) for monitoring services. The system hardware shall be of a model listed below (unless equivalent is approved), and the contractor shall provide technical specification sheets for all equipment used to the Government, prior to installation.
· All systems monitored by DHS FPS MegaCenter will require the completion of the DHS MegaCenter Alarm Requirements (MAR) package (Instructions are associated with the MAR package).
The Government may request the system be programmed to auto-arm on a daily basis (TBD).
System Panels Authorized A. Honeywell (Ademco) model numbers- Vista 128 and 250 series B. Radionics/Bosch model numbers 7412G & 9412G series C. CADDx model number NX8E D. DMP models XR100 & XR500 Note: Proprietary panels (TYCO, ADT, etc.) will not be accepted due to the inability to provide adequate support.
A battery backup shall be incorporated into the IDS panel (and subpanels, if necessary) using a 7 AMP hour battery that will allow for a minimum of 4 hours of backup power, from initial commercial power failure.
The current alarm control panel and keypads in all buildings shall be replaced.
These are the minimum list of components that shall be replaced
Existing components to be replaced:
A. Alarm control panel in the Visitor Center.
B. Three touch screen alarm control keypads (as indicated on attached floorplans) in the Visitor Center

C. Alarm control subpanel (if present) in the Environmental Education building.

Components to be added to the system:
A. Keypad on alarm panel door (for system testing and programming) B. Touch screen alarm control keypad in the Maintenance Shop C. Touch screen alarm control keypad in Fire Cache
Existing components that will remain:
(only replace if existing components no longer are functioning) A. Door contacts B. Motion detectors C. Glass Break sensors
Part 2 Execution
The main IDS control panel and associated power distribution hardware will be located within the IT/Comms closet in the Visitor Center. This location must be properly ventilated to ensure appropriate cooling of electronics. The system shall, at a minimum, have an analog phone connection and an alarm control keypad located on the panel door.
Each of the four buildings (Visitor Center/Headquarters, Environmental Education building, Maintenance Shop, and Fire Cache) will be set up as individual alarm partitions and will have at least one alarm control keypad in the building (visitor center has two). The Visitor Center alarm control keypads will be able to deactivate the alarms in each of the buildings.
The Environmental Education building alarm is currently connected to the Visitor Center and programmed as a separate partition. The alarm control keypad in the Environmental Education building should be replaced with a touchscreen alarm control keypad and integrator will advise if subpanel needs to be added in the building to maintain communication with the Visitor Center.
The current alarm control panel and keypads in the Maintenance Shop should be replaced. Integrator will specify if a subpanel or network extender is necessary to connect the system to the main panel in the Visitor Center. The alarm control keypad should be replaced with touch screen alarm control keypads and an additional touchscreen keypad added to the other entrance.
The current alarm control panel and keypads in the Fire Cache should be replaced. Integrator will specify if a subpanel or network extender is necessary to connect the system to the main panel in the Visitor Center. The alarm control keypad should be replaced with touch screen alarm control keypads and an additional touchscreen keypad added to the other entrance.

All devices will be hard-wired.
Actuation of any alarm initiating device shall cause following to occur:
1) Audible system annunciators, either horns or sirens, shall sound.
2) Visual (strobes) will be activated.
3) Centrally located visual annunciation shall take place at the local panel (in individual building) and main panel (Visitor Center) showing the point in alarm.
4) Notification of FPS MegaCenter.
Testing and Commissioning A. Place entire system into full and proper operation as designed. Verify hardware components are properly installed, connected, communicating, and operating correctly.
B. Perform final acceptance testing in presence of Owner’s Representative, executing point-by-point inspection against documented test plan demonstrating compliance with system requirements as designed.
1. Submit documented test plan to Owner at least 14 days in advance of acceptance test, inspection, and check-off.
2. Conduct final acceptance tests in presence of Owner’s Representative, verifying each system component is operating correctly.
3. Acceptance by Owner is contingent on successful completion of check-off; if check-off is not completed due to additional work required, reschedule and perform complete check-off until complete in one pass, unless portions of system can be verified as not adversely affected by need for additional work.
C. Electrically supervised intrusion detection system shall not be considered accepted until acceptance tests have been successfully checked-off. Beneficial use of part or all of system shall not be considered as acceptance.
The contractor must provide a minimum of 2 hours of end-user training to facility staff and 4 hours of training to agency administrators prior to facility acceptance.
INTRUSION DETECTION SYSTEM POST-INSTALLATION CHECKLIST
The checklist below is provided as a way for facility managers, station managers, or Facility Security Officers to ensure an Intrusion Detection System (IDS) is installed as designed and specified in the contracting Scope of Work (SOW). This checklist is to be provided to the Contracting Officer (CO)/Contracting Officer’s Representative (COR) after completion. The CO/COR should notify their servicing Geographical Emergency Management and Physical Security Specialist if there are any issues noted.

Is the approved IDS equipment (see SOW) on the contractors “install list” and was it provided prior to install?
If the equipment installed is not approved IDS equipment as per the SOW, does the contractor have a variance approval from the Contracting Officer?
Is any of the equipment installed, listed on the Federal Acquisition Regulation as a prohibited foreign source item (Huawei, ZTE, Hytera, HikVision, Dahau)?
IF THE ANSWER ABOVE IS “YES”
STOP HERE AND NOTIFY THE CONTRACTING OFFICER
Is the system installed in a fashion that is clean and professional in appearance?
Does the system have all devices and peripherals as listed in the SOW and are they placed in the proper location?
Is the IDS control panel located in the approved secure room and is the room properly ventilated/cooled to protect electronics?
If emergency exit doors are monitored by IDS, are the doors always armed and do thy have audible annunciators to provide notification of door use?
Does the IDS control panel have a battery backup capable of 8 hours of power when commercial power is interrupted?
Is the IDS control panel dialer connected to a commercial analog phone line with an RS-232 connection, or a cellular transmitter?
Is approved cable (Category 6e) installed between the IDS control panel and all devices, and is the cable continuously within conduit at all locations?
Is the conduit, containing IDS cabling, closer than 12 inches from any wiring of greater than 24 Volts?
Are there two tag lines (24-inch loop) in each piece of conduit at the beginning (IDS room) and at the end (device) or interim junction box?
Does IDS system function properly at the panel, and are all devices annunciating at the panel?
If a Physical Access Control System (PACS) system is present, is the PACS system integrated to work in conjunction with the IDS?
Do door alarms not activate with successful card read/PIN input at reader/PIN pad, even with IDS active?
Does any door/ground floor window with a device have wires visible?
If the answer is “YES” stop here and contact the CO/COR.
If the answer is “NO”, continue with the checklist.
Has the contractor provided at least 2 hours of end user training on the use of the system to all designated staff?
If for any reason the system has any defects or flaws in operability, or you have concerns about the operability, do not accept the system and notify the CO/COR immediately. Do not give direction or suggestions to the contractor/vendor. Unless you are the CO/COR, any direction or suggestions may be construed as authority to modify the contract and may be an unauthorized obligation placed on the Government.
