Part 1 Product Specs – Video Surveillance System

Video Surveillance System (VSS)

All equipment for this contract shall meet the same specifications as the current General Services Administration (GSA) standards and be on the GSA-Approved Products List. An alternative or equivalent may be used if not on the GSA list, as long as the operable capabilities and standards of the alternate/equivalent product meet the same specifications for materials and workmanship as the GSA-approved item.

Federal Acquisition Regulation (FAR) case 2018-017 prohibits the purchase of “covered telecommunications equipment or services” which means:

· Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation, (or subsidiary or affiliates of such entities);

· For the purposes of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security procedures, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company, or any subsidiary or affiliate of such entities;

· Telecommunications or video surveillance services provided by such entities or using such equipment; or

· Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country, including the People’s Republic of China.

In addition to the purchase prohibition, the FAR case requires contractors to provide a representation addressing whether or not they are providing covered telecommunications under contracts and orders with the Federal government.

The contractor shall install and make fully functional, a network capable Video Surveillance System (VSS). The contractor shall provide technical specification sheets for all equipment used to the Government, prior to installation.

The system will be an Internet Protocol (IP) based system with cameras designed to provide the needed video surveillance coverage and usable images. The cameras may consist of 360/180 degree fixed dome cameras, and/or single-scene bullet style cameras, and/or Multi Pod/Multi-Lensed cameras in domes. Some cameras may require additional environmental controls due to weather and environment as specified in the location listing below. The Network Video Recorder (NVR) will be capable of recording at a minimum 32 IP based cameras and provide Power over Ethernet (PoE) to all cameras. The system will have an attached Uninterruptible Power Supply (UPS) capable of providing power to all system hardware for a minimum of 4 hours after loss of commercial power.

Cameras should be High Definition Color Digital with minimum of 4 mega pixels for interior cameras and a minimum of 12 mega pixel with recognition capabilities on the exterior. Exterior cameras must have a minimum horizontal resolution at 600 pixels per foot. The images shall be recorded at a minimum rate of 30 frames per second on NVR.

The NVR must have the capability of retaining raw video data for a minimum of 30 days and have the ability to transfer said video to portable media (USB drive or DVD-RW). A single 48” Monitor, Keyboard, and Mouse will be provided with the NVR for review purposes. The NVR shall have the capability of being connected to a wired or wireless network and have software installed to allow remote access thru a Virtual Private Network. This system will not be connected to the US Fish and Wildlife Service or DOI network.

General camera specifications:

1.Provide indoor and/or outdoor rated cameras as shown in the drawings.

3.Image Sensor: 4 x 1/2.5” progressive scan RGB CMOS
a. Lens: Vari-focal, 3–6 mm, F1.8–2.6
b. 4 x 1440p capture mode:
1) Horizontal field of view: 101°–49°
2) Vertical field of view: 54°–29°
3) Diagonal field of view: 116°–58° Motorized focus, motorizedzoom
4.Day and Night: Automatically removable infrared-cut filter.
5.Minimum Illumination:
a. Color: 0.20 lux at 50 IRE F1.8
b. B/W: 0.04 lux at 50 IRE F1.8, 0 lux with IR illumination on
c. Shutter Time: 1/66500 s to 1/5 s with 50/60 Hz
6.Camera angle adjustment: Pan ±90°, tilt +25 to +95°, rotation –5 to +95°, twist±20°
7.Video: H.264 (MPEG-4 Part 10/AVC) Main and High Profiles H.265 (MPEG-HPart 2/HEVC):
a. Resolution: 4 x 2560x1440 (4 x QHD 1440p) to 80x60
b. Frame Rate: 25/30 fps with power line frequency 50/60 Hz
c. Casing: IP66-, IP67-, (NEMA 4X-rated for outdoor cameras only), IK09impact-resistant, aluminum and plastic casing with polycarbonate hard-coated dome, sunshield (PC/ASA).
8.Operating Conditions: -40 °C to 32°C (-40 °F to 90 °F) Humidity 10–100% RH(condensing) Maximum temperature according to NEMA TS 2 (2.2.7): 74 °C (165°F)

Part 3 Execution

The NVR and PoE switches will be placed in IT/COMM room 132 (Headquarters/Visitor Center) (there are currently open ports on the FWS switch that may be used for transmission of signals between buildings). This location shall be properly ventilated to ensure appropriate cooling of electronics. All cables shall be in conduit or properly placed in channels thru any ceiling penetrations. All new wiring will be Category 6e minimum, with appropriate connectors at the end of each cable run and each line appropriately marked using tags. All cables shall be placed in conduit or within appropriate wire trays above the ceiling where applicable. For transmission lines run between structures, the wiring may be run underground but must resist 4-tons of crushing pressure when ran under roadways. If placed in conduit, the contractor will place appropriate junction boxes throughout the facility to allow for future expansion and provide a minimum of two (2) pull-lines with a 24-inch loop at each end of the run when placed within conduit.

All VSS cabling shall be a minimum of 12 inches from any electrical systems that are of a voltage greater than 24 volts. High voltage and low voltage wiring will not be intermixed in the same conduit or wire tray,or be closer than 12 inches to reduce interference.

Warrantee: In addition, all hardware and peripherals shall be warranted for an additional 1 year after the expiration of the manufacturer’s warranty and all software must be registered to the US Fish and Wildlife Service. Master copies of said software must be provided to the contracting officer for transmittal to the FWS. Information Resources and Technology Managements division.

Training: The contractor must provide a minimum of 2 hours of in person end-user training to facility staff, and 4 hours of in person training for system administrators, prior to facility acceptance. All training shall be videotaped.

VIDEO SURVEILLANCE SYSTEM POST-INSTALLATION CHECKLIST

The checklist below is provided as a way for facility managers, station managers, or Facility Security Officers to ensure a Video Surveillance System (VSS) is installed as designed and specified in the contracting Scope of Work (SOW). This checklist is to be provided to the Contracting Officer (CO)/Contracting Officer’s Representative (COR) after completion. The CO/COR should notify their servicing Geographical Emergency Management and Physical Security Specialist if there are any issues noted.

Is the approved VSS equipment (see SOW) on the contractors “install list” and was it provided prior to install?

If the equipment installed is not approved VSS equipment as per the SOW, does the contractor have a variance approval from the Contracting Officer?

Is any of the equipment installed listed on the Federal Acquisition Regulation as a prohibited foreign source item (Huawei, ZTE, Hytera, HikVision, Dahau)?

IF THE ANSWER ABOVE IS “YES”

STOP HERE AND NOTIFY THE CONTRACTING OFFICER

Is the system installed in a fashion that is clean and professional in appearance?

Is the VSS recording equipment (Network Video Recorder) located in the approved room, and is the room properly ventilated/cooled?

Are the cameras used at the various locations in compliance with the SOW relevant to make, model, and type; location and mounting type?

Is there a camera near all entry and exits to the facility, does the view of those entry/exit doors provide a clear view of persons entering or exiting the facility, and are facial images seen?

If there are interior cameras, are they positioned in a fashion that prevents the disclosure of sensitive information or Personally Identifiable Information, other than the image of the person within the scene?

Are all cameras properly pointed to see the desired scene and are they unobstructed?

Does the VSS NVR have a battery backup (UPS) present?

Is the VSS system connected to the internet or FWS network?

If the VSS system is connected to the internet or FWS network, STOP here and notify the CO/COR and GEMPS immediately.

(Note—Some Internet Protocol (IP) cameras may be connected to the NVR, but the system is not connected to the internet or FWS network.)

Is the approved cable (Category 6e) installed between the VSS NVR and all cameras, and is the cable continuously within conduit at all locations?

Is the conduit containing VSS cabling closer than 12 inches from any wiring of greater than 24 Volts?

Are there two tag lines (24-inch loop) in each piece of conduit at the NVR and at the end (camera) or interim junction box?

Did the contractor/vendor provide the approved number of video monitors for the system and are all monitors functioning properly?

Has the contractor provided at least 2 hours of end user training on the use of the system to all designated staff?

If for any reason the system has any defects or flaws in operability, or you have concerns about the operability, do not accept the system and notify the CO/COR immediately. Do not give direction or suggestions to the contractor/vendor. Unless you are the CO/COR, any direction or suggestions may be construed as authority to modify the contract and may be an unauthorized obligation placed on the Government.
