OFFICE CLEANING STATEMENT OF WORK

BACK BAY NATIONAL WILDLIFE REFUGE

INTRODUCTION AND OVERVIEW

Back Bay National Wildlife Refuge (Refuge) is seeking quotes from vendors interested in performing cleaning services for our various locations:

REGULAR SCHEDULE CLEANING

Rightmier (Administrative Building) 1324 Sandbridge Road Virginia Beach, VA 23456

Building: 3000 square feet (approx specs) -Carpeted space: Area rugs -Pine Wood Flooring -Resilient Tile -Ceramic Tile -Cork Tile -Two entrances with glass doors

-Two rear sliding glass doors -Three offices

- Two work stations

- Lounge and meeting room -Three restrooms

Visitor Contact Station (VCS) 4005 Sandpiper Road

Building: 3500 square feet (approx specs) -Carpeted space -Resilient Tile -Ceramic Tile -Three (3) entrance/exit doors with glass inserts.

-Twelve (12) work stations in building.

-Four restrooms in building

AS-NEEDED CLEANING LOCATIONS

Observation Building and Bathroom 4005 Sandpiper Road

SCOPE OF WORK

The contractor shall provide the management, supervision, manpower, equipment and supplies necessary to provide custodial and related services as described herein. Work at the VCS shall be once a week (On Tuesday) From September 1 – May 31 and twice a week, (On Tuesday and Friday [bathrooms only]) from May 1 – Aug 31. All work will begin at 6:30 am or 5:00 pm, on the days specified. These days and times may be modified with agreement from COTR (Gina Swoope) if there are at least four days in between the two cleaning days. Cleaning at the Administrative building will be once a month, the first Monday or Tuesday of the month. The rest of the buildings will be cleaned on a case-by-case basis within 7 days of calling in for service.

A. Perform spot cleaning of all carpet. Vacuum all carpeted floors.

B. Sweep and mop clean all bare floors.

C. Maintain clean appearance of baseboards.

D. Wipe clean all cleared horizontal surfaces so that all areas are free of visible dust, fingerprints and dirt. Hose vacuum visible dust behind and underneath electronics at workstations. Items on desk tops/bookcases will not be moved, relocated or otherwise disturbed.

E. At the VCS, clean all restrooms once a week during slow months (September - May) and twice a week during busier months (May - August). Other locations will be cleaned per the agreed days and times above. Toilets and sinks should be free from iron build up. All stainless steel will be cleaned including inside and outside of public restroom doors.

F. Clean kitchen sink areas to include the microwave (in and out).

G. Maintain interior paneled vertical walls so that areas are free of visible dust and cobwebs.

H. Sweep clean cobwebs around eaves of building once a month.

I. Clean all door glass and lobby glass up to 95" from the floor and displays located in the Visitor Contact Station.

J. All trash cans will be emptied, and bags replaced.

K. Collect and recycle appropriate materials from each workstation. Trash and recycle will be hauled away and dumped in the appropriate containers located on the Refuge.

SERVICES ON AN AS-NEEDED BASIS

-Window cleaning (inside only)

REQUIREMENTS

The selected contractor will be required to obtain a Dun and Bradstreet Number (DUNS number), register as a federal contractor in SAM.GOV, and complete an Automated Clearing House form for electronic payment prior to issuance of the purchase order.

Forms and instructions will be provided by this office. SAM.gov was created to be the single repository for vendors for the entire federal government to avoid administrative duplication among agencies and allow contractors to maintain their own business information through a single on-line registration. Once registered, vendors can work under contract with any federal agency.

Because of the multiple locations and the time to show each vendor all locations, a group viewing among vendors is requested. The COTR would like to work with the assigned Contracting Officer to schedule dates with vendors who will be interested in submitting proposals for quotes.

H. Sweep clean cobwebs around eaves of building once a month.
I. Clean all door glass and lobby glass up to 95" from the floor and displays located in the Visitor Contact Station.
