About this file

This Statement of Work (SOW) details animal packing services for the National Park Service's Kings Canyon Trail Crew in Sequoia and Kings Canyon National Parks for 2025. The contract requires a contractor to provide pack animals, personnel, equipment, and support for wilderness maintenance and project work between Cedar Grove and Simpson Meadow from June 9 to September 30, 2025. Specific requirements include mobilizing 8 pack animals with 1 packer and 1 packer assistant for camp setup and movement, conducting weekly resupplies with 4 pack animals and 1 packer, and managing camp demobilization.

The total contract scope encompasses 160 Pack Animal Days, 27 Packer Days, and 11 Packer Assistant Days. The contractor must supply all animals, tack, pack equipment, veterinary and farrier care, transportation, livestock feed, and personnel necessities. Key operational constraints include carrying up to 120 pounds per pack animal, delivering loads within 200 yards of maintained trails, potential limited grazing availability, and strict wilderness use regulations. Payment will be made on a per-Packer-Day and per-Pack Animal-Day basis, with flexibility for negotiating additional services based on changing project needs.

Description of Work:

Due to the remote location of some wilderness camps, overnight stays in the wilderness will be required. For each trip the Contractor must factor this into their quote. The actual dates are flexible, but the project duration will be approximately mid-June to late-September.

The Contractor is to supply all animals, tack, pack equipment, packing tools, veterinary and farrier care, vehicle transport, stock packing personnel, livestock feed, and all other items needed for performing all the work outlined in this contract. When overnight stays are required, the Contractor must be able to supply their own bedding, food, and shelter for their packers staying in backcountry locations.

All Contractors traveling in or overnighting in Kings Canyon National Park will follow the SEKI wilderness, camping and stock use requirements. Specifically, SEKI group size limits, camping restrictions, and grazing regulations. These regulations may be found at http://www.nps.gov/seki/planyourvisit/stockuse.htm

One Pack Animal will carry up to 120 pounds of material packed to a destination, with or without a load on the return trip. Two Pack Animals will carry no less than 150 pounds and no more than 300 pounds, and so on. (Example: 250 pounds of material packed to Glacier Valley and 100 pounds packed back on the return trip would be billed as two Packer-Days and four Pack Animal-Days.)

A single packer will lead up to 5 pack animals on a given trip. For 1-5 pack animals to be worked, one packer may be billed; for 6-10 pack animals worked, two packers may be billed; for 11-15 pack animals, three packers may be billed.

Pack trips may be contracted to deliver loads to locations in the contract area that are legally accessible to pack animals. Camp delivery locations will typically be within 200 yards of the maintained trails to established camps. Materials, tools or supply deliveries may be contracted for any point along the trail.

Grazing may or may not be available for pack animals; depending on SEKI meadow restrictions and other grazing that has occurred during the open grazing period. Upon request, and on a trip-by-trip basis, the C.O.R. (Contracting Officer’s Representative) will inform the contractor about the availability of grazing or current restrictions. If grazing is limited or not available, extra packing will be contracted to pack feed at a rate of 15 pounds of feed per-pack-animal-per-night.

The NPS will estimate pack trips at least one week in advance. At the time of scheduling, the NPS will specify the expected wilderness delivery location, the estimated number of packers and pack animals needed (plus or minus one pack animal).

The NPS may stage items at the pack station the day before the scheduled resupply before C.O.B. (Close of Business).

No single item to be packed will be longer than 5 Feet, with the possible exceptions of shovels and telescoping pole saws. No single item will be heavier than 60 pounds (e.g. a sack of Portland cement).

Tools and supplies will be identified by the NPS crew by paper list in hand or InReach text communication in a timely manner to the contractor before the weekly resupply.

The NPS will not be able to provide staging areas in the front country. The contractor will be responsible for acquiring tools, equipment, fuel, food, and mail for contracted trips at agreed upon locations or a pack station before each pack trip.

The NPS will communicate with contractor to establish appropriate backhaul pickup locations.

The contractor is responsible for safely and appropriately storing food in sanitized and secure containers (freezer/refrigerators/coolers/ice) for perishable goods in the interim time between grocery delivery and camp resupply.

The contractor will be responsible for transporting a weekly grocery list (as necessary) from camp locations after resupply and for delivering the food order in a timely manner to a NPS representative. The appropriate email address/phone number will be provided.

Payment will be made on a Per-Packer-Day and Per-Pack Animal-Day basis, per the attached price sheet.

When overnight trips are required, the cost will reflect multi-day round trips.

Additional days, alternate locations, trips, or animals can be negotiated between the Contractor and the C.O.R. dependent upon changing needs and will follow the Per-Packer Per-Day/Per- Pack Animal Per-Day cost agreed upon by the granting of the contract and the Contractor’s availability or capability to provide additional services.
