About this file

This Scope of Work (SOW) details a federal contract for replacing the air handler and upgrading controls at the Lowell Technology Center (LTC), a tenant space in a historic building owned by Peabody Properties/Market Mills. The project involves removing the existing 10-ton 1980's Trane Air Handler Unit (AHU) and replacing it with a new 6-ton AC-3 unit with energy recovery, plus adding a 3-ton mini-split system adjacent to the studio video control room. The work requires preserving historical architectural elements, using existing heating loop infrastructure, and integrating new building automation system controls with the existing Trane building system.

Key requirements include providing high-energy efficient fan coil units with MERV 13 filters, obtaining a building permit from the city of Lowell, performing summer and cooling cycle commissioning, and providing a one-year warranty for labor and parts. The contractor must carefully navigate installation within the historic structure, with specific guidelines for fastening to masonry walls, timber beams, and wood plank flooring. Submittals include an Accident Prevention Plan, Quality Control Plan, schedule, electrical and HVAC mechanical drawings, and a list of superintendents and major subcontractors. The estimated contract value ranges between $250,000 and $500,000, with a site visit scheduled for June 3, 2025.

LOWE 328040 Replace Air Handler and Upgrade Controls at LTC

SCOPE OF WORK

The current Lowell Technology Center (LTC) is a tenant in a space leased from the Lowell National

Historical Park. The building owner is Peabody Properties/Market Mills. The building is historic. While there is no Historical Structures Report for the Lowell Manufacturing Facility (Market Mills), interior loadbearing, historical fabric, timber beams and posts are not adversely impacted by this cyclical upgrade.

The building has a sprinkler system. The building is oriented on an east west axis, with the second-floor mechanical room adjacent an exterior wall on the north side of the building (facing the street). The floor to ceiling height is approximately 106” (8’-10”). The current AHU (Air Handler Unit) brings in fresh air from a horizontal duct, with a combined window/louver at an existing masonry opening. The exterior air supply duct shall be reutilized, and connections shall be made to existing ducting.

Heating loop is existing and shall be utilized. The circulator pumps for the heating loop are in Market

Mills building and are fairly new along with the boilers that supply the loop.

This project is to remove and replace in kind the existing 10-ton 1980’s Trane AHU (SAUA-C106-D) with 48” x 32” fresh air intake and replace it with a new 6-ton AC-3 with energy recovery and add a new

3 ton mini split adjacent the studio video control room (also on the second floor) to balance the needs of the control room and equal the overall existing tonnage of the existing unit. This mini split shall have a new exterior wall mounted condenser on the south side façade. Existing power is 208v/60 HZ/3-phase, available with circuit space at the nearest sub-panel. The contractor shall confirm power and provide as necessary items needed to make new the system operational. An alternate replace in kind design can be proposed but shall exceed the design requirements of the existing system (10% more efficient and cost beneficial). Provide high energy efficient fan coil units and controls systems supported by a minimum of

MERV 13. All necessary equipment, pipes, insulation, valves, pumps, fans, meters, strainers, stainless steel pan, condensing drain piping, vibration isolating pads, steel frame support if needed, all parts listed or unlisted as needed for a newly complete functioning system shall be provided. The existing fire alarms shall be integrated with the new system.

Provide building automation system controls (connect to existing Trane building system). This shall consist of network controllers, building control units (BCU), programable control module (PCM) and other electronic control devises. These devises control building temperatures, heating and cooling loops, fresh air system and other components that make up the complete HVAC system and controls. New Trane network controllers will allow the building HVAC systems to be connected and controlled from several desk top locations in the park.

Method and means to replace the unit is at the discretion of the contractor, but it is envisioned that an adjacent exterior louver can allow the removal and installation of the new air handler. This is above a sidewalk at Market Street. Historical fabric shall be respected, and stipulations followed, found at the bottom page in this scope of work.

After the Contracting Officer accepts the design, the approved submitted equipment shall be ordered and installed. A building permit is required from the city of Lowell. Provide summer and cooling cycle commissioning and provide a report. Provide a one-year warranty for labor and manufactured parts. The old unit and associated parts shall be demolished or recycled and removed disposal manifest to be provided.

Work to meet 2024 International Mechanical Code, NFPA 70 National Electrical Code, and the 2024

International Existing Building Code. Provide manufacturer’s warranty and one year for labor and parts.

The leasing tenant will occupy the building during rehabilitation work.
