About this file
This is a Brand-Name Justification for an Exception to Fair Opportunity filed by the Department of the Interior's Interior Business Center on behalf of the U.S. Access Board (USAB).
The justification supports awarding a Firm Fixed Price task order to Microsoft for Microsoft Enterprise Licensing Subscription services. USAB requires Microsoft 365 for 508 capabilities and uses it across the agency for emails, cloud-based storage, productivity applications (Outlook, Word, PowerPoint, Teams, SharePoint), and records management. The specific products and services include Microsoft Office 365 E5 Plan, Microsoft Azure services, Teams Domestic Calling Plan, Azure Monetary Commitment, Power Automate, Visio P2, and O365 Extra File Storage. The base year performance period runs from August 1, 2026 through July 31, 2027, with two one-year option periods (OY1: August 1, 2027 – July 31, 2028; OY2: August 1, 2028 – July 31, 2029). The contract covers quantities ranging from 1 to 1,500 units across various subscription types and add-ons for base year and option items. The justification asserts that switching to an alternative platform would inhibit USAB's ability to execute core functions and require retraining of staff. The contracting officer (Robert L. Brewer) determined the anticipated price to be fair and reasonable based on expected competition, independent government cost estimate, historical pricing information, and published price lists. USAB commits to monitoring the commercial marketplace for compatible alternatives and conducting competitive procurements for future subscription needs.
