3. The rationale or circumstances for limiting competition.
The geosynthetic material can only be purchased thru their network of distributors and Presto Geosystem has only one (1) distributor in Southern California, located in Anaheim, CA.
Around 2012, our first time using geosynthetic material for low water crossing application to save money instead of the usual concrete structure. It was a laborious process because we had to manually hammer in the J-hooks (Figure #1) into the ground to secure the panels and the panels were stapled together. Next, it was #4 rebar (Figure #2: C) cut to 18” in length with plastic cab to secure the panels, using impact hammer to drive the rebars into the ground.
The market has two systems manufactured by two different manufacturers, which we have both used on past projects. Geo Products, LLC comprise of enviroclip twist anchors with zip ties (Figure #2: A) and using power cordless drill to drive in the anchors, while Presto Geosystem comprise of stakes and keys (Figure #2: B) and using impact hammer to drive in the stakes.
The desert site conditions are harsh. The crew will be working in the middle of summer where temperature is well over 110 degrees by 11am. The most efficient way to construct nine (9) low water crossings along 5 miles stretch of Wash Road is using the Presto Geosystem with stakes and keys. The ground is so hard where an impact hammer connected to a generator is the only viable option for health and safety reason of the crew, also, most expedient.
