Section C - Descriptions and Specifications

REQUIREMENTS

DESCRIPTION OF REQUIREMENT

LICENSE FOR COST DATA

Background:

The Engineer Research Development Center (ERDC) Sustainment Management Systems (SMS) products are engineering-based asset lifecycle management solutions developed by ERDC-Champaign (CERL). The SMS program at CERL is responsible for the research and development of new methods and tools to allow Federal, Department of Defense (DoD), and Component facility managers to efficiently, objectively, and with repeatability develop, deliver, and maintain facilities to meet their occupants' requirements. BUILDERTM is a web based software tool within the SMS suite that has been recognized by the National Academies of Science as a best-in-class practice for infrastructure management. BUILDERTM uses enterprise-level business rules to assess the overall condition and functionality of the current infrastructure and provide a single, rules-based approach to inform capital infrastructure renewal decisions based on current and predicted system conditions.

Requirements:

The SMS team has a requirement to acquire a license to an existing, commercially available building component unit replacement cost dataset for use in the BUILDERTM SMS application to generate estimates of component-level repair and replacement work actions and to aggregate condition index metrics. The Contractor shall provide a cost dataset that is commercially available for use within the federal building construction and facility management industry for building repair and renovation projects and is readily available to import into the existing standardized BUILDERTM SMS component inventory schema in accordance with this contract. The dataset shall provide an accurate and current unit replacement cost for each component in the standardized BUILDERTM component catalog. The Contractor shall include a license for import, storage, and use of the cost data directly in the BUILDERTM software for a DoD building portfolio currently in BUILDERTM that encompasses 1.3 billion square feet (SF) of building assets, up to a maximum of 2.2 billion square feet over the five (5) year life of the contract. The component cost data shall be applicable to a wide range of building types including industrial, administrative, and specialized operational facilities. The Contractor shall update the unit costs no less than annually to reflect current market conditions for building construction materials, equipment, and labor used in building maintenance and repair, restoration, and modernization. In addition, the Contractor shall include the addition of up to 200 catalog items to the unit cost dataset annually. Within thirty (30) days after award, the Contractor shall provide the cost dataset in electronic form for the government to import directly in the BUILDERTM software with a license for the use of the data for a period of one (1) year and the option to renew the license for an additional four (4) years. The Contractor shall provide the cost data and license to meet the following requirements:

· Provide accurate and current replacement unit cost data for all items in the BUILDERTM component catalog (available at: https://support.sms.erdc.dren.mil/downloads/files/builder-component-catalog-xlsx) within thirty (30) days after award.

· Cost catalog line items shall be maintained to reflect current conditions.

· All current replacement unit cost line items shall be updated a minimum of annually to reflect current market conditions for building construction materials, equipment, and labor used in building maintenance and repair, restoration and modernization.

· The Contractor shall provide current unit replacement cost data for up to two hundred (200) additional catalog items that may be added to the BUILDERTM component catalog each year. The Contractor shall review a current copy of the BUILDERTM catalog not more than sixty (60) days prior to expiration of the current term of the license to ensure any additional items are included in the dataset for the subsequent option year, if exercised.

· Provide license for cost data with the capability of storing and using the cost data in electronic form directly in the BUILDERTM software.

· Provide license for a period of 1 year for use of the cost data for up to 1.4 billion square feet (BSF) of building assets.

If options are exercised, the license shall be as specified in the option modification and the schedule in Section B. Reference FAR Clause 52.217-9 in Section I regarding the preliminary notice of intent to exercise option. If a notice is sent in accordance with the clause, the government will notify the contractor of the square footage under management in BUILDERTM at that time to identify the appropriate tier pricing for the pending option. The government will also provide a link to the current BUILDERTM catalog at that time. The Contractor shall review any additional items added to the catalog and include them in the update to the dataset and license for the subsequent year.
