1.0 Background

The outdated, audio-visual (AV) equipment at Lava Flow Campground in Craters of the Moon National Monument and Preserve (CRMO) needs to be updated. The updated AV equipment shall be utilized at any time of the day in the outdoor, open amphitheater. The AV shall be more energy efficient.

The speakers and amplifier have not been replaced in over fifteen years. The digital projector was replaced in 2007 and is minimally compatible with NPS laptops. Components of the AV equipment have failed while interpretive programs have been occurring, causing the NPS staff member to pause programs to trouble-shoot issues. The failing AV equipment need to be replaced to ensure that visitors can experience evening programs.

The purpose of this contract is to provide updated AV equipment for the open-air amphitheater at the Lava Flow campground at CRMO.

A. Background Materials

Attachment A - National Park Service Standard Specifications for Audiovisual

2.0 Scope

The contractor shall provide all labor, materials, tools, and services necessary to plan, design, develop, and install a complete and working outdoor AV system for an existing open-air amphitheater in accordance with Attachment A entitled “National Park Service Standard Specifications for Audiovisual Presentation Systems and Equipment.” Attachment A also contains a list of acronyms used throughout this document.

3.0 Objectives

At the completion of the project Craters of the Moon National Monument and Preserve will have updated AV equipment for the open-air amphitheater at the Lava Flow campground. The contractor will install new outdoor rated display, update speakers, replace microphone system, and upgrade associated technologies to make the AV equipment work.

4.0 Tasks

The open-air amphitheater, located near the Lava Flow campground, contains a rectangular shaped room called the backstage. The backstage, 20 feet wide and 20 feet deep, is in front of the amphitheater stage. The mounted AV equipment is in the backstage. The contractor shall replace, rewire, and augment existing cables and equipment throughout to enable UHD video and 5.1 audio. Unused equipment and cables shall be removed from the system and returned to the Government.

A. The current AV projector system is a Panasonic OLP Projector. The Projector sits on top of a cabinet about 4 feet high and projects onto a wooden screen painted white. The current screen has an aspect ratio of 4:3. Throw distance from the projector to the screen is 18 feet. The contractor shall:

1. Provide a new outdoor rated display. OHN Series 85" Samsung (Quantity 1)

2. Provide mounted to the swivel wall, Chief X-Large FUSION Micro-Adjustable

Tilt Wall Mount. (Quantity 1)

3. Provide and install a surge unit for the projector (Quantity 1)

B. Currently audio and video source selection is accomplished using a receiver and a switcher. The contractor shall provide and install a UHD surround receiver to manage source and audio selection for all sources.

1. The receiver shall have a minimum of seven HDMI inputs, two HDMI outputs, Dolby Digital Surround, HDMI input, and balanced and unbalanced preamplifier line outputs. (Quantity 1)

2. The contractor shall customize the receiver output display to readily identify which display source is selected.

3. Audio system that can be easily set up and taken down.

C. There are currently two speakers mounted on the backstage. There is an existing amplifier and microphone.

1. The contractor shall provide and install two, one left side and one right side, speakers to augment the left and right surrounds. Mounting of the speakers shall be identical to the existing speakers.

2. The contractor shall reconfigure amplifier outputs to accommodate the portable speakers and an audio de-embedder. Extron HAE 100 4K HDMI Audio De-Embedder.

D. The system currently utilizes a portal laptop to connect to the projector to project presentations.

1. The laptop shall remain available for use with new system.

E. The public address system consists of two wireless microphones. These are independent of the AV system

1. Contractor shall verify operation.

2. If not operational, contractor should replace, and new system shall be compatible with older system.

F. The systems shall be operated by non-technical staff in the summer months.

1. The contractor shall configure the system so that equipment can stay year-round in the backstage building with no climate control.

2. If equipment needs to be removed seasonal, the equipment is easy to move and reestablished during the next summer season by non-technical staff.

5.0 Delivery

The contractor shall be responsible for all travel necessary to address the project needs. The contractor shall meet with the COR or their designated representative, be oriented to the site, review available documents and drawings, and meet with park staff.

All deliverables shall be shipped Free On Board (FOB) Destination, within Consignee’s premises, with all shipping and transportation costs prepaid. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.

The contractor shall perform all work in accordance with Attachment A - Standard Specs for AV and furnish the following deliverables:

A. COR Deliverables:

1. Post award trip report.

2. Audiovisual equipment submittals.

3. Photographs of installation.

4. Operations manuals.

5. Equipment manuals.

B. Closeout package and Equipment Delivery and Installation (including equipment removed from service):

6.0 Government-Furnished Property

The contractor shall be responsible for security and protection of all government-furnished property or materials provided in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property not incorporated into the exhibit.

7.0 Security

The Contractor shall perform system adjustments with and under the direction of the COR. The adjustments shall take place after the systems are fully complete and operational in all aspects.

The Contractor will be allowed to enter the park fee-free and will have access to park’s amphitheater without escort.

8.0 Place of Performance

The effort shall be accomplished at the Contractor’s facility. The Contractor will deliver the AV equipment to the park and install the AV equipment at the at Lava Flow Campground in Craters of the Moon National Monument and Preserve.

9.0 Warranty

The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of one year. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.

If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.

Action may include but is not limited to:

A. Placing all work into satisfactory condition.

B. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and

C. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.

D. Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.

E. In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.

F. If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B. point or the point of acceptance) to the contractor’s plant and return to the place of delivery specified in the contract. The contractor shall also bear the responsibility for the work while in transit. The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.

10.0 Period of Performance

The NPS anticipates a period of performance period starting in August 2023 and ending January 2024, including final review and approval.
