PERFORMANCE-BASED WORK STATEMENT (PWS)
CERC JANITORIAL SERVICES
I. GENERAL INFORMATION
a. INTRODUCTION. The Department of the Interior (DOI), U.S. Geological Survey (USGS), Columbia Environmental Research Center (CERC) 4200 New Haven Road, Columbia, MO 65202 requires clean and healthy working conditions at the facility. CERC requires a contractor to work independently to provide janitorial services throughout the facility in accordance with the Performance-based Work Statement (PWS). All services shall be done between 2:00 PM and 4:30 PM CT, Monday through Friday (except federal holidays), unless agreed otherwise, and in accordance with the attached work schedule.
b. BACKGROUND. The Columbia Environmental Research Center (CERC) conducts research needed to address national and international environmental contaminant issues and effects of habitat alterations on aquatic and terrestrial ecosystems. The A3 Main Building at the CERC is a 34,019 square foot research laboratory building that houses several research laboratories, office space, and a 6,000 square foot research wet laboratory.

d. SCOPE. The Contractor shall provide all labor, travel, administration, supervision, supplies, and equipment (except those items specifically provided by the Government as referenced in this document) to perform janitorial services at the CERC. Performance shall be in strict accordance with all terms, conditions, general and special provisions, and attachments contained in this contract or incorporated by reference.
Standard janitorial practices and proper use of cleaning materials and equipment are required. This work shall include the cleaning of CERC buildings in accordance with Attachment 2 Task Schedule to include A3, R1, and Tech Center Building, reference Attachment 3 for common area square footage. ALL LABORATORIES AND FISH HOLDING AREAS ARE OFF-LIMITS TO CONTRACTOR PERSONNEL. The work shall also include coordination and communication with the on-site Contracting Officer Representative (COR) to report emergency issues, organize schedules, order supplies and equipment, and arrange for cleaning of occupied spaces and on-the-spot needs.
All work shall be accomplished in such a manner as to ensure clean, safe, and reliable product. All work shall conform to the requirements of the Occupational Safety and Health Administration (OSHA) and shall be in keeping with the standard practices of janitorial services. The quality of the workmanship, including all materials, shall comply with applicable Federal specifications.
II. TECHNICAL REQUIREMENTS
a. The Contractor shall deliver the following tasks at the required standards:
i. Task 1: The Contractor shall clean hard surfaces in general, office, and lobby spaces.
1. Standard:
a. Door handles, doorknobs, countertops, light switches and stairway/hallway rails shall be wiped down with disinfecting cleaning wipes or disinfecting cleaner approved for use on applied surfaces.
b. Hard floors shall be free of removable spots, stains, soiled traffic pattern(s), dirt, debris, gum, and crusted material. Dry or damp-mopping shall be used to remove dirt and soil without damaging or causing rapid deterioration of the carpets, rugs, and hard floors being serviced. When damp- or wet-mopping, the Contractor shall use neutral soap solutions. Floors shall be dried after wet mopping to prevent any standing water from being absorbed by floor material or seeping into seams of the floor covering. Mop water splashed on baseboards, doors, furniture, and equipment shall be removed immediately; special care shall be used in mopping stairs to prevent water from dripping or creating any slip hazards. The Contractor shall move any furniture or appliances necessary to complete the tasks and replace when work is completed.
2. Deliverable:
a. The Contractor shall deliver clean spaces as provided in the attached schedule.
ii. Task 2: The Contractor shall clean restrooms.
1. Standard:
a. Restrooms shall be cleaned with a disinfectant cleaner. Washbasins, counter tops, and dispensers shall maintain a high level of luster, if applicable, and be free of dust, mold, mildew, streaks, rust, and encrustation. The commode seat, urinals and all adjoining fixtures shall be rinsed and wiped dry upon completion of cleaning. A neutral soap solution or commercial product specifically made for the cleaning purpose shall be used; stubborn stains shall be removed with a mild non-abrasive cleaning product. After washing, fixtures shall be rinsed with clear water and dried thoroughly. Partitions, doors, vents, sills, and walls shall be free of dust, and dirt. The full surface area of all stall partitions, doors, and waste receptacles shall be damp wiped with a disinfectant cleaner.
b. NOTE: A special set of sponges, cloths, brushes, etc. shall be used for cleaning toilets and urinals and SHALL NOT be used for cleaning any other portion of restroom facility. Toilet/urinal cleaning materials shall be clearly marked for those purposes and shall not be used for other purposes.
c. The Contractor shall re-supply restrooms so that supplies do not run out. This includes but is not limited to: toilet paper, paper towels, toilet/urinal deodorant cakes, and hand soap. Adequate quantities of dispenser supplies shall be available at all times, including weekends and holidays. Sanitary napkin disposal containers shall be emptied, cleaned, disinfected, and lined daily. Restrooms shall be free of discarded material and waste receptacles shall be emptied daily. Trash shall be collected and put in the dumpster outside. Waste receptacles shall be lined and kept relatively free of trash, dirt, stains, and debris. Flooring and base molding shall be free of dirt, debris, all types of marks, and foreign matter; flooring shall be damp mopped using disinfectant cleaner.
d. Fixtures shall be free of smudges, marks, spots, or unsightly discoloration. Toilet bowls and urinals shall be de-scaled, and the entire surface shall be free from streaks, stains, scale, scum, urine deposits, and rust stains. Floors shall be free of visible loose dirt or streaks, scuff marks, heel marks, other stains and discoloration, and mop strings. Corner, crevices, moldings, and ledges shall be free of all dust and dirt. Flooding of floors shall be avoided at all times. Surfaces shall be left dry. Sufficient supplies shall be provided to meet usage.
e. The Contractor shall identify any malfunctioning, broken, missing, or unusable toilet equipment such as soap dispensers, towel dispensers, or other maintenance requirement(s) to the COR for maintenance services or replacement and installation.
2. Deliverable: The Contractor shall deliver clean restrooms as provided in the attached schedule.
iii. Task 3: The Contractor shall clean all common areas to include drinking fountains, kitchens, entrances, and patio.
1. Standard:
a. Kitchens and break rooms shall be free of obvious dirt debris and extraneous matter. Trash shall be collected daily and placed in the dumpster outside. Trash containers shall be lined and kept free of trash, dirt, stains, and debris. Refrigerators, counters, furniture, and sink surfaces shall be cleaned daily with a disinfectant cleaner. Surfaces shall be free of dust, dirt, mold, mildew, streaks, rust, and encrustation. Molding shall be free of dirt, debris, and all types of marks. Flooring shall be free of dirt, debris, foreign matter, and damp mopped using a disinfectant cleaner.
b. Patio area outside Building A3 Lunchroom shall remain free of trash at all times. Trash receptacles shall be emptied and cleaned daily. Doors, stoops, and vestibules shall be cleared of debris. Door handles and plates shall be free from tarnish, streaks, stains, and hand marks. Walk-off mats shall be appropriately placed and free of soil and grit, with no moisture or grit underneath.
c. Floors shall be clean and free of trash and foreign matter with no dirt or dust left in corners, crevices, molding, and be free of streaks, and mop strand marks.
d. The Contractor shall empty all wastebaskets, recycling receptacles, and other trash containers within the area and return them to their initial locations. Trash containers shall be odor free and contain clean plastic trashcan liners. Boxes, cans, and papers that are placed near a trash receptacle and marked “TRASH” shall be removed by the Contractor. The Contractor shall pick up any trash that may fall in or around the facility or grounds during the removal of collected trash. The Contractor shall deposit the trash in an outside trash collection point in such a manner as to not have trash spilling or blowing out. The Contractor shall remove all trash, including the boxes, resulting from replacement of various special occasions, such as office staff moving from one building to another, delivery of a large amount of supplies, furniture, or equipment. Trash receptacles shall be emptied daily, and new plastic bag liners installed when emptied. Mixed paper, corrugated cardboard, and glass are currently recycled; other items may be added due to further regulations. Containers will be supplied by the Government.
e. The Contractor shall wash all drinking fountains with a neutral soap solution, rinse with clear water, wipe dry with a clean cloth, and polished with stainless steel cleaner.
2. Deliverable: The Contractor shall deliver clean commons areas in accordance with the timeliness described in the Cleaning Schedule.
iv. Task 4: The Contractor shall clean general, office, and lobby spaces.
1. Standard:
a. Conference rooms, lobby, library, mail room, corridors, and entranceways, shall be free of surface dust, dirt, debris, carpet stains, trash, streaks, and smudges, and present an overall appearance and smell of cleanliness. Horizontal surfaces fewer than 70 inches shall be free of dust, dirt, oil spots, or smudged surfaces. Trash shall be collected from all receptacles outside of office areas and placed in the dumpster outside. Federal employees will place their office trash receptacles in the hallway for trash removal when needed. Receptacle trash bags will be removed and a new one replaced in it when needed. Boxes or cartons whether empty or full of discarded materials that have been placed alongside the regular waste receptacles or marked as trash shall be removed with other wastes. Mixed paper, corrugated cardboard, and glass are currently recycled; other items may be added due to further regulations. These separated materials are to be disposed of in their proper receptacles. Trash containers shall have new plastic liners and be kept free of trash. Molding shall be free of dirt, debris, and all types of marks.
b. Door handles and doorknobs on all doors, all countertops, light switches, stairway and hallway rails and all common hand contact surfaces and fixtures shall be wiped down with disinfecting cleaning wipes or disinfecting cleaner approved for use on surface materials.
c. The Contractor shall vacuum all ventilation grilles and outlets, per the Task Schedule, using a vacuum and attachments. Unusually dirty grilles shall be damp-wiped clean.
d. Carpets, rugs, and hard floors shall be vacuumed and/or floor scrubbed as needed. Flooring shall be free of removable spots, stains, soiled traffic pattern(s), dirt, debris, gum, and crusted material. Equipment used shall remove dirt and soil without damaging or causing rapid deterioration of the carpets, rugs, and hard floors being serviced. When damp- or wet-mopping, the Contractor shall use neutral soap solutions. Floors shall be dried after wet mopping to prevent any standing water from being absorbed by floor material or seeping into seems of the floor covering. Mop water splashed on baseboards, doors, furniture, and equipment shall be removed immediately; special care shall be used in mopping stairs to prevent water from dripping. The Contractor shall move any furniture necessary to complete the tasks and replace when work is completed.
2. Deliverable: The Contractor shall deliver clean offices as provided in the attached schedule.
v. Task 5: The Contractor shall provide floor buffing, stripping, and waxing.
1. Standard:
a. The Contractor shall completely remove all old wax by machine scrubbing. Stubborn and hard to remove wax coating shall be removed. Baseboards shall be cleaned thoroughly during this operation. Immediately after stripping the floors, the Contractor shall accomplish floor waxing. After thorough cleaning, drying, and freeing the floors of all residues, a coating of wax shall be applied and buffed. A second coat of wax shall be applied and buffed within twenty-four (24) hours.
b. The Contractor shall move desks, cabinets, and other furnishings as necessary to facilitate a complete and uniform application; the Contractor shall replace any moved desks, cabinets, and furnishings upon completion and/or prior to the next working day. Water emulsion and resin emulsion floor waxes that conform to General Services Administration specifications and are certified as a non-slip floor finish may be used. Application of excessive amounts of wax shall be avoided. Sufficient wax shall be applied to form a complete and thorough protective coating. Floor wax shall have a carrying vehicle, which is non-combustible.
c. The Contractor shall buff all floors, as determined by the Task Schedule. Before buffing, the floors shall be free from dust, dirt, and foreign matter, and thoroughly dried. The buffing machine shall be operated so as not to mar furniture, baseboards, and fixed objects. Floors shall be buffed sufficiently to assure an even coating of wax and present a luster without brush marks. Touch up waxing and buffing in heavy traffic areas such as corridors, entrances, foyers, and doorways shall be accomplished in routine operations to ensure a consistent protective coating and a well-kept appearance.
2. Deliverable: The contractor shall deliver waxed and highly buffed floor surfaces as directed in the Task Schedule.
vi. Task 6: The contractor shall clean glass surfaces.
1. Standard:
a. Clean vestibule interior and exterior glass; this shall include all entrances and the Building A3 patio. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter. All stains will be removed including metal frames and doors.
2. Deliverable: The contractor shall deliver clean glass surfaces as directed in the Task Schedule.
III. GENERAL REQUIREMENTS
a. Work Schedule/Hours of Operation
i. The CERC normal facility business hours are 7:00 AM to 4:30 PM, Monday thru Friday. The Contractor shall arrange his/her work to avoid interference with the normal occurrence of Government business.
ii. All work schedules shall be submitted to the Contracting Officer’s Representative (COR) for approval.
iii. Whenever services have been scheduled on the date a holiday occurs, such services shall be performed on the following working day.
iv. In no event shall the Contractor change approved work schedules without prior consent from the COR.
v. Janitorial Services shall be provided 5 days each week, Monday through Friday, (except Federal holidays and emergencies). Prior approval of the CO is required before any work may be performed on weekends or Government holidays.
vi. All cleaning shall be done between 2:00pm and 4:30pm, Monday through Friday (except holidays), unless agreed otherwise, and in accordance with the attached work schedule. The following exceptions do apply: stripping, rewaxing, buffing, shampooing, or steam cleaning of floors and carpets shall be accomplished in all areas on Fridays after 4:30 pm, Saturdays, or Sundays but only after giving two (2) weeks advance notice to the COR.
vii. The Contractor shall designate in writing the Contractor’s Representative, (foreman, superintendent, or manager) as the on-call point of contact who must establish and maintain a notification or communication system so that information can be conveyed to the Contractor from the Government on a 24-hour basis, seven (7) days a week.
viii. Prior to beginning work, the Contractor’s Representative shall designate, in writing to the CO and to the COR, a representative who shall supervise the work and be available on-site at all times when work is being performed.
ix. The Contractor’s Representative shall direct the Contractor’s work force and operations in strict accordance with the PWS requirements. The Contractor’s Representative shall be empowered with sufficient authority to enable him/her to meet conditions that arise in the day-to-day operations without undue delay.
x. When the Contractor's Representative is temporarily unavailable to manage the contract effort for a period longer than 72 hours, including absences due to vacation or illness, the Contractor shall provide to the COR a written designation of an alternate representative, itemizing any limitations in the alternate's authority. An equally qualified alternate representative shall be provided to act on behalf of the supervisor during his/her temporary absence.
xi. The Contractor Representative and alternate shall be designated as key personnel and be able to read, write, speak, and understand English, and have full authority to act for the Contractor. The Contractor shall provide the telephone number of the Contractor Representative and alternate to the CO within ten calendar days after award of the contract.
xii. The Contractor shall immediately notify the COR and CO in writing when a decision to terminate the Contractor Representative, the alternate representative, or an employee has been made.
b. Quality Control Program (QCP)
i. The Contractor shall establish a quality control program to assure the requirements of the contract are provided as specified. Copies of the Contractor’s QAP shall be provided to the CO or COR at a pre-performance conference. This program shall include, but will not be limited to the following:
1. An inspection system covering the services stated in the Task Schedule section. It must specify the areas to be inspected on a scheduled or unscheduled basis and the title of the individuals who shall perform the inspections.
2. A method for identifying deficiencies in the quality of services performed before the level of performance is unacceptable and for proposing any corrective action to be taken.
3. A method shall be included to ensure that all keys and security access badges issued to the Contractor by the Government are not lost, misplaced, and not used by unauthorized individuals. (7. Key Control, below applies)
4. A file of all inspections conducted by the Contractor and any corrective actions taken. This documentation shall be made available to the Government at all times during the term of the contract. This file shall be the property of the government and shall be turned over to the CO or the COR within ten (10) days after the end of each calendar quarter or upon end and/or termination of this contract.
5. Include a customer complaint feedback system for correction of complaints. All customer complaints shall be answered, and all necessary corrective actions taken within one workday, unless otherwise approved by CO or COR by written notice.
ii. The Government will monitor the Contractor’s performance under this contract. Each phase of the services provided under this contract is subject to Government inspection during both the Contractor’s operations and after completion of the tasks. The Government’s Quality Assurance Program (QAP) and the Government’s Quality Assurance Surveillance Plan (QASP) are not a substitute for a QCP by the Contractor.
c. Operation Management Plan
i. The Contractor shall establish and maintain an Operation Management Plan and update with each option period. At a minimum the Operation Management Plan shall include:
1. A schedule shall indicate the time of day, the type of work to be performed and its frequency of performance (daily, weekly, monthly, quarterly, semi-annually, and annually). Also, the schedule shall indicate which day weekly activities are performed.
2. A list of chemicals and compounds along with the required compliance with manufacture use and compliance with local, state, and federal regulation. No chemical or cleaning compounds or combination of chemicals or compounds shall be used that will damage, weaken, or discolor floors, floor coverings, woodwork, or furniture. Any cleaning or waxing material or combination of materials that do not comply with fire regulations shall not be used nor shall they be permitted in any building, or any area covered by this contract. All cleaning supplies requested for use are subject to COR approval.
3. An understanding of all the areas to be worked.
4. Supervisor/Manager and employee lists and responsibilities.
5. Employee conservation practices i.e., the mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by Contractor employees; lights shall be used only in areas at the time when work is being performed; water faucets or valves shall be turned off after the required usage is complete; lights and fans turned off when not in use.
6. Maintenance and Out-of-Order control measures: i.e., the Contractor shall notify the COR whenever a building deficiency is identified (e.g., chemical spill, leaking pipe, stopped up sink, power outage, doors or other equipment appear to be working improperly) and post an Out of Order sign.
7. Personnel owned property control measures: i.e., the protection measures pertaining to articles of personal or monetary value found by the Contractor’s employees are turned into the COR.
8. Key Control Program - the Contractor shall establish and maintain effective control of keys and Government issued personal identity verification (PIV) cards.
9. Hazard Communication Training - the Contractor shall establish and conduct an effective Hazard Communication Training for Contractor and Contractor employees.
d. Consequences of Non-performance and Unsatisfactory Work
i. The Government will give the Contractor written notice of deficiencies via a Contract Discrepancy Report (CDR) whenever required services are not performed or the quality of work does not conform to the specifications of this contract. Repeated instances of “non-performance” or “unsatisfactory” work may be grounds for termination or default of this contract.
e. Contractor Personnel
i. All work under this contract must be performed by personnel who are experienced and completely qualified to provide professional janitorial services as required by the specific tasks.
ii. The Contractor or designated representatives must be present on the job site at all times when work of this contract is being performed. The Contractor or designated representative shall receive and respond to instructions from the CO or his/her representative regarding work scheduling and contract compliance. Each employee shall be furnished with written instructions by the Contractor, which shall include operational procedures, frequency schedules, security procedures, and other information pertinent to the satisfactory performance of assigned duties.
iii. On August 27, 2004, the President signed Homeland Security Presidential Directive – 12 (HSPD-12). The directive and subsequent implementation guidance mandates that all Federal employees and Contractors who are affiliated with an agency and who require access to federally controlled facilities undergo an identity proofing and registration process in addition to a background investigation in order to obtain a Personal Identity Verification (PIV) credential which is called the Smart Card. The Smart Card is the new Federal identification badge. To comply with this mandate, all Contractors working at CERC shall be required to complete this process.
iv. All employees of the Contractor shall wear a distinctive item of clothing with lettering and/or company patches of sufficient size to readily permit visible identification. Such clothing may be a shirt, coverall, or other uniform which must be worn at all times during duty hours.
v. Contractor substitute employees shall meet the necessary requirements as set forth in this Performance Work Statement at all times. Non-approved employees shall not enter the facility and shall not perform work for this contract. The CO or the COR shall be notified each time there is a change of personnel working in the Center. This notification shall be made before the employee starts work in the Center.
vi. The CO or the COR may require removal of an employee(s) from the performance of this contract. Any of the Contractor’s employees deemed incompetent, careless, insubordinate or otherwise objectionable, or whose continued employment is contrary to the public interest may be removed. The Contractor shall assure that all employees are well trained in the peculiarities of Janitorial Services prior to job placement. A general initial indoctrination of Contractor personnel to various facilities, systems, and requirements will be accomplished by Government personnel at the beginning of the contract. Thereafter, the Contractor shall be responsible for further training necessitated by personnel turnover or contract modification.
vii. The Contractor’s employees shall abide by CERC and Federal policies. Employees shall only park in visitor parking lot. Alcohol, drugs, and weapons are not allowed. Contractor employees shall refrain from disturbing papers on desks, or opening drawers or cabinets. The Contractor or employees shall not bring children or pets to the premises while the work is being performed.
viii. During completion of janitorial duties, the Contractor shall ensure all supplies are stored properly and all storage room doors are locked. All work, supplies, and equipment shall conform to the requirements set forth by the Department of Labor, Occupational Safety and Health Administration (OSHA). The Contractor shall take all necessary precautions for the protection of the work and safety of the public.
ix. The Contractor shall comply with the regulations governing the operation of premises which are occupied and shall perform this contract in such a manner as not to interrupt or interfere with the conduct of Government business.
f. Key / Access Badge Control
i. The Contractor shall establish and implement methods to ensure that keys and access badges issued to the Contractor by the Government are not lost, misplaced, or used by unauthorized persons. The Contractor will be issued keys, ID badges, and security codes by the Government for access to necessary entry areas at the time of contract award. All keys will be issued and listed on a key inventory sheet and signed for as received.
ii. The Contractor shall establish key assignment records and shall enforce quality controls for key control. No keys shall be duplicated. Upon completion, all keys shall be returned to CERC. Any keys not returned shall be charged to the Contractor at a cost of $100.00 each by deductions from amounts due to the Contractor.
iii. The Contractor shall report the occurrence of a lost key or ID badge immediately to the COR. In the event keys or badges are lost or duplicated, the Contractor shall, upon written direction of the CO, pay for re-keying or replacement of the affected lock(s) without cost to the Government. The Government may replace the affected lock(s) or perform-rekeying and deduct the cost of such from the monthly payment due the Contractor.
iv. The Contractor shall prohibit the use of keys or badges issued by the Government by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by the Contractor’s employees to permit entrance of persons other than the Contractor’s employees engaged in the performance of assigned work in those areas.
g. Hazard Communication
i. The Contractor shall provide employees with Hazard Communication training. Employees shall not begin working under this contract until completion of Hazardous Communication Training. Per OSHA 29 CFR 1910.1200 Hazard Communication Standard, this training also includes instruction on the appropriate handling of chemicals requiring a Material Safety Data Sheet.
ii. The Contractor shall perform this contract in a safe manner, observing any necessary safety precautions. The contractor shall promptly correct any condition that, in the opinion of the CO or COR, endangers the safety of personnel and/or property during the performance of this contract. Failure to observe this requirement may result in contract termination, with the Contractor liable for any such damages that may occur. The Contractor is obligated to perform a thorough inspection each working day of all areas to assure that all necessary safeguards relative to safety and fire hazards are being taken.
iii. The Contractor shall become familiar and require his/her employees to become familiar with the method of turning on a Fire Alarm. The Contractor and his/her employees shall be cognizant of and shall observe all requirements for handling and storage of combustible supplies and materials, and for daily disposal of combustible waste and trash. During a Fire Alarm or Fire, the Contractor’s employees shall be trained to properly respond in accordance with applicable Center instructions and procedures.
iv. The Contractor shall maintain an accurate record of all accidents and shall report to the CO or COR all accidents resulting in death, trauma, or occupational disease. All accidents must be reported to the COR immediately. The Contractor shall provide a written accident report within (2) workdays of the accident.
h. Property and Personal Damage
i. The Contractor shall be responsible for all damage to property and to persons, including third parties that occur as a result of his or her agent’s or employee’s fault or negligence. The term “third parties” is constructed to include employees of the Government. In all instances where Government property or equipment is damaged, a full report of the fact and extent of such damage shall be submitted in writing to the CO or COR within twenty-four (24) hours.
i. Janitorial Closets
i. Facilities and storage spaces (where they exist) will be made available to the Contractor. Facilities and spaces assigned to the Contractor shall be maintained by the Contractor in a clean and sanitary manner. Light, heat, electricity, water, and local telephone service as required for the performance of this contract will be made available to the Contractor. The CO or the COR shall have access to the facilities, spaces, and equipment at any time for inspection or for other purposes as required. At the completion of this contract, the janitorial areas assigned shall be returned in the same condition or better than existed at the beginning of the contract.
IV. ACCEPTANCE LEVELS
a. The Contractor service requirements are summarized as performance objectives that relate directly to contract service requirements. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to performance success.
b. BASIC CLEANING SERVICES
i. Main Floors: All floors, except carpeted areas, shall be swept, dust mopped, damp mopped, wet mopped, dry buffed, and spray buffed, as needed, to ensure they have a uniform, glossy appearance and are free of dirt, debris, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter. Baseboards, corners, and wall/floor edges shall also be clean. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original and proper position.
ii. Trash Removal: All trash containers shall be emptied and returned to their initial location. Boxes, cans, and papers placed near a trash receptacle and marked “TRASH” shall be removed. Any obviously soiled or torn plastic trash receptacle liners shall be replaced. The trash shall be deposited in the nearest outside trash collection container. Trash receptacles shall be left clean, free of foreign matter, and free of odors. Mixed paper, corrugated cardboard, and glass are currently recycled; other items may be added due to further regulations. Containers will be supplied by the Government.
iii. Clean Glass: Clean entrance vestibules interior and exterior glass; this shall Building A3 patio. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter. All stains will be removed including metal frames and doors. Interior window frames shall be free of dust or cobwebs.
iv. Clean Drinking Fountains: Clean and disinfect all porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil. Drinking fountains shall be cleaned with a neutral soap solution, rinsed with clear water, and wiped dry with a clean cloth.
v. Vacuum Carpets: Vacuum carpeted areas. The carpeted area shall be free of all visible dirt, debris, litter, and other foreign matter. Any spots shall be removed by carpet manufacturer’s approved methods as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the Government representative. Area and throw rugs are included to receive this service. Equipment used shall remove dirt and soil without damaging or causing rapid deterioration of the carpets and rugs being serviced. The Contractor shall remove and replace all necessary furniture and equipment before and after vacuuming.
vi. Clean Carpets: Spot clean or shampoo dirty carpets over an area of 2 square feet or less. Spots shall be removed within one week of observance.
vii. General Spot Cleaning: Perform spot cleaning on a continual basis. Spot cleaning includes, but is not limited to removing, or cleaning smudges, fingerprints, marks, streaks, spills, etc., from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push bars, kick plates, light switches, temperature controls, and fixtures. The surface shall have a clean, uniform appearance, free of streaks, spots, and other evidence of soil.
viii. General Dusting: All horizontal surfaces shall be dusted or cleaned to eliminate dust collection. All countertops and tabletops shall be free of all visible dust, debris, litter, and other foreign matter. Ceilings shall be free of any cobwebs or dust strands. Handrails shall be free of dust or grime. It is NOT the Contractor’s responsibility to dust or care for the tops of desks or office machines.
ix. Basic Restroom Cleaning Services; Clean & Disinfect: Completely clean and disinfect all surfaces of sinks, toilet bowls, base of toilet, urinals, lavatories, dispensers, plumbing fixtures, partitions, dispensers, doors, door handles, walls, showers, and other such surfaces, using a germicidal detergent. Receptacles shall be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets. All floor and sink drain traps shall be free of debris, residue, and odors. Clean and disinfect all porcelain and polished metal surfaces, including the orifices and drains.
x. Descale Toilet Bowls and Urinals and Showers: Descaling shall be performed to keep areas free of buildup i.e., soap films, hard water deposits and other build-up. Surfaces shall be free from streaks, stains, scale, scum, urine deposits, marks made from equipment use, and rust stains.
xi. Disinfect Hallway and Stair Rails, Countertops, Light Switches, Common Hand Contact Surfaces, Doorknobs and Door Handles: Disinfection will prevent spread of colds and other germs. Surfaces shall be dried, free from streaks and stains.
xii. Sweep and Mop Floor: The entire floor surface, including grout, shall be free from litter, dirt, dust, and debris. Grout on wall and floor tiles shall be free of dirt, scum, mildew, residue, etc. Neither dirt nor dust will be left in corners, under air/heat floor vents, under furniture, behind doors, or on stairs. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Moveable items shall be tilted or moved to sweep and damp mop underneath. When mopping, the Contractor shall use a neutral soap solution as necessary. Floors shall be dried after wet mopping to prevent any standing water from being absorbed by floor material or seeping into seems of floor covering. Floors shall be stripped, scrubbed, waxed, etc., as necessary, to maintain sanitary conditions and a clean, uniform appearance.
xiii. Stock Supplies: Contractor shall ensure restrooms and kitchen are stocked sufficiently so that supplies including soap for the soap dispensers, toilet tissues, and paper towels, do not run out. Supplies shall be stored in designated areas. No overstocking shall be allowed. If supplies run out prior to the next service date, Contractor shall refill on the day of notification.
xiv. Periodic Cleaning Services: Strip, scrub, seal, and wax floors as necessary to maintain a uniform glossy appearance. A non-skid wax is required. A uniform glossy appearance is free of scuffmarks, heel marks, wax build-up, and other stains and discoloration.
xv. Clean/Shampoo Carpets: All carpets shall be cleaned in accordance with standard commercial practices. A heavy-duty spot remover may be required in heavily soiled areas. The carpeted area shall be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items. Chairs, trash receptacles, and other items shall be moved to clean carpets underneath and shall be returned to their original locations.
xvi. Contractor Quality Control Plan: In accordance with the “FAR 52.246-4 Inspection of Services-Fixed Price” Clause hereby incorporated by reference, the Contractor shall establish and maintain a complete Quality Control Program (QCP) that is acceptable to the CO to assure the requirements of the contract are provided as specified. This QCP shall be submitted at the time of proposal submission and updated as required.
V. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
a. The Government’s Quality Assurance Surveillance Program is not a substitute for Quality Control by the Contractor.
b. QUALITY ASSURANCE
i. The Government will monitor the Contractor’s performance in each functional area under this contract and reserves the right to use additional surveillance procedures as is deemed appropriate. If the Contractor fails to complete a portion of work, or the work performed is unsatisfactory for any given service or portion thereof, the Contractor shall correct the deficient work at no additional cost.
ii. The Government shall monitor the Contractor’s performance of services using random sampling, verified customer complaints, review of Contractor’s Quality Control documentation, or 100% inspection method. Customer complaints shall be substantiated by the COR for validity. Should the COR determine that the complaint is valid, the COR shall inform the Contractor orally and in writing and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is available based on the complaint. Should the Contractor disagree with the complaint after the investigation of the site, the Contractor shall notify the COR; the COR shall review the matter to re-examine the validity of the complaint.
iii. Unscheduled inspections shall be performed at any time. The Government reserves the right to alter or change the type of inspection at its discretion at any time.
iv. The Government will periodically assess the Contractor’s overall performance on this contract. The Contractor shall be afforded an opportunity to comment on each evaluation performed. The Contractor has seven (7) calendar days to submit written comments on unsatisfactory ratings.
c. PERFORMANCE EVALUATION MEETINGS
i. The contracting officer may require the contract manager to attend a random inspection conducted by the COR and to meet with the contracting officer, COR, and other Government personnel as deemed necessary. The Contractor may request a meeting with the contracting officer when the Contractor believes such a meeting is necessary. Written minutes of such meetings shall be recorded in the contract and signed by the contract manager and the contracting officer. If the Contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the contracting officer within five (5) calendar days following receipt of the minutes.

VI. SUPPORTING INFORMATION.
a. GOVERNMENT FURNISHED PROPERTY (GFP): The Government shall furnish the necessary equipment and supplies, including but not limited to the following: vacuum cleaner(s) and attachments; floor buffer(s); wax stripper(s); floor wax, toilet bowl and urinal cleaners; disinfectant; window and glass cleaner; cleaning brushes; cleaning pads; other cleansers as required; toilet paper; paper towels; hand and liquid soap; napkins; urinal cakes; and trash can liners.
b. SECURITY. Building access shall be coordinated with the Facility Manager or USGS Technical Liaison. ALL LABORATORIES AND FISH HOLDING AREAS ARE OFF-LIMITS TO CONTRACTOR PERSONNEL.
c. PLACE OF PERFORMANCE. USGS, Columbia Environmental Research Center (CERC), 4200 New Haven Road, Columbia, MO 65201
d. PERIOD OF PERFORMANCE. Base Year plus four option years
e. SPECIAL CONSIDERATIONS
i. GREEN ACQUISITIONS. The USGS is committed to promoting the natural environment and protecting the health and well-being of people. In the performance of work under this contract, the Contractor shall exert its best efforts to provide services in a manner that will promote the natural environment and protect health and well-being. Green purchasing or environmentally preferable contracting includes the initiatives described below:

ii. At least ten (10) days prior to commencing work, the Contractor shall meet in conference with the CO or COR at a time mutually agreeable to discuss and develop mutual understanding relative to scheduling and administration of the work required by this contract.
iii. The Contractor’s representative shall meet with Government representatives weekly during the first month of the contract. Meetings shall be held as often as necessary thereafter as determined by the CO or COR. The purpose of these meetings shall be to resolve identified problems, to schedule required work, to establish or adjust priorities, and to evaluate Contractor performance for payment purposes.
iv. Upon commencement of work under this contract, the Contractor shall implement and maintain a safety program for employees performing work under this contract. This detailed program shall comply with all Federal and State Occupational and Safety and Health Acts and all safety provisions within this contract. The program shall identify the Contractor Safety Representative and Environmental Manager. The Contractor shall place and remove appropriate warning signs for wet or slippery floor areas caused by cleaning or waxing applications.
