PWS 1.0 Background on the Government’s Requirement BLM has the responsibility to manage wildlife habitat on BLM administered lands. The purpose of this project is to establish a inventory/monitoring platform that allows BLM to manage for native sagebrush obligate species in such a manner as to prevent the need for them to be listed under the Endangered Species Act. In order to achieve this goal, BLM must understand bird populations related to habitat type and quality and the multiple uses in those landscapes. This project should assist BLM in that goal by providing bird population and density data at biologically relevant scales.

PWS 2.0 General Scope of Work The contractor will perform all activities necessary for the completion of a sagebrush obligate bird study. Services include all labor, equipment, supplies, services, permits, and licenses necessary to collect field data and report on habitat characteristics, numbers and types of birds, and density of bird species.

The contractor shall accomplish the collection, curation and appropriate dissemination of a body of useable data regarding the occupancy of target species of birds in the project area.

Place of Performance:

All of the work associated with this contract is on BLM-administered public lands in California and Nevada.

The IMBCR plots are established and publicly available at https://rmbo.org/v3/avian/ExploretheData.aspx.

Additionally, they will be shared with the awarded recipient.

Period of Performance:

The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Period of Performance reads as follows:

• Base Year January 1, 2023 – December 31, 2024

• Option Year 1 January 1, 2024 – December 31, 2025

• Option Year 2 January 1, 2026 – December 31, 2026

PWS 3.0 Overall Objective(s) The objective of this work is to utilize the information gathered by this project to:

• More effectively evaluate BLM options in management of sage brush habitats for multiple avian species.

• Improve our basic understanding of sagebrush obligate avian species-- habitat use, population status, range.

• Improve BLM’s ability to improve conditions for sagebrush obligate bird species.

PWS 4.0 Specific Tasks

Task 1: General surveys. Contractor will conduct surveys on BLM lands for sagebrush obligate birds (Exhibit 1) according to accepted protocols in the Integrated Monitoring in Bird Conservation Regions (IMBRC). Protocol is available at https://www.birdconservancy.org/what-we-do/science/monitoring/imbcr-program/

Task 2: Reporting for general surveys. Contractor will compile, quality check, and curate data and upload to the IMBCR national database. Additionally, the Contractor will deliver a BLM-specific report similar to Exhibit 2.

Task 3: Pinyon-jay specific surveys. Contractor will conduct surveys on BLM lands for pinyon jay in accordance with the GBBO Pinyon Jay Working group protocols. Protocol is available at https://partnersinflight.org/resources/pinyon-jay-working-group/. These species-specific surveys will be in the Bodie Hills of central Calif. and Washoe County in NW Nevada; site specific location will be coordinated with BLM staff (Exhibit 3)
