1. PROJECT INTRODUCTION

Project Name: Rectifiers and Ground Beds

1.1. Introduction

The Bureau of Land Management (BLM) Federal helium operations facility is responsible for varied engineering, technical, and administrative activities related to the underground crude helium storage activities for the Amarillo Field Office.

The division’s activities include complex engineering services relating to installation, operation, and maintenance of gas production and injection well surface equipment, gas gathering and helium injection pipelines, cross-country natural gas and helium transmission pipelines, crude helium enrichment unit, and other physical plant facilities operated and maintained by the division.

The Engineering Support and Gas-field & Pipeline Operations teams are responsible for the design/implementation and operation/maintenance of the pipeline cathodic protection system.

1.2. Location

See section 3.1.4

1.3. Background

The Bureau of Land Management (Amarillo Field Office) operates a High-pressure Interstate Crude Helium Pipeline System and the Bush Dome Pipeline Gathering System located northwest of Amarillo, TX used for the injection/delivery of helium and other gases for the Crude Helium Pipeline System. The CHPS begins at the Cliffside plant and runs to Bushton, KS. The CHPS shares a rectifier with the BDPGS at the takeoff point from Cliffside.

The Crude Helium Pipeline encompasses approximately 420 miles of interstate piping, including three lateral pipelines (SherHan Gas Plant, National Helium, Jayhawk). Multiple sites exist for the injection/delivery of a gaseous helium product. The high pressure (high limit 1600 psig) product is non-flammable. In the original installation (1958-1962), the pipeline was built to a high-quality engineering standard gas transfer piping system with 39 mainline safety control break valves (mainline valves), cathodic protection test points (approximately 400) and eight (8) rectifier stations. In addition, road casings were placed on the pipeline at many crossings to address the load bearing on the pipeline at those locations. The pipeline is coated with coal-tar enamel wrap.

The pipeline corrosion control system centers on a standard impressed current (rectifier & anode beds) system. This system includes 8 active tie-in locations. The BLM uses Code of Federal Regulations (CFR) Part 192, Transportation of Natural and Other Gas by Pipeline: Minimum Federal Safety Standards as a guideline for the implementation of the corrosion program.

Although the product is not-flammable, the high pressure & possible breathing hazard make this pipeline a potential safety hazard. Additionally, other corrosion control techniques such as

Direct Current (DC) Mapping and Close Interval Survey (CIS) are used to find & locate potential hot spots on the pipeline.

The current BLM impressed current system is spread thin and large sections of pipeline are not being protected. These areas are experiencing natural occurring coating breakdown. Given the age of the coating it is imperative that these areas receive more current to achieve separation of the “on” and “off” potential readings at test location.

1.4. Scope (project description)

The intent of this project is to increase the impressed current along the pipeline to mitigate corrosion. In order to achieve this the BLM will need the following:

• Installation of four rectifiers at specified locations.

• Installation of four corresponding deep well ground beds.

2. GENERAL REQUIREMENTS

2.1. Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer (CO) immediately.

2.2. Subcontract Management

The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organization Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the CO and the Contracting Officer Representative (COR)

2.3. Contractor Qualifications

The contractor shall accomplish the requirements of this contract by employing and utilizing personnel with NACE certification and/or training on impressed current cathodic protection systems.

3. PERFORMANCE REQUIREMENTS

3.1. Rectifiers

3.1.1. Rectifiers shall be Universal Rectifiers Inc. brand.

3.1.2. Rectifier Specifications (Universal Rectifier code: ADAI 30-15 ABCHR):

1. Rectifiers will be manual control, constant current unit.

2. The units will be single phase with an AC input of 115/230 volts.

3. 15 amperes at 30 volts maximum

4. The units will be air cooled and capable of operating at rated output voltage and current continuously in ambient temperatures of up to 45 degrees centigrade.

5. The units will have input and output lightning arresters.

6. The units will have 115-volt convenience outlet.

7. The units will have integrated circuit controls and silicon control rectifiers (SCR).

The SCRs shall be controlled by commands from plug in type electronic printed circuit boards (cards).

8. The units will have two separate meters: voltmeter and ammeter. The meter movement shall be D'arsonval type or equivalent. Meter switches to keep the meters disconnected while not in use will be standard. The meters will be accurate to within 2% of full scale. The ammeter will be connected to an external shunt having an accuracy of at least 1% and clearly stamped with the current and millivolt ratings (preferably 50 mv = 10 amps).

9. The rectifier enclosure shall be weatherproof with proper ventilation for outdoor use and shall be constructed of no less than 11-gauge hot dipped, galvanized steel.

10. The BLM will approve the final design of the rectifiers before purchase or manufacture by the contractor or subcontractor.

3.1.3. Locations:

3.2. Ground Beds

3.2.1. Ground Bed Design Criteria

The Contractor shall meet the following criteria and consider the existing site conditions:

1. Ground bed shall have current output of 15 amps.

2. Total system resistance must be less than 2 ohms.

3. The design life of the ground bed is 15 years.

4. Coverage of the pipe is approximately 40 miles.

5. The coating of the pipe is coal tar enamel.

6. The diameter of the pipe is 8 inches.

7. The average depth of the pipeline is 4 feet.

The Contractor shall provide BLM the design for a deep well ground bed that meets these criteria, including, but not limited to, the type, size and number of anodes, estimated amount of carbon backfill, well bore dimensions, junction box, vent pipe, length of cables, installation configuration, etc. The Contractor may proceed to the installation of the ground bed once the design is approved by the BLM.

3.2.2. Deep Well Ground Bed Placement

The Contractor shall provide BLM with the best possible placement of the deep well ground bed.

The Contractor shall perform any geological survey and testing or utilize existing geological data in the area to determine the best spot to install the ground bed. The placement of the ground bed shall be as close as possible to the existing rectifier and shall be within the right of way of BLM’s crude helium pipeline.

3.2.3. Permits

The Contractor shall be responsible for obtaining necessary permits for drilling of the deep well ground bed. The Contractor shall be responsible for calling the applicable one-call system before the excavation. A copy of all permits and authorizations shall be provided to BLM prior to the installation.

3.2.4. Installation

The Contractor shall provide all supervision, labor, administrative support, materials, tools, parts, supplies, equipment, transportation and applicable certificates, licenses and permits necessary to perform the installation. The Contractor shall comply with all federal, state, county and municipal laws, codes, and/or regulations in connection with the performance of this contract.

The deep well ground bed shall be installed as per industry standards. The Contractor shall log the anode resistance before, during and after the carbon backfill to provide proof of proper carbon settlement.

3.2.5. Debris Disposal

The Contractor is responsible for the disposal of all debris resulting from construction. The Contractor shall conform to all applicable federal, state, and local regulations regarding disposal of debris.

3.2.6. Final Inspection and Acceptance

Upon completion of installation, the Contractor shall conduct a final inspection on the deep well ground bed in the presence of the Contracting Officer Representative (COR) to ensure the new system is fully functional and meets the design criteria listed in this section. The inspection will consist of powering up the system and measuring the potential, current, and resistance of the system at the rectifier. The Contractor shall remove, replace, or repair any work that is not in conformance with the design specifications at no additional cost to BLM.

4. SPECIAL REQUIREMENTS

4.1. Security and Safety

OSHA regulations shall be strictly adhered to.

4.2. Government Furnished Materials

The Government will not furnish any materials or equipment for the performance of this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor 10 days prior to the expiration of the contract.

52.222-99 Combating Race and Sex Stereotyping (DEVIATION 20-09)(NOV 2020)

(a) Definitions. As used in this clause— “Race or sex scapegoating” means assigning fault, blame, or bias to a race or sex, or to members of a race or sex because of their race or sex.

“Race or sex stereotyping” means ascribing character traits, values, moral and ethical codes, privileges, status, or beliefs to a race or sex, or to an individual because of his or her race or sex.

(b) Exemptions. The exemptions that apply to Executive Order (E.O.) 11246 (see FAR

22.807) also apply to E.O. 13950 and the requirements of this clause.

(c) Compliance with E.O. 13950, Combating Race and Sex Stereotyping. Unless exempted under paragraph (b) of this clause, the Contractor shall not use any workplace training that inculcates in its employees any form of race or sex stereotyping or any form of race or sex scapegoating, including the concepts that—

(1) One race or sex is inherently superior to another race or sex;

(2) An individual, by virtue of his or her race or sex, is inherently racist, sexist, or oppressive, whether consciously or unconsciously;

(3) An individual should be discriminated against or receive adverse treatment solely or partly because of his or her race or sex;

(4) Members of one race or sex cannot and should not attempt to treat others without respect to race or sex;

(5) An individual’s moral character is necessarily determined by his or her race or sex;

(6) An individual, by virtue of his or her race or sex, bears responsibility for actions committed in the past by other members of the same race or sex;

(7) Any individual should feel discomfort, guilt, anguish, or any other form of psychological distress on account of his or her race or sex; or

(8) Meritocracy or traits such as a hard work ethic are racist or sexist, or were created by a particular race to oppress another race.

(d) Notice. The Contractor shall send, to each labor union or representative of workers with which it has a collective bargaining agreement or other contract or understanding, the notice provided below advising the labor union or workers’ representative of the Contractor’s commitments under this clause, and post copies of the notice in conspicuous places available to employees and applicants for employment.

E.O. 13950, Combating Race and Sex Stereotyping

Employers Holding Federal Contracts or Subcontracts Contractors shall not use any workplace training that inculcates in its employees any form of race or sex stereotyping or any form of race or sex scapegoating, including the following concepts that—

(e) Noncompliance. In the event it is determined that the Contractor is not in compliance with this clause or any rule, regulation, or order of the Secretary of Labor, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor may be declared ineligible for further Government contracts, under the procedures authorized in E.O. 11246, as amended. In addition, sanctions may be imposed and remedies invoked against the Contractor as provided in E.O.

11246, as amended; in the rules, regulations, and orders of the Secretary of Labor; or as otherwise provided by law.

(f) Subcontracts. (1) The Contractor shall include the substance of this clause, including this paragraph (f), in all subcontracts that exceed $10,000 and are not exempted by the rules, regulations, or orders of the Secretary of Labor issued under E.O. 11246, as amended, so that these terms and conditions will be binding upon each subcontractor.

(2) The Contractor shall take such action with respect to any subcontract as the Director of OFCCP may direct as a means of enforcing these terms and conditions, including sanctions for noncompliance, provided, that if the Contractor becomes involved in, or is threatened with, litigation with a subcontractor as a result of such direction, the Contractor may request the United States to enter into the litigation to protect the interests of the United States.
