Question 1: Are the ground beds currently installed? If not could we quote the installation for those as well?
Government Response 1: There are currently no ground beds installed where the new rectifiers are to be installed. Per section 3.2 of the Statement of Work ground beds are to be installed.
Question 2: Is there an incumbent contractor currently performing these services, if similar services have been performed in the past, or is this a new requirement?
Government Response 2: There is no incumbent, there is no known previous acquisition history for services similar to this acquisition.
Question 3: Is there 115/230V power existing at each of these locations? If yes, is there any information available about the existing power connections? If no, who will be responsible for obtaining any survey/easements required for the new power drop?
Government Response 3: We believe that the locations chosen for the ground bed and rectifiers are within a 100 ft radius of existing power lines and the pipeline. The government will not obtain surveys or easements. See Section 3.1.3
Question 4: The provided Statement of Work briefly mentions “existing geological data.” Is there any existing data available for the areas of the installations?
Government Response 4: No. Contractor shall obtain necessary information from available resources.
Question 5: The provided Statement of Work briefly mentions that the new rectifiers will be placed “as close as possible to the existing rectifier.” Are there existing facilities that will need to be removed?
Government Response 5: No. This is a new installation.
Question 6: We have hit a stopping point for the Deep anode ground bed wells.
• We are not able to calculate the anode requirements from the data forwarded.
• Can you please forward either:
o Geotechnical reports of the soil layers for the 4 wells, or o The type, quantity, weight, and cable length of the prior anodes per each well.
o And the depth of each well.
Government Response 6: No. The contractor is responsible for determining anode requirements based off of the given design input in Section 3.1.2.
Question 7: There is no mention of site power for rectifiers, site 3 does not appear to have powerline in the vicinity.
Government Response 7: Section 3.1.4 of the Statement of Work has been corrected for location number 3. All locations are planned to be within 100 feet of existing powerlines. Note added to Section 3.1.3
Question 8: No mention of near point CTTP installs, is there any insight for these?
Government Response 8: We do not currently have a need to install additional test points.
Question 9: Site 1 does not have a test point close enough to service the purpose, please advise.
Government Response 9: We do not currently have a need to install additional test points.
Question 10: No mention of connecting the negative rectifier leads to the pipe, please advise.
Government Response 10: All connections shall be completed. Note added to Section 3.0 in work statement.
Question 11: No specifications for width of pipeline ROW which is critical to spotting the deep well and remoteness calculations.
Government Response 11: 50 feet right-of-way: 25 feet each side of pipe centerline. Added to Section 1.3 of work statement.
Question 12: What do we do in the case that the 15 amps does not cover 40 miles? Normally we assess the site then design the beds based on our discovery.
Government Response 12: Please install rectifiers and ground beds in accordance with sections
3.1 and 3.2 of the Statement of Work.
Question 13: The configuration for each of the Universal rectifiers and the number of anodes associated with each ground bed.
Government Response 13: See specifications in section 3.1.2 of the Statement of Work.
Question 14: Are these new ground beds, and if they are new, are they linear surface beds or are they deep well ground beds? Or is this bid only for the replacement and installation of the rectifiers for each location?
Government Response 14: New deep well ground beds in accordance with section 3.2 of the Statement of Work.
Question 15: If these are new ground beds, we need to know the type and manufacturer of the anodes specified for the ground beds.
Government Response 15: These will be new ground beds. See Section3.2.1.
Question 16: Are the locations of the rectifiers adjacent to an AC power source, or do any of the rectifiers need to be equipped with their own self-sustaining power unit (like a solar array)?
Government Response 16: All rectifier locations are near an AC power source, there is no need for self-sustaining power units. See Section 3.1.3
Question 17: We would appreciate GPS coordinates for the location of each rectifier and ground bed in order to see where they are in relation to each other, proximity to roads and right of ways.
Government Response 17: Section 3.1.3 of the Statement of Work provides the coordinates for each location that a rectifier and ground bed are to be installed.
