About this file

This document outlines the salient characteristics for a cableway gaging system solicitation. The solicitation seeks a remote-controlled, portable cableway towing system to facilitate discharge measurements at rivers and streams. The system must be capable of moving, lowering, and positioning Acoustic Doppler Current Profilers and radars from the riverbank when added to existing USGS cableways. It must include safety features to prevent accidental detachment and injury. The wireless remote control should allow variable speed control from a range of 1,300 feet and operate from rechargeable batteries. The hoist must support a lifting capacity of 110 pounds and include synthetic rope and safety auto-stop features. The related federal contract opportunity is solicitation number 140G0124Q0017 for a cableway gaging system issued by the Department of the Interior US Geological Survey Office of Acquisitions and Grants.

2. Shall be capable of being added to existing USGS cableways over rivers or steams for performing Acoustic Doppler Current Profilers (ADCP), or radar velocity, flow- and discharge measurements.

3. Shall consist of a carriage/hoist/electric motor assembly and wireless remote control for moving, lowering, and positioning ADCP boats, or radars, from the riverbank.

4. Shall include safety features to prevent accidental detachment and reduce the risk of injury to field personnel.

5. Shall include a device for distance measurement across the stream.

6. Shall be capable of operating on steel cables with diameter 16-32 mm or better.

7. Shall be capable of operating by wireless remote control.

8. Shall be capable of distance measurement resolution of at least 0.01 m (0.01 ft) resolution.

9. Shall be capable of operating from 12VDC external power and monitoring the carriage battery voltage/current draw.

10. Shall be capable of adjustable traversing speeds up to at least 0.6 m/sec (2 ft/sec).

11. Shall have braking system feature that activates when unit is stationery and releases when remote control is switched off allowing manual retrieval.

12. Shall include a breakaway kit for safety purposes.

13. System shall include heavy duty transport case(s) for all components.

14. Shall include a feature that “automatically” returns the carriage to the user, or home position if radio communication is lost.

Wireless Remote Control:

15. Shall be portable and hand-held.

16. Shall have variable speed control capabilities for raising and lowering cable, forward and reverse control, and speed control.

17. Shall have a communication range of at least 1,300 ft (400 m) or better by line of sight.

18. Shall be capable of operating in radio frequency range from 902 to 926 MHz.

19. Shall be capable of operating from rechargeable AA batteries and include a built-in charger.

20. Shall include a backlit LCD user interface and LED indicators for communication and error conditions.

21. Shall include an “emergency stop” switch/function for safety purposes and be capable of activating the horn, or other audible alert feature.

Hoist:

22. Shall be capable of operating on 12VDC external power.

23. Shall have a lifting capacity of at least 110 lbs.
