Statement of Work
For
Hydrologic Stations for the Sulukna River
1. Background:
To understand hydrologic conditions at the Sulukna River, the BLM Central Yukon Field Office (CYFO) is seeking a vendor to purchase, assemble, and provide training on two surface water and meteorological stations. Data from these stations will be used in conjunction with discharge measurements conducted by CYFO staff in support of a future instream flow application to the State of Alaska.
2. Objectives:
Purchase, assemble, and provide training on two surface water and meteorological stations to address the following research objectives:
1) Collect baseline data on river stage, temperature, and turbidity in support of an instream flow application.
2) Collect baseline meteorological data to aid in understanding hydrologic conditions of the Sulukna River.
3. Requirements
1) Procure two surface water monitoring stations that record and transmit the following data parameters via satellite communications:
i. river stage (stations will be located approximately 100 feet from river edge)
ii. river temperature
iii. river turbidity
iv. snow depth
v. barometric pressure
vi. air temperature & relative humidity
vii. precipitation
viii. wind speed
ix. soil temperature & soil moisture at depths of 6, 12, and 18 inches
Stations should be compatible with other stations utilized by BLM aquatic staff members through the State of Alaska, including stations installed on the Iditarod Fairwell Burn to monitor soil temperatures. Stations should be assembled in a manner typical of other remote meteorological stations in Alaska, including measures to prevent animal interference (e.g. all wires encased in conduit).

2) Provide two assembled surface water monitoring stations that can be disassembled for mobilization to remote area via helicopter. Disassembly, mobilization, and installation will be conducted by CYFO aquatic staff members in summer 2021.
3) Communicate information to client on how to maintain instrumentations, download data, and troubleshoot common issues.
4. Deliverables
1) Constructed Instrument Array – Fully functional construction of two instrument arrays as described in the Objectives and Requirements sections.
2) Report – Short report detailing construction process, any unexpected issues, instructions for data download and recovery, and recommendations for maintenance schedule and procedures.
3) Training – In-person training session with CYFO aquatic staff members in Fairbanks, AK on station coding, troubleshooting, and installation requirements.
4) Communication – Effectively communicate and coordinate with the BLM project coordinator throughout the project.
