Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. FAR 8.405-6(b)(1) states Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

3. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

4. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.

II. DESCRIPTION OF ITEM OR SERVICE (include manufacture/sole source name and address)

The performer will augment the Corrosion Cracking Maintenance Prediction Software (CCMPS) that was developed as part of an ONR Future Naval Capabilities (FNC) program under project # EPE-FY14-02. The purpose of this work is to further optimize the tool by refinement of software framework and allowing for the development and addition of material and structural input models to be incorporated into the existing framework.

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

The Corrosion Crack Maintenance Prediction Software (CCMPS) tool was developed as part of an FY14 Office of Naval Research Future Naval Capabilities (FNC) program. The software was developed over a 4-year timeframe by VEXTEC Inc. The tool was developed to predict the degree of sensitization (DoS), likelihood of cracking, and crack rate for 5xxx Al ship structures as a function of alloy, time and environments. CCMPS will allow the ability to pre-plan the time, location and extent of repair. The software creates a digital twin and implements a Monte Carlo simulation that utilizes stochastic weighting of input parameters to predict the likelihood of sensitization and cracking as a function of service conditions and location. The initial tool was developed specifically utilizing the 5456 H116 aluminum alloy and input parameters specific to CG class ships.

The current tasking looks to augment the CCMPS tool by implementing 5083 H116 aluminum alloy data and input parameters specific to LCS ship classes to develop models to determine likelihood of stress corrosion cracking in service. The utilization of the existing CCMPS tool will leverage the ONR FNC investment allowing for the development of a tool designed for LCS at a considerably lower cost.

The use of the software developer, VEXTEC Inc. is necessary because the architecture of the prediction model relies on the company’s proprietary Monte Carlo simulations. Additionally, the variables assigned to the stochastic input information is also proprietary. Without knowing either aspect, it is not possible to leverage the existing investment and augment the existing CCMPS software tool effectively.
