Minimum Essential Characteristics

Introduction

This equipment is being purchased for the Telemedicine and Advanced Technology Research Center’s (TATRC’s) Medical Modeling, Simulation and Visualization (MMSV) section that provides an evaluation and integration location for medical equipment and systems used to improve health care provided to deployed medical units. The MMSIV lab allows clinical and technical specialists to resolve integration problems prior to deployment in an environment similar to that in which they will actually be used. This facility will provide a simulated tactical network located at Fort Detrick, a convenient, local site to display, demonstrate and trial new and emerging medical devices, especially those items intended to be used in the deployed environment.

Background

TATRC has participated in Training, Real World and Experimental exercises and deployments over the last 24 years where multiple medical devices have been evaluated and then deployed in support of deployed medical units.

Minimum Requirements

The TATRC MMSIV section requests two Puritan Bennett PB980 Ventilators in support of the TIDE project, Virtual Hospital portion. One of the Material Product deliverables is "Virtual Hospital software prototype of ICU device remote control of sedation, ventilation, and fluids management." TATRC requires the ability to remotely control the ventilator. TATRC expects that purchase of this ventilator is required to meet the MP deliverable for the Virtual Hospital project. Without the ventilator, TATRC would likely be unable to meet the deliverable.

Description

W81XWH21Q0031

The ventilator must have a highly customizable user interface display that features intuitive screen navigation.

The ventilator must provide a unique ventilator assurance system and an integrated expiratory filtration system.

The ventilator must conduct hundreds of calculations every 5 milliseconds to stay in tune with patients’ demand; allowing the patients to receive the flow and volume they need.

Must include patient monitoring software that allows clinicians to remotely view streaming patient information from multiple device categories on any web enabled device and send this information to the electronic medical record.

Software must provide:

o Lung protective strategy reports o Ventilation reports o Oximetry reports

The solution must include the REMOTE PATIENT MONITORING SOLUTION AVAILABLE FROM COVIDIEN – the Vital Sync™ Virtual Patient Monitoring Platform allows clinicians to remotely access streaming patient information from multiple device categories on any web-enabled device.

The solution must include the PB980 Ventilator Omnitool Software and PB980 Ventilator Software Update

– which will allow the screen of the ventilator to be controlled from a personal computer outside of the patient’s room.

Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. Contractor personnel must be escorted by a U.S. DoD Service Member or civilian employee at all times they are inside a U.S.

government facility or in possession of used U.S. government information storage devices.

Any hardware or software installations, configurations, or testing on/of U.S. government computer or other information systems must be cleared through and supervised or conducted by certified U.S. Army Information Technology (IT) personnel.
